In Georgia, SNAP and TANF benefits are delivered on an Electronic Benefit Transfer card issued through the Division of Family and Children Services. To get a Georgia EBT card, you apply for benefits through the Georgia Gateway online portal or a local DFCS office; once you’re approved, the card arrives by mail, you activate it and set a four-digit PIN, and you can use it like a debit card at authorized retailers across the state.
Who Qualifies for a Card
Eligibility turns mostly on income and household size. Gross monthly income generally has to be at or below 130 percent of the federal poverty level — $1,696 for a single person and $3,483 for a family of four. Households that include someone 60 or older or someone with a disability get a higher gross ceiling of 165 percent of poverty, which works out to $2,152 for one person and $4,421 for a family of four.1Policy and Manual Management System (PAMMS). Net income after allowable deductions must also fall at or below 100 percent of poverty, which is $1,305 for a single person and $2,680 for a family of four.1Policy and Manual Management System (PAMMS). SNAP Income Limits Childcare costs, medical expenses for elderly or disabled members, shelter costs, and a standard utility allowance all reduce the counted amount.2Georgia Division of Family and Children Services. SNAP Policy Manual – 3617 Shelter and Utility Deductions Georgia uses categorical eligibility rules that eliminate the asset and resource test for many households, so bank balances and vehicle values often won’t factor in.3Georgia Division of Family and Children Services. 3210 Categorical Eligibility
Every person seeking benefits has to live in Georgia and provide proof of U.S. citizenship or qualified immigration status along with a Social Security number. Other people in the household who don’t want to apply don’t need to share that information, and their choice won’t disqualify the rest of the household.4Georgia.gov. Adults 18 to 54 who aren’t pregnant, aren’t caring for a child under 14, and are able to work have to log at least 20 hours a week (80 a month) in work or an approved training program. Fall short and SNAP is capped at three months within a 36-month window.5Georgia Department of Human Services. SNAP Work Requirement Change for ABAWDs
How to Apply and Get Your Card
You file the Application for Benefits (Form 297) online through Georgia Gateway, by mail to your local DFCS office, or in person. Before you start, pull together:
- A driver’s license or state ID for whoever is submitting the application.
- Proof of citizenship or immigration status for each person requesting benefits.
- Social Security numbers for those same people.
- Pay stubs covering the last four weeks, plus any self-employment records, child support records, or award letters. Self-employed applicants can submit a Schedule C, a profit-and-loss statement, bookkeeping records, or a tax return.
- Childcare receipts, medical bills, rent or mortgage statements, property tax bills, and utility bills. Georgia requires third-party verification for all shelter expenses.6Georgia Department of Human Services. Division of Family and Children Services Application for Benefits
Missing documents are the single most common reason applications stall. The state has 30 calendar days from your filing date to give you a chance to participate.7Georgia Division of Family and Children Services. 3105 Application Processing Households in immediate financial crisis may qualify for expedited processing within seven calendar days — specifically, those with less than $150 in gross monthly income and no more than $100 in liquid assets, or whose shelter and utility costs exceed their income and liquid resources combined.8Georgia Division of Family and Children Services. 3110 Expedited Application Processing If that sounds like your situation, say so when you apply.
A mandatory eligibility interview comes next, by phone unless you ask for a face-to-face. The interviewer confirms what’s on your form and clears up anything that doesn’t line up with your documents.7Georgia Division of Family and Children Services. 3105 Application Processing You’ll get a written decision in the mail with your monthly benefit amount, and if approved, the physical EBT card arrives separately.
Activating the Card and Setting a PIN
Once the card is in your hand, you have to activate it and choose a four-digit PIN before it will work. Call customer service at 1-888-421-3281 or use the ConnectEBT online portal.9Georgia Division of Family and Children Services. SNAP Policy Manual – EBT Card Keep the PIN private. Anyone holding your card and PIN can spend your benefits, and recovering stolen funds is difficult.
When Benefits Land Each Month
Georgia staggers deposits based on the last two digits of your case ID number. Funds post to the card somewhere between the 5th and the 23rd, on a date fixed to your case. Your approval notice shows your exact deposit date.
Each deposit adds the full monthly allotment to whatever balance is already on the card, and unspent funds carry over month to month. There is a federal limit on that, though: any single month’s allotment that goes 274 days (nine months) without being touched is permanently removed from the account.10eCFR. 7 CFR 274.2 – Providing Benefits to Participants Even a small transaction resets the clock.
What You Can and Can’t Buy
SNAP covers food and beverages intended for home preparation: fruits, vegetables, meat, poultry, fish, dairy, breads, cereals, and snack foods. It also covers seeds and plants that produce food for the household, so you can use the card to start a garden.11Food and Nutrition Service. What Can SNAP Buy
The card will be declined for:
- Alcohol — beer, wine, and liquor, even at a grocery store.
- Tobacco products.
- Vitamins and supplements (anything with a Supplement Facts label).
- Prescription and over-the-counter medicines.
- Hot prepared foods, such as rotisserie chicken or hot bar items.
- Non-food items like cleaning supplies, paper products, pet food, and household goods.
Some states let elderly, disabled, or homeless recipients use SNAP at approved restaurants through the Restaurant Meals Program. Georgia doesn’t participate, so EBT cards cannot be used at any restaurant in the state regardless of your circumstances.12Food and Nutrition Service. SNAP Restaurant Meals Program
TANF Cash Comes on a Separate Card
If your household also receives Temporary Assistance for Needy Families, those funds don’t go on your SNAP EBT card. They load onto a separate Way2Go card. TANF cash can be used for food, diapers, clothing, gasoline, soap, and other household necessities, and you can withdraw cash at ATMs. It is prohibited at liquor stores, casinos, adult entertainment venues, bail bond offices, gun stores, and tattoo shops, among other restricted locations. Using TANF funds at any of those is treated as an intentional program violation.13Georgia Division of Family and Children Services. 1910 Electronic Benefits Transfer
Checking Your Balance, Locking the Card, Replacing It
You can see your balance and recent transactions through the ConnectEBT website or the ConnectEBT mobile app, both of which show real-time account activity and deposit dates.14Georgia Department of Human Services Division of Family and Children Services. New EBT Card Lock Feature and ConnectEBT You can also call the customer service number on the back of the card, or check the receipt from your last purchase.
Skimming and phishing scams targeting EBT cards have become a serious problem. Georgia added a card lock feature in the ConnectEBT app that lets you lock the card between purchases. You can lock it everywhere, lock it only for out-of-state transactions, and set it to re-lock automatically after a period you choose.14Georgia Department of Human Services Division of Family and Children Services. New EBT Card Lock Feature and ConnectEBT Locking between purchases is the single best protection: a stolen card number is useless until you unlock it. If unauthorized transactions appear, report them to DFCS immediately; whether you get replacement benefits depends on the circumstances and how quickly you report.
If the card is lost or stolen, request a replacement right away through the DFCS webform or by calling customer service.15Georgia Department of Human Services. EBT Cardholder Assistance The old card is deactivated immediately; the new one takes several business days to arrive.
Keeping Benefits: Reporting Changes and Renewing
Georgia uses simplified reporting, so you don’t have to call DFCS over every small change. Three situations do require a report:
- Your household’s gross monthly income rises above 130 percent of poverty for your household size.
- You’re subject to the ABAWD work requirement and your hours drop below 20 per week or 80 per month.
- Anyone in the household wins $4,500 or more (before taxes) from lottery, gambling, prizes, or similar sources.
Reports are due by the 10th day of the month after the change, and you can submit through Gateway, by phone, by fax, by mail, or in person.16Georgia Division of Family and Children Services. Reporting Requirements Failing to report can lead to an overpayment that DFCS recoups from future benefits, or in serious cases a fraud investigation.
Benefits don’t continue automatically. DFCS sends a recertification letter by the 20th of the month before your benefits are set to expire. Submit your renewal by the 15th of that month to avoid a gap. Late renewals are processed as untimely and can interrupt benefits even if you still qualify.17Georgia.gov. Renew SNAP (Supplemental Nutrition Assistance Program) Benefits You’ll need current income documentation, expense verification, and updated household information. Renewals go through Gateway, by mail, or in person.
If Your Application Is Denied or Benefits Are Cut
You have 30 days from the written notice to request a fair hearing. The hearing is handled by the Office of State Administrative Hearings, not by DFCS, so an independent judge reviews it.18Georgia Division of Family and Children Services. Fair Hearings You present evidence for reversing the decision, DFCS explains its reasoning, and the judge issues a written ruling. The denial notice itself includes the filing instructions. The 30-day window is firm; miss it and you lose the right to challenge that decision.
