Harris County Jail Phone Numbers: Inmate Calls, Costs, and Securus

The main Harris County Jail phone number for information about someone in custody is (713) 755-5300. For Sheriff’s Office questions unrelated to an incarcerated person, call the general information line at (346) 286-1600.¹ If you want to actually speak with someone inside, keep reading: inmates cannot receive incoming calls, so the number you dial only gets you information, not the person.

A common mix-up: (713) 755-5300 handles only inmate-related questions. For anything else about the Sheriff’s Office, use (346) 286-1600.¹

Bonds are posted in person, not over the phone. The Sheriff’s Office accepts cash and surety bonds at 700 N. San Jacinto Street, Houston, TX 77002.³

Confirm the Person Is There First

Before you set anything up, verify the person is actually in Harris County custody and get their System Person Number (SPN). The SPN is a unique identifier assigned at booking, and you’ll need it for phone accounts, deposits, and messages.

The Sheriff’s Office online search tool accepts several inputs:⁴

SPN alone — fastest if you have it
SSN — requires all nine digits
Last name — minimum three characters, expect many results for common names
Last name plus first name — narrows results
Last name plus date of birth — the most reliable combination without an SPN

Once you have the SPN, write it down. It stays with the person throughout detention.

How Calls Actually Work

Harris County Jail uses Securus Technologies as its sole phone vendor, and every call goes one direction: outgoing from the inmate.⁵ The setup falls on you.

Collect Calls

If your line accepts collect calls, the inmate dials your number and the system prompts you to accept charges. No account setup needed. The problem: most cell carriers and some landlines block collect calls by default, and the call just fails with no useful error on the inmate’s side.

Advance Pay Accounts

For any phone that doesn’t accept collect calls, you need a prepaid Advance Pay account with Securus. You fund a balance in advance, and each call is deducted from it. Set one up by calling Securus at 1-800-844-6591 from a landline (or internationally) or 972-734-1111 from a mobile phone.⁵⁶

When the inmate dials your number, the system checks for an Advance Pay account. If it exists and the balance is sufficient, you follow an automated prompt to accept, and the call connects. Charges come off your balance as the call runs.

A second option, PIN Debit, works in reverse: money is deposited into the inmate’s own account, and they pay for calls from that balance. This helps when the person inside wants to call several different people. Funds become the inmate’s property, can only be used for calls, and any leftover balance is refunded upon release.

What Calls Cost

Under the FCC’s 2025 IPCS Order, new rate caps take effect April 6, 2026 and cover all audio and video calls, whether local, long-distance, or interstate.⁷ Harris County Jail qualifies as a large facility (1,000 or more incarcerated people), so the tightest caps apply:

Audio calls: $0.10 per minute (includes a $0.02 additive for facility administrative costs)
Video calls: $0.19 per minute

A 15-minute phone call at the maximum rate costs $1.50. The FCC also prohibits ancillary service charges like automated payment fees and third-party transaction fees, so Securus cannot add extras when you fund your account or accept a call.⁷ International calls are the one exception: providers can charge more to cover foreign network connection costs.⁸

Call length isn’t publicly posted by the Sheriff’s Office. Expect a warning tone as the allotted time runs down.

Recording, Attorney Calls, and Privilege

Every non-attorney call from Harris County Jail is monitored and recorded. When the call connects, an automated warning plays for both parties, and using the phone is treated as consent.⁹

Attorney communications are meant to be exempt. Harris County’s video visitation rules state that official attorney visits “are not recorded and the conversations are not monitored.”¹⁰ For phone calls, attorneys generally have to register their number as a privileged legal line. Don’t assume the system will flag your line automatically. Confirm with the facility that your number is registered before discussing anything sensitive.
