To drive a golf cart legally in Gulf Shores, you need a city permit decal, proof of liability insurance, a valid driver’s license, and a route that sticks to the city’s designated cart streets. The permit costs $25 a year and is issued by the Gulf Shores Police Department after your cart passes a hands-on safety inspection.1Gulf Shores, AL. Golf Cart Registration The Gulf Shores golf cart rules below cover what the inspection checks, where you can and cannot drive, who qualifies to operate the cart, and the insurance and DUI exposure that come with it.
Getting the City Permit
The permit process runs through the police department. Bring a valid driver’s license, proof of liability insurance for the cart, the cart’s serial number or VIN, and a completed Golf Cart Registration Application, which the department provides. An officer or designated representative then inspects the cart in person to confirm every required piece of equipment is installed and working. If it passes, you pay the $25 annual fee and receive a decal that must be affixed to the left front driver’s side of the cart.1Gulf Shores, AL. Golf Cart Registration
The permit is not a one-time registration. It has to be renewed every year, usually at the beginning of January or whenever your annual inspection is scheduled, and a fresh inspection is part of each renewal. If you miss your scheduled inspection window, the city’s registration page has an interest form so a representative can set up a new appointment. You also have to notify the police department if the address tied to your permit changes.
Safety Equipment the Inspection Checks
Every piece of equipment on the city’s list has to be installed and working at the time of inspection, and improvised modifications that don’t meet the standard will cause the cart to fail.1Gulf Shores, AL. Golf Cart Registration The ordinance sits at Chapter 21, Section 21-13 of the Gulf Shores Code of Ordinances. A street-legal cart needs:
- Headlights and tail lamps
- Brake lights that activate when you stop
- Front and rear turn signals
- Red reflex reflectors
- At least one rearview mirror
- A parking brake that holds the cart on an incline
Factory-installed or professionally added equipment is fine. If your cart doesn’t pass, you don’t get the decal and can’t legally operate on public streets until the issues are corrected.
Where You Can and Cannot Drive
This is where most operators get into trouble. Gulf Shores does not open every low-speed-limit road to golf carts. Carts are restricted to a specific list of designated “cart streets,” and driving on any road not on that list is a violation even if the posted limit is 25 mph. The council has expanded the designated network over time, including additional routes in the eastern part of the city, and 2026 amendments (Ordinance Nos. 2210 and 2211) modified the list again.2Gulf Shores, AL. Gulf Shores City Council Approves Golf Cart Access Throughout Because the map keeps changing, confirm your usual route with the police department before you ride somewhere new.
Two roads are always off-limits: Highway 59 and Highway 182 (Beach Boulevard). Carts cannot travel along either corridor. They may cross those highways only at designated signalized intersections. Sidewalks and bike paths are also prohibited; those are reserved for pedestrians and non-motorized traffic.
Who Can Drive, and Rules for Passengers
Under the current ordinance, anyone legally allowed to drive a vehicle in Alabama can operate a golf cart or low-speed vehicle in permitted areas, which in practice means a valid driver’s license.3Gulf Shores, AL. City of Gulf Shores Approves Golf Cart Ordinance Change The city treats a cart on a public road with the same legal expectations as any other motor vehicle.
Passengers cannot exceed the manufacturer-rated seating capacity, and if the cart has seat belts, every occupant must wear one while it’s moving. Alabama’s child restraint law adds specific requirements for younger passengers:4Alabama Legislature. Alabama Code Title 32 Motor Vehicles and Traffic 32-5-222
- Under 1 year or under 20 pounds: rear-facing infant or convertible seat
- Ages 1 through 4, or under 40 pounds: forward-facing car seat
- Ages 5 through 6: booster seat
- Ages 6 through 14: seat belt required
Overloading the cart or failing to properly restrain a child can draw a citation at a traffic stop.
Insurance You Need to Carry
The city requires proof of liability insurance before it will issue a permit.1Gulf Shores, AL. Golf Cart Registration Alabama’s mandatory minimums are $25,000 for bodily injury or death per person, $50,000 for all injuries or deaths in a single accident, and $25,000 for property damage.5Alabama Department of Revenue. Mandatory Liability Insurance Your cart policy has to meet at least those thresholds.
Annual premiums for cart liability coverage typically start around $75, with the actual rate depending on driving history, the cart’s value, and whether you add comprehensive or collision. Some homeowner’s policies can be extended to a golf cart, so ask your insurer before buying a separate policy. Carry the proof-of-insurance card with you while you drive, the same as you would in a car.
DUI Laws Apply to Golf Carts
Alabama’s DUI statute covers “any vehicle” on public roads, and that includes a golf cart.6Alabama Legislature. Alabama Code Title 32 Motor Vehicles and Traffic 32-5A-191 You can be charged if your blood alcohol concentration reaches 0.08 percent or higher, or if alcohol or any other substance impairs your ability to drive safely. The penalties match a DUI in a car: fines, possible jail time, and license suspension. In a beach town where carts are commonly used to move between restaurants and bars, this catches people out every season. Treat the cart like a car when alcohol is involved.
Renting a Cart as a Visitor
Gulf Shores has taken a restrictive approach to golf cart rental businesses. The city council has previously denied business license applications from companies seeking to rent carts to tourists, citing safety concerns about unfamiliar drivers on streets they don’t know. If you do get access to a cart through a rental or resort arrangement, every rule above still applies to you as the operator: permit, insurance, licensed driver, designated streets only.
Golf Carts vs. Low-Speed Vehicles
If you’re shopping for a vehicle rather than permitting one you already own, know that Gulf Shores treats golf carts and low-speed vehicles (LSVs) as separate categories. A standard golf cart is classified under Alabama administrative rules as an off-road recreational vehicle originally designed for a golf course, typically has no 17-digit VIN, and isn’t titled or registered through the state.7Alabama Administrative Code. Rule 810-5-1-.238 – Registration of Motor Vehicles Not Subject to Titling It’s authorized for street use through the city’s local permit.
An LSV looks similar but has a top speed between 20 and 25 mph and meets federal motor vehicle safety standards under 49 CFR 571.500. It carries a 17-digit VIN, requires a manufacturer’s statement of origin, and can be issued a state license plate restricted to non-interstate use. Federal standards require LSVs to come from the factory with seat belts, a windshield, mirrors, headlights, taillights, and turn signals. Both still need the Gulf Shores city permit to operate on local designated streets, but an LSV gives you more flexibility on public roads because the safety equipment is already built in.
