The Hawaii road test is a behind-the-wheel driving exam run by your county licensing office rather than a statewide DMV, and the rules, fees, and scheduling systems differ depending on whether you live in Honolulu, Hawaii County, Maui County, or Kauai County. To pass, you need a valid instruction permit held for the required time, the correct documents, a vehicle that meets safety standards, a licensed adult to accompany you, and a clean demonstration of basic driving skills for the examiner.
Permit and Waiting Period
You cannot take the road test without a valid Hawaii instruction permit. The permit is good for one year and can be renewed starting 30 days before it expires.1Hawaii County, HI Vehicle Registration & Licensing. New License – Instruction Permit How long you must hold it before testing depends on your age.
If You Are Under 18
Minors must hold the instruction permit for at least 180 days with no pending violations that could lead to suspension or revocation.2Justia Law. Hawaii Revised Statutes 286-108 – Examination of Applicants Hawaii’s Graduated Driver Licensing program also requires completing a state-certified driver education course and a behind-the-wheel training program before the road test, and you’ll bring both certificates to your appointment.3Hawaii County, HI Vehicle Registration & Licensing. Graduated License (15 1/2 – 17 Years)
One useful exception sits in the statute. If a minor’s permit expires and a new one is issued within 30 days, the examiner can waive the additional 180-day waiting period.2Justia Law. Hawaii Revised Statutes 286-108 – Examination of Applicants
If You Are 18 or Older
Adults do not need driver education and are not held to the 180-day rule, but you still cannot test the same day the permit is issued. Hawaii County, for example, requires a two-week waiting period after permit issuance before you can schedule the behind-the-wheel exam.4Hawaii County Road Test Scheduler. What to Bring on Test Day
Missing or expired paperwork means your appointment is rescheduled. Every county requires the same core set:
- Your original, unexpired Hawaii instruction permit.
- The current, original vehicle registration certificate, with the registration decal displayed on the license plate.
- A valid, unexpired Hawaii Motor Vehicle Insurance Identification Card. The insured name, insurer, policy number, and coverage dates must match the registration.
- The current, unexpired paper safety inspection certificate, with the inspection decal on the bumper.
- The State of Hawaii Driver’s License Application, available at any county licensing office or on the county website.
These are drawn from the county testing offices themselves.5Hawaii County, HI Vehicle Registration & Licensing. Road Test Appointments6Maui County, HI. Class 3 Road Test Vehicle Requirements If you plan to test in a borrowed car, you still need the original registration and insurance card for that specific vehicle; the owner does not need to be present.
Vehicle Condition the Examiner Will Check
The examiner inspects the car before the test starts. Fail the inspection and the test does not happen. The checklist is essentially the same across counties:
- A current safety inspection decal on the bumper and the paper certificate in the car.
- Working turn signals, brake lights, headlights, and horn.
- A windshield free of cracks that obstruct the driver’s view.
- Door handles that work from both inside and outside, on every door.
- A clean, unobstructed front passenger seat the examiner can safely sit in.
Test every light, signal, and door handle the morning of the exam. A burned-out bulb is a wasted trip.
A Licensed Adult Must Bring You
Because you are driving on an instruction permit, Hawaii law requires a licensed driver age 21 or older to sit beside you in the vehicle.7Justia Law. Hawaii Revised Statutes 286-110 – Instruction Permits Someone with a full license has to get you to the testing site. In Hawaii County, that accompanying driver must present a valid license and remain at the office until you finish.8Hawaii County Road Test Scheduler. Scheduling by County
Each county runs its own booking system, and slots can be tight on Oahu in particular. Book as early as you can.
- Honolulu (City and County): schedule online through the Department of Customer Services, which also uses the AlohaQ system for general driver licensing appointments.9Honolulu Department of Customer Services. Road Test10Honolulu Department of Customer Services. Appointments
- Hawaii County (Big Island): online through the road test scheduler at hawaiicounty.ehawaii.gov.5Hawaii County, HI Vehicle Registration & Licensing. Road Test Appointments

Arrive 15 to 30 minutes early for check-in, paperwork, and the pre-test vehicle inspection. Honolulu is strict on no-shows and late arrivals: miss or arrive late and you forfeit the prepaid deposit, are barred from scheduling for 60 days, and must pay a new deposit for your next attempt.9Honolulu Department of Customer Services. What the Examiner Scores
The examiner rides in the front passenger seat and deducts points each time you make an error.12Honolulu Department of Customer Services. Road Test Eight Tips Expect to be evaluated on:
- Turns and intersections: signaling, lane position, and yielding on left and right turns.
- Stops: coming to a full stop at stop signs and red lights while scanning for cross traffic.
- Parallel parking, with proper head checks rather than reliance on a backup camera.9Honolulu Department of Customer Services. Road Test
- Stall reversal: backing out of a parking stall using head checks, not the camera.
- Lane changes and merging: mirrors, signaling, and shoulder checks.
- Speed control: a consistent, appropriate speed for the road.
Keep both hands on the wheel, signal every lane change and turn, and cancel the signal after you complete the maneuver. Small repeated errors add up.
Automatic Failures
Certain mistakes end the test immediately regardless of your running score. An automatic failure results from any dangerous action, a serious traffic law violation, refusing to follow the examiner’s instructions, or causing an accident.12Honolulu Department of Customer Services. Road Test Eight Tips Running a red light, failing to yield to a pedestrian, or drifting into oncoming traffic would each qualify. You can also fail by accumulating too many smaller deductions even without a single automatic failure.
Fees
Hawaii charges separately for the road test and for the license itself. The road test fee varies by county: Honolulu charges $8 for the behind-the-wheel exam,13Department of Customer Services. Fee Table and Maui County charges $20.11Maui County, HI. Class 3 Road Test Appointment Information
The license issuance fee is set by age rather than county. An 8-year license for adults ages 25 through 71 costs $40, and a 4-year license for ages 18 through 24 or 72 through 79 costs $20.14Hawaii County, HI Vehicle Registration & Licensing. License Fees Honolulu also charges $5 for a provisional license for applicants ages 16 through 18.13Department of Customer Services. Fee Table Bring enough to cover both the test fee and the license fee in one visit.
After You Pass
The county issues a temporary paper license valid for 60 days, and your permanent card arrives by mail within two to four weeks.15Hawaii County, HI Vehicle Registration & Licensing. Temporary License The temporary license is legal to drive on, so you can leave the office and drive home yourself.
If You Don’t Pass
There is no cap on how many times you can retake the test. You will face a mandatory waiting period before the next attempt, ranging from seven days to four weeks depending on how serious the errors were, and you pay the road test fee again each time. Ask the examiner to walk you through exactly which errors cost points before you leave; that is the information you need to pass the next one.
REAL ID at the Same Visit
Since May 7, 2025, a standard driver’s license is no longer accepted for boarding domestic flights or entering certain federal facilities.16Transportation Security Administration. REAL ID Hawaii issues REAL ID-compliant licenses marked with a gold star, but you need extra documents beyond what the road test alone requires.
For the compliant version, bring original or certified documents proving legal presence, legal name, date of birth, Social Security number, and your Hawaii principal residence address.17Hawaii Department of Transportation. Acceptable Documents for a REAL ID Compliant (Star) Hawaii Driver’s License A birth certificate or passport usually covers the first three; your Social Security card and two proofs of Hawaii address cover the rest.
