How Do I Apply for Food Stamps in Missouri?

To apply for food stamps in Missouri, you file Form FS-1 with the Family Support Division one of four ways: online through the myDSS portal, by mail, by fax, or in person at a local Resource Center. The state has 30 calendar days from your filing date to process the application and send you a written decision, and households in financial emergencies can qualify for benefits within seven days.

Check Your Eligibility First

You must live in Missouri and either be a U.S. citizen or hold a qualifying immigration status. Lawful permanent residents who have held that status in the U.S. for at least five years are generally eligible, along with certain refugees and other qualified noncitizens.1Missouri Department of Social Services. A SNAP household is the people who live together and regularly buy and prepare meals together. Spouses, and parents with children under 22 who live with them, always count as one household regardless of how the cooking actually works.

Income Limits

Missouri uses two income tests pulled from the Federal Poverty Level. Your household must pass both, unless it includes an elderly or disabled member, in which case only the net test applies. Gross income is your total before deductions; net is what remains after the state subtracts a standard deduction, 20% of earned income, dependent care, legally owed child support, and excess shelter costs. The monthly limits in effect from October 1, 2025 through September 30, 2026 are:3Missouri Department of Social Services. Benefit Program Income Limits

  • 1 person: $1,696 gross / $1,305 net
  • 2 people: $2,292 gross / $1,763 net
  • 3 people: $2,888 gross / $2,221 net
  • 4 people: $3,483 gross / $2,680 net

Each additional member adds roughly $596 to the gross limit and $459 to the net limit.4USDA Food and Nutrition Service. SNAP FY2026 Income Eligibility Standards If you’re over the gross limit by a bit, deductions can still bring you under the net limit, so it’s worth applying.

Work Rules

Most adults between 16 and 59 must register for work, which means accepting a suitable job if offered and not quitting without good cause. People already working 30 hours a week, caring for a young child or a disabled household member, or receiving unemployment or disability benefits are exempt.

A stricter rule applies to able-bodied adults without dependents. If you’re between 18 and 54, have no dependents, and aren’t disabled, you can only receive SNAP for three months out of every three-year period unless you work or train at least 80 hours a month.5eCFR. 7 CFR 273.24 – Time Limit for Able-Bodied Adults Missouri changed its rules effective November 1, 2025, raising the upper age exemption to 65 and limiting the dependent child exception to households with children under 14.6Missouri Department of Social Services. A Note for College Students

If you’re enrolled at least half-time in higher education, you’ll need to meet a student exemption on top of the income rules. Common exemptions include working 20 or more hours a week in paid employment, participating in federal or state work-study, caring for a child under 12 as a single parent, or being under 18 or 50 and older.7USDA Food and Nutrition Service. Students If a campus meal plan provides the majority of your meals, you’re ineligible regardless of income.

Gather Your Documents

You don’t need every document in hand to apply, and submitting early locks in your filing date, which is what starts the 30-day clock. The Family Support Division will tell you what it still needs after your application comes in. That said, having these ready speeds things up:

  • Identity and residency: government-issued ID, Social Security cards for each household member, and proof of your Missouri address such as a lease, utility bill, or piece of mail.
  • Income: pay stubs from the last 30 days, Social Security or unemployment award letters, and self-employment records.
  • Expenses: rent receipts or mortgage statements, utility bills, childcare receipts, and child support payments you’re legally required to make.
  • Medical costs if someone in the household is elderly or disabled: receipts for prescriptions, co-pays, equipment, and medical transportation.

Benefit Hearings Hearings are usually by phone, but you can ask for an in-person hearing at your county office, and you can bring an attorney, friend, relative, or any other representative. The state must hold the hearing, decide, and notify you within 60 days of receiving your request.16eCFR. 7 CFR 273.15 – Fair Hearings A postponement of up to 30 days is available if you need more time to prepare, which also extends the state’s deadline by the same amount.
