To pay a Harrisburg parking ticket, first look at the colored stripe across the top: a green stripe (or a yellow handwritten ticket) means the City of Harrisburg issued it and payment goes to the City Treasurer, while a red stripe means Park Harrisburg issued it and payment goes through Park Harrisburg’s own portal or office. Pay within 96 hours of the violation. Miss that window and most fines jump by $20.
Check the Stripe Before You Pay
The stripe tells you which office handles your money. Green-stripe and older yellow handwritten tickets come from city parking enforcement. Red-stripe tickets come from Park Harrisburg, the private operator that runs metered spaces and garages under the ParkHarrisburg brand.
Sending payment to the wrong office does not clear the citation, and the late-fee clock keeps running while the mistake gets sorted. If the physical ticket is gone, the city’s parking enforcement page describes both ticket types and links to each payment portal.
Paying a Green-Stripe City Ticket
City-issued tickets give you five ways to pay:
- Online, through the payment portal linked from the city’s parking enforcement page.
- By phone at 1-888-877-0450, Monday through Friday, 8:00 AM to 8:00 PM.
- In person at the City Treasury, Wednesdays only, 8:30 AM to 2:30 PM.
- By mail to the City Treasurer, 10 N. 2nd Street, Suite 103, Harrisburg, PA 17101.
- In the City Treasurer drop box at the rear of City Hall, available 24 hours.
Include the original ticket, or write the citation number on the memo line of your check or money order. The drop box is useful if the Wednesday-only in-person window doesn’t work for you.
Paying a Red-Stripe Park Harrisburg Ticket
Red-stripe tickets are handled by Park Harrisburg, not the city treasurer:
- Online at parkingticketpayment.com/harrisburg.
- In person at 223 Walnut Street, Monday through Friday, 9:00 AM to 4:00 PM. The office takes cash, money orders, and major credit cards.
If you mail a red-stripe payment, the postmark has to fall within four days of receiving the ticket to avoid a late penalty, weekends and holidays included.
What You Owe and When
Most Harrisburg parking violations carry a $30 base fine. That covers expired meters, street-cleaning violations, and parking in a prohibited zone. Pay within 96 hours and that’s what you owe. Miss the four-day window and a $20 processing penalty is added automatically, bringing the typical ticket to $50.
Some violations run higher from the start. Parking within 15 feet of a fire hydrant is a $50 base fine with an $11 late penalty. Double parking in the central business district is $50 for a first offense, $100 for a second, and $150 for a third or later. Parking a tractor-trailer, motor home, boat trailer, or similar large vehicle in a residential area is $250 plus court costs. Every consecutive hour your car stays illegally parked counts as a separate $30 violation, so a car left in a no-parking zone all day can accumulate charges quickly.
Under the Harrisburg City Code, all fines and any late charges must be paid within 10 days of the violation date. After that, the city can pursue a summary conviction that adds another $30 fine plus court costs. In extreme cases a judge can impose up to 10 days of imprisonment for refusal to pay, though that is rare and generally reserved for repeat offenders who ignore every notice.
If You Wait Too Long: Booting and Towing
Letting unpaid tickets stack up triggers physical enforcement. Park Harrisburg runs a booting program that clamps a steel device to the wheel of vehicles with outstanding citations. Once your car is booted, you owe two things: a $75 boot removal fee paid directly at the Park Harrisburg office at 223 Walnut Street, and full payment of every outstanding ticket through the Magisterial District Judge’s office.
You have 48 hours after the boot goes on to pay everything. Miss that and the vehicle is towed at your expense, which adds significantly to the total. The removal fee has to be paid in cash, by money order, or by major credit card during office hours, Monday through Friday, 9:00 AM to 4:00 PM.
Contesting a Ticket Instead of Paying
If the ticket was issued in error, you can contest it. Unpaid citations that go to a Magisterial District Judge for formal adjudication are treated as summary offenses, so you have the right to appear and present evidence. Bring what you have: photos of a broken meter, a ParkMobile receipt, proof that your permit was valid at the time.
Act fast. Late penalties kick in after 96 hours and the full payment deadline is 10 days, so even a winning dispute can cost you $20 if you sit on it. Contact the issuing authority before the late-penalty window closes. For green-stripe tickets, that’s the City Treasurer’s office. For red-stripe tickets, call Park Harrisburg at 717-234-2274.
