Hawaii CDL Requirements: Eligibility, Permit, and ELDT Steps

To meet Hawaii CDL requirements, you need to be at least 18, hold a valid Hawaii driver’s license, pass a federal medical exam, obtain a commercial learner’s permit, complete Entry-Level Driver Training through an FMCSA-registered provider, and pass the written knowledge and behind-the-wheel skills tests at your county vehicle registration and licensing office. A commercial driver’s license is required to operate any vehicle rated over 26,001 pounds, any vehicle designed to carry 16 or more passengers (including the driver), or any vehicle hauling placarded hazardous materials.

Which Class of CDL You Need

Hawaii’s commercial license statute sorts CDLs into three categories, though county offices and most drivers call them classes.1Justia. Hawaii Code 286-239 – Commercial Drivers License

  • Class A covers combination vehicles with a gross combination weight rating of 26,001 pounds or more, where the towed unit is over 10,000 pounds. Tractor-trailers sit here.
  • Class B covers single vehicles rated at 26,001 pounds or more, or such a vehicle towing a unit of 10,000 pounds or less. Large buses and box trucks fall under Class B.
  • Class C covers lighter vehicles that are either designed for 16 or more passengers (including the driver) or used to haul placarded hazardous materials.

A Class A license also authorizes you to drive Class B and C vehicles; a Class B covers Class C. Test for the heaviest class you intend to drive.

Eligibility

You must be 18 to apply for a commercial learner’s permit, and you must already hold a valid Hawaii driver’s license.2Justia. Hawaii Code 286-236 – Commercial Drivers License At 18 to 20, your CDL carries a “K” restriction limiting you to intrastate driving within Hawaii. Federal rules set the minimum age for interstate commercial driving at 21.3eCFR. 49 CFR 391.11 – General Qualifications of Drivers

Bring proof of U.S. citizenship or legal presence, a Social Security card or SSA verification letter, and two documents proving Hawaii residency to your first visit.4Hawaii County Vehicle Registration & Licensing. Commercial Drivers License

You also need a Medical Examiner’s Certificate from a certified medical examiner confirming you meet the federal physical qualifications: vision, hearing, blood pressure, and the range of conditions that bear on heavy-vehicle control.5eCFR. 49 CFR 391.41 – Physical Qualifications for Drivers On the application, you self-certify to the state which type of commercial driving you do: interstate, intrastate, or one of the excepted categories for government employees, school bus drivers, and certain other roles. If you’ll drive both interstate and intrastate, you must certify as interstate.6Federal Motor Carrier Safety Administration. Getting Your Commercial Learner’s Permit

The commercial learner’s permit is the gateway. Everyone applying for a first-time CDL, upgrading to a higher class, or adding certain endorsements has to start here. At your county licensing office, you’ll submit the CDL application and your documents, then take the written general knowledge test. If you’re pursuing endorsements such as air brakes, hazmat, or tanker, you’ll take their specialized knowledge tests at the same visit.

Fees vary slightly by county. Hawaii County charges $30 for the permit, $15 for the general knowledge test, and $5 for each specialized endorsement test.4Hawaii County Vehicle Registration & Licensing. Commercial Drivers License Honolulu also charges $30 for the permit and $50 for the skills test when you’re ready for it.7City and County of Honolulu. Fee Table

Once the permit is in hand, federal rules require a minimum 14-day wait before you can take the skills test. The permit itself is valid for 180 days and can generally be renewed once for another 180 days, giving you up to a year to pass the skills test.

Completing Entry-Level Driver Training

Federal regulations require anyone applying for a first-time Class A or Class B CDL, upgrading between classes, or adding a passenger, school bus, or hazardous materials endorsement to complete Entry-Level Driver Training through a provider listed on the FMCSA’s Training Provider Registry.8eCFR. 49 CFR Part 380 Subpart F – Entry-Level Driver Training Requirements Your county office checks completion electronically before scheduling your road test.4Hawaii County Vehicle Registration & Licensing. Commercial Drivers License

For Class A and Class B applicants, training combines classroom theory with behind-the-wheel instruction on a range and on public roads. Passenger and school bus endorsements use the same two-part structure. The hazmat endorsement is theory only, because the driving skills are already covered under the base CDL.9Federal Motor Carrier Safety Administration. Training Provider Registry – Frequently Asked Questions Outside of hazmat-only applicants, both theory and behind-the-wheel portions must be completed within one year of whichever you started first.8eCFR. 49 CFR Part 380 Subpart F – Entry-Level Driver Training Requirements

Endorsements and Restrictions

Endorsements expand what you can drive beyond your base class. Hawaii issues six.

  • H (Hazardous Materials): required for hauling placarded hazmat. Involves a written test plus a TSA security threat assessment with fingerprinting and a background check.10Transportation Security Administration. HAZMAT Endorsement
  • P (Passenger): required for vehicles designed for 16 or more passengers. Does not cover school buses.
  • S (School Bus): separate from P and requires its own knowledge and skills tests.
  • N (Tank Vehicle): for vehicles carrying liquids or gases in tanks with a combined capacity of 1,000 gallons or more.
  • T (Doubles/Triples): authorizes pulling double or triple trailers.
  • X (Combination): combines H and N for drivers hauling placarded materials in tankers.

Each endorsement requires passing a specialized knowledge test. P and S also require a behind-the-wheel skills test in the appropriate vehicle.11Department of Human Resources Development. Guidelines for Determining Drivers License and CDL Requirements

The vehicle you test in also places restrictions on your license. Test in a vehicle with an automatic transmission and you’ll receive an “E” or “J” restriction barring you from manual-transmission commercial vehicles. Test without air brakes and you’ll receive an “L” restriction. Test in a truck-trailer combination for your Class A and you may receive an “O” restriction preventing you from operating tractor-semitrailer setups.11Department of Human Resources Development. Guidelines for Determining Drivers License and CDL Requirements Test in the type of vehicle you actually plan to drive, or you’ll narrow your work options.

Fees and Timeline

Expect total out-of-pocket costs between roughly $100 and $130, depending on the county and the endorsements you add. Core costs include the permit ($30 in Hawaii County and Honolulu), the general knowledge test ($15 in Hawaii County), each endorsement knowledge test (around $5 each), and the skills test ($50 in Honolulu).4Hawaii County Vehicle Registration & Licensing. Commercial Drivers License7City and County of Honolulu. Fee Table Training through your FMCSA-registered provider, the medical exam, and the TSA threat assessment for hazmat are separate costs that aren’t set by the county.

On timing, the fastest realistic path is: pass your knowledge tests and get your permit, wait the federally required 14 days, complete your Entry-Level Driver Training, then schedule and pass your skills test. Most applicants need weeks or months to complete training, well inside the 180-day permit window.

Keeping Your CDL Valid

Hawaii CDLs follow the same renewal cycle as regular Hawaii driver’s licenses: they expire on your birthday no less than eight years after issuance, with shorter cycles for younger and older drivers.12Justia. Hawaii Code 286-106 – Expiration of Licenses If you’re 24 or younger, or between 72 and 79, the term drops to four years. At 80 or older, it’s two years. Legal immigrants’ licenses can’t extend past their authorized stay. At renewal, you’ll pass a vision screening or submit a certificate from an eye exam done within the prior six months by a licensed ophthalmologist or optometrist.13Legal Information Institute. Hawaii Code R. 19-122-357 – Vision Test Procedures Hazmat endorsement holders go through a new TSA threat assessment at renewal.10Transportation Security Administration. HAZMAT Endorsement Honolulu charges $5 per year of the renewal term.7City and County of Honolulu. Fee Table

The one deadline that trips people up isn’t the license itself. Your Medical Examiner’s Certificate expires separately, usually after two years. If you let it lapse without filing a new one with the state, federal rules require Hawaii to mark your record “not-certified” and start downgrading your CDL within 60 days.14eCFR. 49 CFR 383.73 – State Procedures A downgrade strips the commercial privileges from your license. You can still drive a passenger vehicle, but you can’t operate commercial vehicles until you get a new exam, update your certification with the state, and, if the downgrade has already processed, potentially retest. Schedule your medical exam before the old certificate expires and bring the new one to your county office right away.

Stricter Rules You’ll Be Held To

A CDL carries conduct standards that are tougher than those for a regular Hawaii license, and they apply whether you’re behind the wheel of a commercial vehicle or your own car.

The blood alcohol limit for operating a commercial vehicle is 0.04%, half the 0.08% that applies to regular drivers. Even a BAC of 0.01% while operating a commercial vehicle triggers a 24-hour out-of-service order, pulling you off the road for the rest of the day.15Justia. Hawaii Code 286-242 – Commercial Drivers Prohibited From Operating With Any Alcohol in Their Body A first conviction for DUI, refusing an alcohol test, leaving the scene of an accident, using a vehicle in a felony, driving a commercial vehicle on a revoked or suspended CDL, or causing a fatality through negligent operation of a commercial vehicle brings a minimum one-year disqualification from commercial driving; three years if placarded hazmat was involved. A second major-offense conviction, even a different offense, results in lifetime disqualification.16Justia. Hawaii Code 286-240 – Disqualification, Cancellation, and Downgrade

Federal law also prohibits “masking.” If you’re a CDL holder, you can’t use diversion programs, deferred judgments, or plea deals to keep a traffic conviction off your driving record, and the ban covers violations in any vehicle, not just commercial ones.17eCFR. 49 CFR 384.226 – Prohibition on Masking Convictions Traffic school won’t save a ticket the way it might for a regular license.

Moving to Hawaii With an Out-of-State CDL

Federal law allows you to hold a CDL from only one state at a time. When you establish Hawaii residency, surrender your prior CDL and apply through your new county office with the same documentation required of first-time applicants, plus a current Medical Examiner’s Certificate if you drive in interstate commerce.4Hawaii County Vehicle Registration & Licensing. Commercial Drivers License The state will review your driving record across every jurisdiction where you’ve been licensed in the past 10 years. Hazmat endorsements may not transfer automatically and can require a fresh TSA background check and written test. A commercial learner’s permit generally does not transfer, so if you’re mid-permit when you move, plan to start that step over.

Military Skills Test Waiver

Hawaii participates in the federal Military Skills Test Waiver program, which lets qualifying service members and recent veterans skip the behind-the-wheel skills test.18Federal Motor Carrier Safety Administration. Military Skills Test Waiver Program You need at least two years of experience safely operating heavy military vehicles, and you must be currently in, or within the past 12 months have held, a military position requiring commercial-equivalent vehicle operation.19Federal Motor Carrier Safety Administration. Military Skills Test Waiver Program You’ll submit a commanding officer’s endorsement of your safe driving record and documentation identifying the vehicle types you were licensed to operate. Some traffic violations disqualify you.

A companion program, the Even Exchange Program, can also waive the written knowledge test for certain military occupational specialties, including Army Motor Transport Operators (88M), Marine Corps Motor Vehicle Operators (3531), and equivalent roles in other branches.20Federal Motor Carrier Safety Administration.
