Hotel and motel vouchers for people experiencing homelessness in Los Angeles are available through several separate programs, and the way in is the same for almost all of them: call 211 or visit a Los Angeles Homeless Services Authority (LAHSA) Access Center for an assessment. From there, a case manager matches you to whichever program fits, based on your household, your vulnerability, and what rooms are open. Demand runs ahead of supply, so a match is not guaranteed and timing is not fixed.
How to Ask for a Voucher

Get Help A staff member runs a standardized intake interview and enters your information into the Homeless Management Information System (HMIS), the centralized database that lets multiple agencies coordinate services without making you re-explain your situation everywhere you go. After intake, your file is used to match you with available resources through the Coordinated Entry System (CES). A match depends on your vulnerability score, open beds, and each program’s rules. There is no guaranteed timeline, and for many people the wait runs weeks or longer. Keeping your phone number current with your assigned provider matters more than anything else during this stretch. CalWORKs Homeless Assistance
Families already receiving CalWORKs cash aid, or who appear eligible for it, can get temporary hotel or motel assistance at rates between $85 and $145 per day, depending on household size. The base rate covers a family of four, with an additional $15 per day for each extra family member. The benefit is capped at 16 cumulative days within a 12-month period. Families fleeing domestic violence get a separate allowance: a lump-sum payment equal to 16 days on the day of application, plus another 16 days if the CalWORKs application is approved, for a total of 32 days.5Los Angeles County Department of Public Social Services. Inside Safe
Mayor Karen Bass launched Inside Safe to move people directly from encampments into private motel rooms while they work toward permanent housing. Each site is overseen by a nonprofit provider handling case management, housing navigation, and meals.7City of Los Angeles. Inside Safe The program is voluntary and targets specific encampments rather than accepting applications, so you cannot request an Inside Safe placement on your own. Operations are coordinated between the mayor’s office and individual City Council districts.
Who Qualifies
Eligibility varies by program, but the common thread is that you lack a fixed, regular place to sleep at night. For most LAHSA-administered programs that means living somewhere not designed for sleeping, like a car, park, sidewalk, or abandoned building, or staying in an emergency shelter. HUD calls this “Category 1: Literally Homeless,” and it is the standard for Continuum of Care-funded programs across Los Angeles.
Beyond literal homelessness, agencies weigh vulnerability. People with serious medical conditions, disabilities, or advanced age tend to score higher on the LA HAT assessment and move up the priority list. Families with minor children are often fast-tracked through CES-F rather than the adult system.1211 LA. Income matters for some programs. HUD-funded vouchers require household income below designated thresholds, and CalWORKs hotel assistance requires participation in or apparent eligibility for that cash aid program.
Documents That Speed Things Up
Agencies will work with you even if you have no documents at all, but arriving with paperwork moves things faster. A government-issued ID such as a California driver’s license or state ID card helps verify your identity. Proof of your last address in Los Angeles County helps confirm local residency. If a medical condition makes congregate shelter unsafe for you, a note from a healthcare provider strengthens the case for a private hotel room over a traditional shelter bed. A letter from a social worker describing your current living situation can also help during the assessment. Income and household size information feeds both the vulnerability assessment and any later determination for longer-term housing subsidies.

What the Voucher Pays For
A hotel voucher covers the room rate and applicable taxes. Within the City of Los Angeles, the transient occupancy tax rate is 14%.8Los Angeles Office of Finance. Transient Occupancy Tax Requirements The voucher itself is a formal authorization between the service provider and the hotel: you present it at the front desk and the agency pays the hotel directly.
The voucher does not cover extras like room service, phone charges, or damage fees. Most programs also exclude pet deposits. If you have a service animal, hotels cannot charge a pet deposit or cleaning fee for it, which would violate the Americans with Disabilities Act.9ADA.gov. How Long You Can Stay
Stay lengths depend on the program. CalWORKs temporary homeless assistance covers up to 16 days in a 12-month period for most families, with extensions available for domestic violence survivors and those in Welfare-to-Work programs.5Los Angeles County Department of Public Social Services. Inside Safe placements can last longer because the program is designed to keep people housed until a permanent option opens up, though that timeline varies widely.
Whichever program you land in, you are expected to engage with case management and work toward a longer-term housing plan during the stay. Violating hotel rules can cost you the voucher. Time limits exist partly because funding is finite and other people are waiting, but also because of California law: under Civil Code Section 1940.1, a hotel guest who stays 30 or more consecutive days can gain full tenant protections, meaning the hotel would need to go through a formal eviction to remove them.11California Legislative Information. Your Rights During the Stay
Personal information entered into HMIS is protected by federal privacy standards. Agencies that collect your data can share it for service coordination, payment, and administrative functions like audits, but most other disclosures require your consent. Exceptions exist for situations involving a serious threat to health or safety, abuse or domestic violence, and certain law enforcement purposes. Every organization using HMIS must have a written privacy notice explaining how your information is collected and used.

If you are denied services or treated unfairly by a provider within LAHSA’s system, start by filing a grievance directly with that provider, which is required to respond within three business days. If You Were Displaced by a Disaster
The programs above are for people experiencing homelessness. If you lost housing because of a federally declared disaster in Los Angeles, a separate track applies. FEMA’s Transitional Sheltering Assistance program pays for temporary hotel or motel stays if an inspection determines your home is unsafe, you lack insurance that covers living expenses, and your FEMA application is active. Eligibility is reviewed every 14 days, and continued assistance requires progress toward a permanent housing plan, such as invoices for home repairs, loan applications, or a signed lease.14FEMA.
