Georgia License Plate Transfer: Deadlines, Costs, and Documents

A Georgia license plate transfer moves your existing plate from one vehicle to another vehicle you own, costs $5 at your County Tag Office, and is filed on the MV-1 Title/Tag Application within 30 days of acquiring the new vehicle. Both vehicles have to fall in the same registration class, and while the transfer fee itself is small, the title ad valorem tax on the new vehicle is usually the bigger bill.

When You Can Transfer a Plate

Under O.C.G.A. 40-2-42, a plate transfers from one vehicle to another vehicle of the same class when the same person owns both.¹ “Same class” means the vehicles share a registration category: a passenger-vehicle plate moves to another passenger vehicle, a truck plate moves to another truck. You can transfer at any point while your current plate and revalidation decal are still valid.

If the new vehicle is in a different class, you don’t transfer the plate. You surrender it for cancellation, pay any additional registration fee for the new class, and get a brand-new plate instead.¹ A same-class transfer keeps your existing plate number; a different-class swap gives you a fresh one.

What to Bring to the County Tag Office

You’ll file the MV-1 Title/Tag Application at the County Tag Office in the county where you live.² The form covers the title and the registration together, since Georgia doesn’t accept a separate registration application unless a title has already been issued or applied for in your name.

Gather these before you go:

Valid Georgia driver’s license or ID card.
Completed and signed MV-1 form, printed or typed legibly.
Proof of ownership: the title, or a title signed over by the seller if you just bought the vehicle.
Proof of Georgia liability insurance, either filed electronically by your insurer into the state’s database or shown on a physical binder.³
A passing emissions inspection if you live in one of the 13 metro Atlanta counties.

If a lender or leasing company holds the title, you’ll also complete Form T-17 to document the lien.³

What It Costs

The plate transfer itself is $5, paid at the County Tag Office when you file.¹ That’s the small piece.

The larger expense is the title ad valorem tax (TAVT), which Georgia charges at 7% of the vehicle’s fair market value every time ownership changes hands.⁴ TAVT replaced the old sales tax and the annual ad valorem property tax on vehicles. On a $30,000 used car, that’s $2,100. It has to be paid before the title and registration are processed, so budget for it at purchase.

The 30-Day Deadline

You have 30 days from the purchase date to apply for a Georgia title at your County Tag Office. Because the title and registration go together on the MV-1, that’s also your deadline for the plate transfer. Missing it costs a $10 late title penalty.⁵

Dealer Temporary Operating Permits

Licensed Georgia dealers are required to issue one free temporary operating permit at the time of sale.⁶ It lets you drive legally while the paperwork moves. Dealers cannot charge for it, and it cannot be extended or renewed once it expires.

If the dealer hasn’t obtained a title for you within five days before the permit expires (roughly 25 days after purchase), you can apply for a separate 30-day temporary permit at your County Tag Office.⁶ Follow up with the dealer if you have to do this.

Prestige and Specialty Plates

Personalized and other special plates follow stricter rules. Georgia regulation 560-10-22-.11 limits a specialty plate to another passenger vehicle or non-commercial trailer in the same tag class, with no cross-category transfers allowed.⁷

These plates also can’t move to a different owner. When you sell a vehicle carrying a prestige plate, you must remove the plate, and your authority to use it on the sold vehicle is immediately cancelled. You can still put that same prestige plate on another qualifying vehicle you own.⁷

Emissions Inspections in Metro Atlanta

Residents of 13 metro Atlanta counties must pass an emissions inspection before registering a vehicle, including when transferring a plate onto a newly purchased car. The counties are Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding, and Rockdale.³

If you buy a used vehicle inside the 13-county testing area, the seller is responsible for ensuring it has a passing Georgia emissions inspection at the time of sale. A still-valid vehicle inspection report from that test can be used for the initial registration and one subsequent renewal. Outside the 13 counties, emissions testing isn’t required.

If You’re the Seller

Selling a vehicle? Remove your plate before handing it over. If you’re buying another vehicle of the same class, keep the plate and transfer it. If not, the Department of Revenue recommends cancelling your registration, either online through DRIVES e-Services or in person with Form MV-18J at your County Tag Office.⁸ Cancelling the registration prevents complications if the buyer drives the car without re-registering.

Driving While You Wait

Operating an unregistered vehicle in Georgia is a misdemeanor. A first offense carries a $25 fine; a second or subsequent offense is $100. Renting or leasing out an unregistered vehicle costs $100 per day it’s operated illegally, with each day counting as a separate offense.⁹

There’s one safe harbor. If you’ve already applied for registration but haven’t received your plate or decal yet, you won’t be penalized during the waiting period as long as you can show evidence of your application.⁹ Keep that paperwork in the car until the permanent plate arrives.
