Harris County Property Tax Bills: Payment, Deadlines, and Deferrals

Your Harris County property tax bill is mailed in October or November each year, is due upon receipt, and becomes delinquent on February 1 of the following year.1Harris County Tax Office. Texas Tax Code 31.02 – Delinquency Date The Harris County Tax Office bills and collects for dozens of overlapping jurisdictions, from school districts to municipal utility districts, which is why a single statement lists several line items. Most homeowners have roughly two to three months between receiving the bill and the delinquency date to review the charges and pay.

What’s on the Bill

Texas law requires the statement to identify your property, show your appraised, assessed, and taxable values, list every exemption that applies, and state the tax rate for each jurisdiction levying taxes on your property, along with the total due, the due date, and the delinquency date.3State of Texas. Texas Tax Code 31.01 – Tax Bills

For real property, the bill also shows the appraised value, tax rate, and total taxes for the current year and each of the five preceding years, with the percentage change year over year. That five-year comparison is the quickest way to spot a jump worth questioning. Each bill carries a unique account number (sometimes called a folio number) you’ll need for online lookups and payments, and a legal description identifying the lot on record with the county. Check that the legal description matches your actual property.

The math behind the total is simple. Each jurisdiction sets a rate expressed as dollars per $100 of taxable value, and the bill combines them. If your taxable value after exemptions is $260,000 and the combined rate is $2.10 per $100, the tax is $5,460. The statement breaks that out by jurisdiction so you can see where the money goes.

What Happens If You Miss February 1

Unpaid taxes become delinquent on February 1, and the penalty and interest schedule escalates quickly:9State of Texas. Texas Tax Code 33.01 – Penalties and Interest

  • February: 6 percent penalty plus 1 percent interest, for 7 percent added to the unpaid balance.
  • March through June: an additional 1 percent penalty and 1 percent interest each month.
  • July 1: the penalty jumps to a flat 12 percent regardless of how many months have passed, plus cumulative interest of 1 percent per month since February.

By July 1, an unpaid balance has picked up 12 percent in penalties and 6 percent in interest, totaling 18 percent on top of the original amount. Interest keeps running at 1 percent per month until the balance is paid. A taxing unit can also add up to 20 percent in attorney collection fees once the account is referred for legal action.

One timing exception: if January 31 falls on a weekend or a Harris County holiday, the next business day in February still counts as timely.7Harris County Tax Office. Property Tax Frequently Asked Questions

Installment Plans for Delinquent Taxes

If you’re already behind, the Harris County Tax Office offers installment agreements of 12 to 36 months. For homestead properties, interest accrues at 1 percent per month under the agreement, and no additional penalties are assessed. Entering an agreement also keeps the account from being referred to a collection law firm, which avoids the 15 to 20 percent attorney’s fee that would otherwise apply.10Harris County Tax Office. Deferrals for Seniors, Disabled Homeowners, and Disabled Veterans

If you’re 65 or older, disabled, or a qualifying disabled veteran, you can defer property tax payments on your homestead for as long as you own and live in the home. File an affidavit with the chief appraiser at the Harris County Appraisal District to establish eligibility. Once a deferral is in place, no taxing unit can file suit or sell your property over unpaid taxes.11State of Texas. Texas Tax Code 33.06 – Deferred Collection of Taxes on Residence Homestead of Elderly or Disabled Person or Disabled Veteran

Deferral isn’t forgiveness. A tax lien stays on the property, and interest accrues at 5 percent per year instead of the standard 1 percent per month. The regular Section 33.01 penalties do not apply during the deferral period. The protection lasts until 181 days after you move out or sell, giving a surviving spouse or estate time to settle. A surviving spouse who was at least 55 when the qualifying homeowner died can continue the deferral as long as the home remains their primary residence.

If Your Mortgage Escrows Property Taxes

If you have a mortgage, your lender likely collects property tax monthly through an escrow account and pays the tax office on your behalf. Federal regulations require servicers to make those payments on time, meaning before any penalty would be triggered.12Consumer Financial Protection Bureau. 12 CFR 1024.17 – Escrow Accounts

Your servicer runs an annual escrow analysis to recalculate the monthly amount. If that analysis shows a surplus of $50 or more and you’re current on your loan, the servicer must refund the surplus within 30 days. Smaller surpluses may be credited to next year’s payments instead. When Harris County property values rise sharply, escrow shortages are common, and your monthly payment will go up the next year.

Even with escrow, pull up your bill and confirm it was paid. Servicers occasionally pay late or apply payments to the wrong account, and the tax office looks to the property owner if something goes wrong.

Lowering the Bill by Protesting Your Value

The one move that reduces the bill itself, rather than just how you pay it, is protesting your appraised value. The annual deadline to file a protest with the Harris County Appraisal District is May 15.13Harris Central Appraisal District. Protest Deadline Is May 15 For Property In Harris County You can file electronically through HCAD’s online portal at owners.hcad.org.14Harris Central Appraisal District. iFile Protest

Gather comparable sales data before you file. Similar homes that sold recently for less than your appraised value are the strongest evidence. You can also argue that the appraisal district has incorrect information about the property, such as wrong square footage, wrong lot size, or features your home doesn’t have. After filing, you’ll receive a hearing date before the Appraisal Review Board. A successful protest lowers your taxable value and reduces every line item on the bill. The protest costs nothing, and there’s no penalty if you lose.

The largest single reduction most homeowners already have on the bill is the residence homestead exemption. School districts must exempt $140,000 of a homestead’s appraised value from taxation, an amount that increased from $100,000 after Texas voters approved Proposition 13 in November 2025.15State of Texas. Texas Tax Code 11.13 – Residence Homestead Homeowners 65 or older and disabled homeowners get an additional $60,000 school district exemption, bringing their total to $200,000.16Texas Comptroller of Public Accounts. Property Tax Exemptions Other taxing entities may offer local-option homestead exemptions of up to 20 percent of appraised value, which vary by jurisdiction. If any exemption you qualify for is missing from the bill, contact HCAD to have it applied.
