Housing Assistance in Florida: Vouchers, Rent Aid, and Eligibility

Housing assistance in Florida comes in three main forms: federal rental subsidies that lower your monthly rent, state and local emergency aid for short-term crises like an eviction or utility shutoff, and homebuyer programs that cover down payments and closing costs. Most programs base eligibility on how your household income compares to the Area Median Income (AMI) where you live, and the biggest practical hurdle is usually a waiting list rather than the paperwork. There is no single application. Each program has its own door.

Rental Help: Vouchers and Public Housing

The Housing Choice Voucher Program, still commonly called Section 8, is the largest source of ongoing rental assistance. A local Public Housing Agency (PHA) pays part of your rent directly to a private landlord, and you pay the rest. The voucher belongs to you, not the building, so you can use it at any rental unit that passes HUD’s health and safety inspection.1U.S. Department of Housing and Urban Development. Your share of the rent is generally 30% of your adjusted monthly income.2eCFR. 24 CFR 5.628 – Total Tenant Payment If you pick a unit that rents for more than your PHA’s payment standard, you cover the gap out of pocket, and your total housing cost can go as high as 40% of adjusted monthly income.3U.S. Department of Housing and Urban Development. Public housing is the other federal option. The unit is owned and managed by the local PHA, so the subsidy stays with the building. Rent is calculated the same way as with vouchers, but each PHA sets a minimum rent of at least $25, and some go as high as $50. Even if 30% of your adjusted income works out to less, the minimum applies unless you request a financial hardship exemption.5U.S. Department of Housing and Urban Development. Emergency Rent, Deposit, and Utility Aid

When the problem is an eviction filing next week or a shutoff notice on the fridge, waiting-list programs won’t help. Florida channels most short-term aid through the State Housing Initiatives Partnership (SHIP), which sends state revenue to counties and cities to run their own housing programs.

Local governments can allocate up to 25% of their SHIP dollars to rental housing.6The Florida Legislature. Some prioritize eviction prevention, others emergency repairs, others homeowner rehab. Contact your county or city housing department to see what your local plan actually funds.

Utility bills fall under a separate program. The Low-Income Home Energy Assistance Program (LIHEAP) helps pay energy bills, prevents shutoffs, and can reconnect service that has already been cut. It also pays for weatherization work.8Administration for Children and Families. Given the state’s climate, an unresolved utility shutoff can quickly turn into a habitability problem and, from there, an eviction.

Down Payment and Closing Cost Programs

If you’re trying to buy, Florida Housing Finance Corporation runs the main statewide programs. They pair a 30-year fixed-rate first mortgage with a second mortgage that covers the down payment and closing costs, which is the step where most first-time buyers stall out.9Florida Housing Finance Corporation. Three down payment options are available through participating lenders:

  • Florida Assist (FL Assist) provides up to $10,000 as a 0%, non-amortizing deferred second mortgage. There are no monthly payments, but the full balance is due when you sell, refinance, or stop living in the home.
  • The Florida Homeownership Loan Program (FL HLP) offers a $12,500 second mortgage at 3% interest over 30 years. This one has a monthly payment, and any remaining balance is deferred until sale or refinance.
  • HFA Preferred and HFA Advantage PLUS provide 3%, 4%, or 5% of the first mortgage amount as a forgivable second mortgage. The balance forgives at 20% per year over five years, so if you stay in the home five years you owe nothing.

The Hometown Heroes program is aimed at community workers who often earn too much for rental assistance but still can’t afford Florida prices. It covers healthcare workers, school staff, first responders, public safety and court employees, child care workers, active-duty military and reservists, and veterans working full-time for a Florida employer.10Florida Housing Finance Corporation. Hometown Heroes Program Eligible buyers get up to 5% of the first mortgage amount, between $10,000 and $35,000, as a 0%, non-amortizing, 30-year deferred second mortgage. It is not forgivable. The full amount comes due when you sell, refinance, or move out. Origination and discount points are waived. Buyers must be first-time homebuyers and meet county income limits.

Florida Housing also issues Mortgage Credit Certificates (MCCs). An MCC is a federal tax credit, not a loan: you claim part of your mortgage interest each year as a dollar-for-dollar credit on your federal return using IRS Form 8396, and unused credit carries forward one year.11Internal Revenue Service. Beyond the statewide programs, many Florida counties and cities use SHIP dollars for local down payment and closing cost help, usually as a deferred second mortgage that may forgive after a period of owner-occupancy. Who Qualifies

Nearly every Florida housing program measures your household income against the Area Median Income for your county or metro. HUD updates the numbers each year and groups eligibility into three federal tiers:13HUD USER. Income Limits

  • Extremely low income: at or below 30% of AMI
  • Very low income: at or below 50% of AMI
  • Low income: at or below 80% of AMI

For a family of four in the Orlando metro area, the FY 2025 limits are roughly $31,600 at 30% AMI, $52,700 at 50% AMI, and $84,300 at 80% AMI. Miami’s limits run higher — about $37,150, $61,950, and $99,100 for the same household size — because housing there is more expensive.

The voucher program has a stricter gate than these tiers suggest. Federal law requires each PHA to issue at least 75% of new vouchers each fiscal year to families at or below 30% of AMI.14Office of the Law Revision Counsel. 42 USC 1437n – Eligibility for Assisted Housing That leaves only a quarter of new admissions for households between 30% and 50% of AMI, and if you earn more than 50% of AMI you don’t qualify for the voucher program at all.

HUD also caps assets for voucher and public housing households. For 2026 the net family asset limit is $105,574. Households with net assets under $52,787 can self-certify without turning over bank statements. These thresholds adjust annually.

Federal housing assistance is limited to U.S. citizens and noncitizens with eligible immigration status under Section 214 of the Housing and Community Development Act, and every household member’s status is verified before admission.15U.S. Department of Housing and Urban Development. SHIP-funded programs use the same AMI framework but reach further up the income scale, with ceilings up to 120% or even 140% of AMI depending on the local strategy.6The Florida Legislature. How and Where to Apply

You apply separately to each program, through different agencies.

For vouchers and public housing, apply directly to the PHA that serves the area where you want to live. HUD publishes a searchable directory of local PHAs.1U.S. Department of Housing and Urban Development. Waiting lists in Florida’s metro areas run for years, and many PHAs close their lists when the queue outpaces available assistance. When a list reopens, the window can be a few days. For SHIP-funded help of any kind — rental, deposit, emergency repair, down payment — contact your county or city housing department. Some counties contract the work out to a community action agency or other nonprofit. Application periods and funding cycles are set locally, and popular categories often run out before the fiscal year ends.

Florida Housing’s statewide homebuyer programs, including Hometown Heroes, are accessed through participating mortgage lenders, not through a government office. Housing Help for Veterans

Homeless veterans have a separate track called HUD-VASH, which pairs a Housing Choice Voucher with VA case management and clinical services. You don’t apply through a PHA. The VA screens veterans and refers them.17U.S. Department of Housing and Urban Development. The VA determines eligibility and sends the referral to the local PHA, which issues the voucher.

Protections If You Already Have Assistance

Getting help is one step. Keeping it is another. Federal rules give assisted tenants procedural protections beyond standard Florida landlord-tenant law.

A PHA can terminate a public housing tenancy only for listed reasons: serious or repeated lease violations (including nonpayment), exceeding program income or asset limits, or other good cause such as criminal activity, application fraud, or newly discovered facts that made the tenant ineligible.18eCFR. 24 CFR 966.4 – Lease Requirements Wanting to renovate or raise rents is not good cause. If a PHA moves to terminate your Housing Choice Voucher, it must give written notice of the reason and offer an informal hearing before assistance stops. Hearing rights also apply to disputes over income calculations, utility allowances, and voucher bedroom size.20eCFR. 24 CFR 982.555 – Informal Hearing for Participant The hearing has to happen before the PHA stops paying. Many families use it successfully to correct errors or present mitigating evidence. If you receive a termination notice, don’t skip it.
