California welfare works through four main programs run by the California Department of Social Services and administered by your county welfare office: CalWORKs gives monthly cash aid to families with children, CalFresh loads food benefits onto an EBT card, Medi-Cal provides free or low-cost health coverage, and General Relief is a county-funded backstop for adults who don’t qualify for anything else. The state writes the rules and sets most of the income limits; the county takes your application, interviews you, decides your case, and pays your benefits. CalWORKs Cash Aid for Families With Children
CalWORKs (California Work Opportunity and Responsibility to Kids) pays a monthly cash grant to families with children who have lost a parent’s financial support through death, disability, absence, or unemployment.1California Department of Social Services. Eligibility runs off the Minimum Basic Standard of Adequate Care (MBSAC) for your household size. In higher-cost Region 1 counties from July 2025 through June 2026, the monthly limits are $930 for one person, $1,526 for two, $1,892 for three, and $2,244 for four; Region 2 counties are slightly lower.3San Francisco Human Services Agency. The 48-Month Time Limit
Adults have a lifetime cap of 48 months on CalWORKs cash aid. When you hit it, the adult share of the grant stops, though your children’s portion can continue.4California Department of Social Services. CalWORKs 48-Month Time Limit The clock runs on any month you receive aid, including partial months. California’s cap is shorter than the federal 60-month ceiling, so the work requirements below matter sooner than you might think.
Welfare-to-Work Requirements
Unless you’re exempt, receiving CalWORKs means participating in Welfare-to-Work for 20, 30, or 35 hours a week depending on your situation.5California Legislative Information. California Welfare and Institutions Code WIC 11320.3 Qualifying activities include employment, job skills training, vocational education, community service, and services that address barriers such as mental health treatment or substance use recovery.6California Department of Social Services. Welfare-to-Work Program Common exemptions cover people who are disabled, caring for a child under six months, caring for an ill household member, over a certain age, or full-time students under 16.
If you don’t participate and can’t show good cause, the county removes you from the grant calculation. The first sanction lasts until you begin participating, the second at least three months, the third and beyond at least six months.7California Department of Social Services. All County Letter 03-59 Before a sanction, the county must send you a notice and give you 20 calendar days to demonstrate good cause or agree to a compliance plan.
CalFresh Food Benefits
CalFresh is California’s version of federal SNAP. Monthly benefits load onto an EBT card usable at grocery stores, farmers markets, and some online retailers.8California Department of Social Services. CalFresh California’s eligibility rules are broader than the federal defaults. Under broad-based categorical eligibility, most households qualify with gross income up to 200% of the federal poverty level and face no asset test at all.9USDA Food and Nutrition Service. One exception: if someone in your household has been disqualified for an intentional program violation, the household drops to the stricter 130% gross income limit and assets get counted again.11Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria
Expedited CalFresh in Three Days
If you’re in immediate need, California can issue CalFresh within three calendar days of your application, faster than the federal seven-day standard.12California Department of Social Services. All County Information Notice I-14-11 You qualify if your household has under $150 in gross monthly income and $100 or less in liquid resources, or if your monthly housing costs are more than your combined income and liquid resources for the month. Migrant and seasonal farmworkers with $100 or less in liquid resources who have already received their income for the month also qualify.
Medi-Cal Health Coverage
Medi-Cal is California’s Medicaid program.13Covered California. Medi-Cal It covers doctor visits, emergency care, hospitalization, maternity and newborn care, prescriptions, mental health and substance use treatment, dental, vision, lab work, medical supplies, and In-Home Supportive Services for people who need help to stay safely at home.14Department of Health Care Services. For most adults the income cutoff is 138% of the federal poverty level, which works out to roughly $21,597 a year for one person, $36,777 for a family of three, and $44,367 for a family of four.15Department of Health Care Services. Medi-Cal Eligibility Children, pregnant women, people 65 or older, and people with disabilities may qualify under expanded thresholds. Medi-Cal no longer applies an asset test for most eligibility groups.
General Relief for Adults Who Don’t Qualify Elsewhere
If you’re an adult without children who can’t get CalWORKs and don’t fit another state or federal program, General Relief (also called General Assistance) is the county-funded fallback.16California Department of Social Services. General Assistance or General Relief Grants are modest and vary by county because each county sets its own rules and funding. In Los Angeles County, the maximum is $221 a month for an individual and $375 for a couple. Some counties issue cash, others use vouchers for housing or necessities.
How to Apply

One account lets you apply for CalFresh, CalWORKs, Medi-Cal, General Relief, and Refugee Cash Assistance, upload documents, and check your case status.17BenefitsCal. Home You can also mail or hand-deliver a paper application to your county welfare office.
The underlying form is the SAWS 1.18California Department of Social Services. Initial Application for CalFresh, Cash Aid, and Medi-Cal/Health Care Programs For CalFresh, your name, address, and signature are enough to start the clock. Cash aid applications need basic household information on top of that.
Documents to Gather
- Identity: driver’s license, state ID, or passport for household members on the application.
- Social Security numbers for all household members.
- Income: pay stubs covering the last 30 days, benefit award letters, or your most recent tax return if you’re self-employed.
- Residency: a utility bill, rental agreement, or other mail showing your California address.
- Household composition: names, ages, and relationships of everyone living with you.
Don’t hold the application waiting for documents. Submit what you have; your eligibility period runs from the filing date, and missing paperwork can follow.
Interview and Timeline
A caseworker will schedule a mandatory eligibility interview, usually by phone, with in-person available if you need it. The county has 30 calendar days from the filing date to approve or deny CalFresh, and CalWORKs generally follows the same window. If you qualify for expedited CalFresh, food benefits can hit your card within three days. During review, the caseworker may contact landlords, employers, or other third parties to verify what you reported.
Staying Eligible After You’re Approved
Getting approved doesn’t end the paperwork. CalWORKs and CalFresh households submit a Semi-Annual Eligibility Status Report (SAR 7) every six months.19California Department of Social Services. SAR 7 Eligibility Status Report The form comes in the mail; sign it after the first of the reporting month and return it by the fifth. Your answers set your benefits for the next six months.
Between SAR 7s, you have to report certain changes right away. The big one is if your gross monthly income goes over the limit for your household size that was in effect when your benefits were last calculated. You also have to report moving out of the county, an able-bodied adult without dependents falling short of work requirements, or a household member winning a substantial lottery or gambling prize. Missed reports lead to overpayments that the county will eventually recover.
The CalWORKs Child Support Assignment
This one surprises people. Accepting CalWORKs cash aid means automatically assigning your child support rights to the county for the period you receive aid. Any support collected during that time goes to the state to reimburse your benefits, up to the total cash aid your family received.20California Legislative Information. For applications filed on or after October 1, 2009, the assignment covers only support that accrues while you’re actively on aid. Arrears that piled up before you applied stay yours. Once you leave CalWORKs the assignment ends going forward, but any support that was owed to the state during your time on aid remains owed until the state is reimbursed. If the other parent pays you directly while the assignment is in effect, you have to turn those payments over. Keeping them creates an overpayment.
If You’re Denied or Your Benefits Change
Every approval, denial, or change comes with a Notice of Action explaining the county’s decision. You have 90 days from the date on the notice to request a state fair hearing.21California Department of Social Services. State Hearing Requests Request it online through the CDSS site, by calling the State Hearings Division at (800) 743-8525, or by mailing in the form on the back of the notice. An administrative law judge reviews whether state law was applied correctly. Bring pay stubs, medical records, or correspondence with the county that supports your side.
If you’re already receiving benefits and you request a hearing before the effective date of a reduction or termination, your current benefits often continue at the existing level until the hearing is resolved. It’s called aid paid pending. Ask about it when you file. If you lose the hearing, you may have to repay the extra amounts.
Overpayments and Fraud
Not every overpayment is fraud. Sometimes the county miscalculated your grant, or an income change didn’t make it into the system in time. Either way, California will collect. If you’re still on aid, the county reduces your monthly grant. If your case is closed, the county opens a repayment receivable account and sends a demand letter and repayment agreement.22California Department of Social Services. Fiscal Management and Control Aid and Repayments The debt can be pursued from your estate after death. Non-fraud civil recovery has a three-year statute of limitations from the date of the overpayment; fraud-related recovery runs three years from when the fraud was discovered. Reapplying later with a balance still owed reactivates the debt against your new grant.
Intentional fraud is prosecuted. Making a false statement or omitting information to get benefits you don’t qualify for is a misdemeanor, and actually obtaining benefits through fraud can be charged as a misdemeanor or a felony depending on the amount, with felony exposure of up to three years in state prison and a $5,000 fine.23California Legislative Information. Medi-Cal fraud involving false health care claims carries separate and sometimes steeper penalties, including fines up to $50,000 or double the fraud amount for claims over $950.24State of California Department of Justice.
