Georgia EBT Food Stamps: Eligibility, Benefits, and How to Apply

To qualify for Georgia EBT food stamps, your household generally needs gross monthly income at or below 130 percent of the federal poverty level, a Social Security number for each member, and Georgia residency; you apply online through Georgia Gateway, by mail, or in person at any county Division of Family and Children Services office. The program is called SNAP (the Supplemental Nutrition Assistance Program), it is run in Georgia by DFCS, and benefits arrive each month on an Electronic Benefit Transfer card you use like a debit card at the grocery store. A family of four can receive up to $994 per month during the current benefit year.

Income Limits and Who Counts in Your Household

Your household includes everyone who lives with you and shares meals. Each person applying needs a Social Security number or proof they’ve applied for one, and you must currently live in Georgia.1Georgia Department of Human Services. Application Process Overview

Most households have to pass both a gross income test (before deductions) and a net income test (after deductions). The limits in effect from October 2025 through September 2026 are:2Georgia Department of Human Services. Appendix A SNAP Income Limits

  • 1 person: $1,696 gross / $1,305 net
  • 2 people: $2,292 gross / $1,763 net
  • 3 people: $2,888 gross / $2,221 net
  • 4 people: $3,483 gross / $2,680 net
  • 5 people: $4,079 gross / $3,138 net
  • Each additional person: add $596 gross / $459 net

Households with a member who is 60 or older or who has a qualifying disability get a higher gross income ceiling of 165 percent of the poverty level in Georgia, and under federal rules they skip the gross income test entirely if they pass the net income test.2Georgia Department of Human Services. Georgia does not apply an asset test for most SNAP households. Your savings, car value, and home equity generally don’t disqualify you, even though the application asks about them.

Work Requirements

Most non-elderly, non-disabled adults have to register for work as a condition of receiving benefits. In practice that means agreeing to accept a suitable job if one is offered and not voluntarily quitting without good cause.

A stricter rule applies to able-bodied adults between 18 and 54 who have no dependents. You can only receive SNAP for three months out of every 36-month period unless you work or participate in a training program for at least 80 hours per month.3Food and Nutrition Service. SNAP Work Requirements Georgia’s current 36-month period runs from December 2023 through November 2026.4Georgia Department of Human Services. Able-Bodied Adults Without Dependents Paid employment, volunteer work, and qualifying training can all count toward the 80 hours.

College Students

If you’re enrolled at least half-time in higher education, you’re generally ineligible unless you fit an exemption. The common ones include working at least 20 hours per week in paid employment, participating in a federal or state work-study program, caring for a child under six, or receiving TANF.5Food and Nutrition Service. Students Students who get most of their meals through a campus meal plan are ineligible regardless of exemptions. The temporary COVID-era student exemptions expired in mid-2023.

How Much You’ll Receive

Benefit amounts depend on household size and net income. The program assumes you spend about 30 percent of your net income on food and then fills the gap up to the maximum allotment for your household size. A household with zero net income gets the full maximum. For October 2025 through September 2026:6Food and Nutrition Service. SNAP Eligibility

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421
  • 7 people: $1,571
  • 8 people: $1,789
  • Each additional person: +$218

Most households don’t receive the maximum. The math is simple: maximum allotment minus 30 percent of your net monthly income. A household of three with $1,200 in net monthly income would receive $785 minus $360, or $425 per month.

Deductions That Raise Your Benefit

Deductions reduce the income the program counts against you, which directly increases your monthly benefit. Reporting every eligible expense is one of the most practical things you can do at application and renewal.

  • Standard deduction, applied automatically: $209 for household sizes one through three, $223 for four, $261 for five, and $299 for six or more.7Food and Nutrition Service. SNAP Maximum Allotments and Deductions
  • Earned income deduction: 20 percent of any household member’s job earnings is subtracted before other calculations.
  • Shelter costs: rent or mortgage, property taxes, and insurance that exceed half of your income after other deductions qualify for a shelter deduction, capped at $744 per month. Households with an elderly or disabled member have no cap.8Georgia Department of Human Services. Shelter and Utility Deductions
  • Utility allowance: Georgia uses a standard allowance rather than making you document each bill. It’s $405 per month if you pay heating or cooling, $358 if you pay other utilities but not heating or cooling, and $47 if you only pay a phone bill.8Georgia Department of Human Services. Shelter and Utility Deductions
  • Dependent care: out-of-pocket child care or disabled-adult care costs that let someone work or attend training.
  • Medical expenses for elderly or disabled members: out-of-pocket medical costs above $35 per month total (not per person) are deductible, including prescriptions, doctor visits, dental, hearing aids, equipment, insurance premiums, and reasonable transportation to appointments.9Division of Family and Children Services. Excess Medical Deduction

These stack. A working parent paying rent and child care often has significantly lower countable income than their paycheck alone would suggest.

What to Gather Before You Apply

Having your paperwork ready before you start saves weeks of back-and-forth with your caseworker.

  • Proof of identity: driver’s license, state ID, birth certificate, or voter registration card.
  • Proof of residency: a lease, mortgage statement, or utility bill showing your current Georgia address.
  • Income verification: pay stubs from the last four weeks for each working household member, plus award letters from Social Security, unemployment, or any other income source.
  • Shelter costs: your monthly rent or mortgage amount and any property tax or insurance figures.
  • Utility bills: a recent bill for heating, electric, or water to show you actually pay for utilities.
  • Social Security numbers for every household member applying.10Social Security Administration. Supplemental Nutrition Assistance Program Facts
  • Medical bills or receipts if your household has an elderly or disabled member.9Division of Family and Children Services. Excess Medical Deduction

Don’t wait until every document is perfect to file. Submit the application and provide missing documents afterward. Your filing date locks in your benefit start date, so delaying while chasing a single pay stub can cost a full month of assistance.

How to Apply

Georgia offers three ways to submit an application:

  • Online at Georgia Gateway (gateway.ga.gov) is the fastest. You create an account, complete the application, and get a confirmation number right away.11Georgia.gov. Apply for SNAP
  • By mail or fax, using Form 297, the state benefits application, sent to any county DFCS office.12Georgia Department of Human Services. Division of Family and Children Services Application for Benefits
  • In person at a county DFCS office. If you drop off a paper application, ask for a date-stamped receipt as proof of your filing date.

What Happens After You File

DFCS schedules an interview with a caseworker, which can happen by phone or in person. The interviewer goes through your household, income, and expenses and often spots deductions you didn’t claim.13eCFR. 7 CFR 273.2 – Office Operations and Application Processing

For standard applications, DFCS must issue a decision within 30 days of the filing date.14Food and Nutrition Service. SNAP Application Processing Timeliness If your situation is urgent, expedited processing can get you a decision within seven days. You qualify for expedited service if your household has less than $150 in monthly gross income and $100 or less in cash and bank accounts, or if your combined income and liquid assets are less than your rent and utility costs for the month.15Georgia Department of Human Services. Division of Family and Children Services FAQ Migrant and seasonal farmworkers also qualify.

If documents are still missing after the interview, DFCS sends a written request with a deadline. Missing that deadline can result in denial, though you can resubmit and reapply.

Using and Protecting Your EBT Card

Approved households get an EBT card by mail. Activate it by calling 1-888-421-3281 and setting a four-digit PIN.16Georgia Department of Human Services. SNAP Policy Manual 3805 – Electronic Benefits Transfer Pick something that isn’t easily guessed; Georgia’s EBT vendor now blocks common combinations like 1234.

Benefits are deposited on a staggered schedule between the 5th and the 23rd of each month, assigned by the last two digits of your case number. Your approval letter shows your specific date. Unused benefits roll over from month to month but expire after nine months of inactivity.

SNAP covers most grocery items: fruits, vegetables, meat, poultry, fish, dairy, bread, cereals, snack foods, non-alcoholic beverages, and seeds or plants that produce food for your household. It does not cover alcohol, tobacco, vitamins or supplements, pet food, cleaning supplies, paper products, hygiene items, or any food that’s hot at the point of sale.17Food and Nutrition Service. What Can SNAP Buy A cold rotisserie chicken is fine; the same chicken from the hot case is not.

You can check your remaining balance through the ConnectEBT website or mobile app, and your last purchase receipt shows it at the bottom.18Georgia Department of Human Services. Check My EBT Account Information Card skimming has become a serious problem, and the federal government stopped reimbursing stolen SNAP benefits in 2025. Use the “lock everywhere” feature on the ConnectEBT app to freeze your card between shopping trips, and change your PIN regularly, especially right before your deposit date. Recovering stolen benefits is now very difficult without federal reimbursement.

Keeping Your Benefits Going

SNAP eligibility isn’t permanent. DFCS assigns a certification period, often six or twelve months, and you have to renew before it ends. You’ll receive a renewal letter by the 20th of the month before benefits are set to end.19Georgia.gov. Renew SNAP Benefits Submit the renewal by the 15th to avoid a gap. A face-to-face or telephone interview is required at least once every 12 months.

Georgia is also phasing out periodic reporting between renewals. Once your household completes a recertification on or after March 2, 2026, you won’t need to submit interim periodic reports.20Georgia Department of Human Services. Periodic Reporting If you haven’t reached your next recertification, you’ll continue filing periodic reports until then. Missing a required report by the deadline closes your case, and you’d need to reapply from scratch.
