Who Qualifies
Hawaii sets its rules under Hawaii Administrative Rules Chapter 663. To qualify, you must be a Hawaii resident and either a U.S. citizen or a qualified non-citizen, and every household member seeking benefits must provide a Social Security number.
For SNAP, your “household” generally means everyone who lives together and buys and prepares food together. Roommates who shop and cook separately can apply as separate households. Spouses count as one household, and so do parents living with their children under 22, regardless of who cooks.
One important exception to the expanded eligibility: if any household member has been disqualified from SNAP for a program violation, the household loses Broad-Based Categorical Eligibility.3Department of Human Services. College Students
Students enrolled at least half-time face an extra layer. On top of the standard eligibility rules, you must meet an exemption: working at least 20 hours per week in paid employment, participating in federal or state work-study, caring for a child under 6, or receiving TANF, among others.6Food and Nutrition Service. Students Students under 18 or 50 and older are automatically exempt. If your school meal plan covers the majority of your meals, you cannot receive SNAP regardless of income.
Work Requirements
Most recipients between 16 and 59 must register for work and accept a suitable job if offered. You are excused if you already work 30 or more hours per week, care for a child under 6 or an incapacitated person, attend school or training at least half-time, participate in substance abuse treatment, or cannot work due to a physical or mental limitation.7Food and Nutrition Service. A stricter rule applies to able-bodied adults without dependents (ABAWDs) between 18 and 54. In this category, you can only get SNAP for three months in any three-year period unless you work or attend a qualifying training program at least 20 hours per week.8Food and Nutrition Service. ABAWD Waivers The clock runs whether or not you are warned, and once you lose benefits this way you must wait out the remainder of the three-year window. Documents to Gather Before You File
Missing paperwork is the single most common reason applications stall. Have these ready:
- Photo ID such as a driver’s license or Hawaii state ID.
- Proof of Hawaii residency, such as a lease, mortgage statement, or utility bill.
- Income documentation. Wage earners need pay stubs from the last 30 days. Self-employed applicants must submit Form DHS-1273C with a current Hawaii General Excise License, proof of gross self-employment income, and documentation of allowable business expenses. - Social Security numbers for every household member applying.
- Shelter costs: rent receipts, mortgage statements, or property tax bills.
- Utility bills. Hawaii uses standard utility allowances that vary by household size and utility type, so documenting which utilities you pay lets the caseworker apply the right allowance.
- Dependent care receipts and out-of-pocket medical costs for household members 60 or older. These deductions can meaningfully raise your benefit amount.
How to Submit Your Application
The online PAIS portal is the faster route. You fill out the application, upload supporting documents, and submit electronically at pais-benefits.dhs.hawaii.gov.1Department of Human Services. What Happens After You Apply
A caseworker will schedule an interview, usually by phone. The interview is mandatory. The caseworker will verify what you submitted and ask follow-up questions about your household. Federal law requires a decision within 30 days.10Food and Nutrition Service. SNAP Application Processing Timeliness
Expedited Benefits Within Seven Days
If your situation is urgent, you may qualify for expedited processing.10Food and Nutrition Service. SNAP Application Processing Timeliness You are eligible if your household’s gross monthly income is $150 or less and you have $100 or less in liquid assets, or if your monthly shelter costs exceed your combined gross income and cash savings. Migrant households with $100 or less in savings also qualify. Say so when you file so the processing center can prioritize your case.
Your EBT Card
If approved, you receive your approval notice and a Hawaii Electronic Benefit Transfer card by mail. The EBT card works like a debit card at authorized food retailers and is loaded on a set schedule.3Department of Human Services. How Much You Could Receive

Most households receive less than the maximum. The formula subtracts 30 percent of your net income (after deductions for shelter, dependent care, and other qualifying expenses) from the maximum allotment for your household size. Hawaii’s standard deductions and utility allowances help offset the higher cost of living.
Keeping Your Benefits
Approval is only the start. You must report certain changes and return periodic paperwork on time.
Notify the Department of Human Services within 10 days when your gross income exceeds 130 percent of the Federal Poverty Level, or when any employed single adult stops working or drops below 20 hours per week.12State of Hawaii Department of Human Services. Reporting Requirements Other reportable changes include any shift in earned or unearned income, changes in who lives in the household, a new address or change in shelter costs, and changes in child support obligations.
Most households receive a Six Month Report Form midway through their certification period. Return it by the 7th of the report month, or the next business day if that falls on a weekend or holiday. If You Are Denied
You have the right to request an administrative hearing if your application is denied or your benefits are reduced. Submit Form DHS-1461 (Request for a Hearing) to the Department of Human Services.13Department of Human Services. You can represent yourself or bring anyone you choose: a lawyer, a relative, a friend, or another advocate.14Legal Information Institute. Hawaii Code R. 17-685.2-6 – Administrative Hearing Request Bring copies of any documents that contradict the reason given for the denial.
Fraud Penalties
Providing false information or deliberately misusing benefits is classified as an intentional program violation. A first violation brings a 12-month disqualification, a second brings 24 months, and a third disqualifies you permanently.15eCFR. 7 CFR 273.16 – Disqualification for Intentional Program Violation The disqualification applies to the individual, but a disqualified member also strips the whole household of expanded categorical eligibility, pushing everyone onto the stricter federal income and asset limits.
