The Goodyear sales tax on most retail purchases is 8.8%, combining Arizona’s 5.6% state rate, Maricopa County’s 0.7% excise, and the City of Goodyear’s 2.5% municipal rate.1City of Goodyear. Transaction Privilege (Sales) Tax Arizona technically calls this the Transaction Privilege Tax (TPT) because it taxes the business for the privilege of operating in the state, but it functions like a sales tax: the cost shows up on your receipt.
How the Rate Is Built
Three layers of government stack to produce the total you pay at the register in Goodyear:
- Arizona state TPT: 5.6%
- Maricopa County excise tax: 0.7%
- City of Goodyear TPT: 2.5%
Added together, that is 8.8% on most retail sales inside the city.2Arizona Department of Revenue. Transaction Privilege and Other Tax Rate Tables The city and county portions can change if local officials adjust them; the state’s 5.6% base has held steady.
What the 8.8% Applies To
Arizona sorts taxable activity into business classifications, each with its own rules. The categories most shoppers and small business owners run into are:
- Retail sales of tangible personal property. Clothing, electronics, furniture, auto parts, and similar goods are taxed at the full combined rate.
- Restaurants and bars. Food and drink sold for on- or off-premises consumption is taxed on gross receipts.1City of Goodyear. Transaction Privilege (Sales) Tax
- Amusements. Theaters, recreation, and entertainment admissions owe TPT.
- Transient lodging. Hotels, motels, and short-term rentals under 30 days pay the 2.5% city TPT plus an additional 2.5% city transient lodging tax, on top of state and county rates.3City of Goodyear. Real Estate Rental Tax
Rates That Aren’t 8.8%
Several categories carry rates that differ from the standard retail figure.
Groceries. Food for home consumption is taxed at a reduced 2.0% city rate instead of 2.5%, so the combined rate on groceries falls below the standard retail total.1City of Goodyear. Transaction Privilege (Sales) Tax
Construction contracting. Prime contractors, speculative builders, and owner-builders pay a 3.5% city rate on gross income from construction projects in Goodyear.4Arizona Department of Revenue. Goodyear Transaction Privilege Tax and Use Tax Rates
Jet fuel. Taxed at a flat $0.03 per gallon rather than a percentage of the sale price, a rate in place since 1992.4Arizona Department of Revenue. Goodyear Transaction Privilege Tax and Use Tax Rates
Use tax. If you buy something for use in Goodyear and the seller did not collect Arizona TPT, you owe use tax. The standard city use tax is 2.5%, which drops to 1.2% for single items valued over $5,000.4Arizona Department of Revenue. What’s Not Taxed
Pure professional services (work by doctors, lawyers, accountants, architects, and similar professionals) are generally outside TPT when the service meets a specific client need and the final product has no independent retail value. An architect’s blueprints drawn for your lot or a lawyer’s written opinion qualifies. If the work results in something that could be sold off a shelf, the exemption falls away.5Arizona Department of Revenue. Retail Sales – Professional Services
Resale purchases are also exempt. A business buying inventory it intends to resell can purchase tax-free by giving the supplier Arizona Form 5000A, the state’s resale certificate.6Arizona Department of Revenue. Arizona Resale Certificate A vendor is not legally required to accept the certificate even when it is properly filled out, though most do. The certificate cannot be used for personal purchases or for items the business will consume itself, such as office supplies.
If You Run a Business in Goodyear
Any business making taxable sales in Goodyear needs a TPT license before opening. Operating without one is a class 3 misdemeanor under Arizona law.7Arizona Legislature. Arizona Revised Statutes 42-5005
You apply through the Arizona Department of Revenue using the Joint Tax Application (Form JT-1), which covers TPT, use tax, and employer withholding at once. You will need your EIN (a sole proprietor without employees can use an SSN), your business’s legal name, and both physical and mailing addresses.8Arizona Department of Revenue. Applying for a TPT License The state license fee is $12 per location.9Arizona Department of Revenue. TPT License Goodyear does not charge a separate municipal renewal fee, but the license still must be renewed every year by January 1; miss the last business day of January and the renewal is delinquent.10Arizona Department of Revenue. Choosing the right business classification code when you register matters more than it looks. The code determines your rate and your filing rules. A restaurant filed under general retail will report under the wrong classification.
Filing and Paying
Returns are filed through AZTaxes.gov, where you enter gross receipts, apply the classification codes, and pay electronically.11Arizona Department of Revenue. E-File Services Businesses with an annual tax liability of $500 or more are required to file electronically.12Arizona Department of Revenue. TPT Update Filing frequency (monthly, quarterly, or annually) is set based on the liability you estimated at registration and can be adjusted later with a Business Account Update Form.13Arizona Department of Revenue. Penalties
Two late penalties can stack:
- Late filing: 4.5% of tax due per month or partial month, minimum $25, capped at 25% of the tax due or $100, whichever is greater.15Arizona Department of Revenue. E-Services for TPT
- Late payment: 0.5% of unpaid tax per month, capped at 10%.
Interest also accrues on any unpaid balance. Even a few days late triggers at least the minimum penalty.
Buying an Existing Business
If you are purchasing a Goodyear business rather than starting one, A.R.S. ยง 42-1110 requires you to withhold enough of the purchase price to cover any unpaid TPT, interest, and penalties the seller owes. The protective move is to request a tax clearance certificate from the Department of Revenue before closing; the department has 15 days to issue it or explain why it cannot.16Arizona Legislature. Arizona Revised Statutes 42-1110 – Successor Liability for Tax Skip that step without withholding enough, and you become personally liable for the seller’s unpaid tax debt.
Refunds
Only the business that reported and remitted TPT can request a refund; a customer cannot file one directly. Overpayments covering six or fewer reporting periods go on an amended return through AZTaxes.gov; larger claims need a written request with supporting documents. All refund claims must be filed within four years of the original return’s due date.17Arizona Department of Revenue. TPT Refunds
Selling Into Goodyear From Out of State
Remote sellers with $100,000 or more in gross sales into Arizona during the current or prior calendar year must register for a TPT license and collect tax on their Arizona sales.18Arizona Department of Revenue. Economic Threshold Arizona sources tax by destination, so a shipment delivered to Goodyear is taxed at the 8.8% rate.
Marketplace facilitators such as Amazon and eBay that list products, process payments, and remit proceeds for third-party sellers must collect and remit TPT on those sales once they meet the economic threshold.19Arizona Department of Revenue. FAQ – Remote Sellers and Marketplace Facilitators If you sell only through a qualifying marketplace, the facilitator handles the TPT for those sales. Anything you sell through your own website or other direct channels remains your responsibility.
