How Do I Get a Free Government Phone in Texas?

To get a free government phone in Texas, you need to qualify for the federal Lifeline program and then enroll through the state’s own portal at texaslifeline.org. Lifeline itself gives you up to $9.25 a month off phone or internet service, and most participating wireless carriers in Texas add a free basic smartphone on top of that subsidy to attract customers. Qualify, apply, pick a carrier, and the phone ships to your door.

One thing to be clear about from the start: the federal government does not pay for the handset. The FCC says so plainly. The free phone comes from the carrier as a business decision, which is why phone quality and plan details vary a lot depending on which Lifeline provider you sign up with.

Who Qualifies in Texas

You can qualify two ways, and you only need one. Either your household income is low enough, or someone in your household is already enrolled in a qualifying government program.

Income

Your total household income before taxes has to be at or below 135% of the Federal Poverty Guidelines. For 2026, that works out to:

  • 1 person: $21,546 per year
  • 2 people: $29,214 per year
  • 3 people: $36,882 per year
  • 4 people: $44,550 per year
  • Add $7,668 per year for each additional person

These numbers apply to the 48 contiguous states, Texas included, and they’re updated each year.1Universal Service Administrative Company. Consumer Eligibility Household income means the combined gross income of everyone at your address who shares expenses, not just yours.

Program Participation

If you or anyone in your household takes part in any of these programs, you qualify automatically regardless of income:2Universal Service Administrative Company. Do I Qualify?

  • SNAP
  • Medicaid
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance
  • Veterans Pension and Survivors Benefit

Residents on federally recognized Tribal lands have additional qualifying programs available and can receive an enhanced benefit of up to $34.25 per month instead of the standard $9.25.3Universal Service Administrative Company. Enhanced Tribal Benefit

One Benefit per Household

Only one Lifeline benefit is allowed per household. A household is a group of people living together who share income and expenses, related or not. Four roommates who keep their finances fully separate count as four households, so each could potentially qualify. A married couple sharing expenses counts as one household no matter what.4Universal Service Administrative Company. Documents to Gather Before You Apply

Missing paperwork is the single most common reason applications get stuck. Pull everything together before you sit down to apply.

For identity, you need something showing your full name, date of birth, and the last four digits of your Social Security number (or your full Tribal ID number).5Universal Service Administrative Company. Documents Needed A driver’s license, state ID, U.S. passport, U.S. birth certificate, military ID, Certificate of Naturalization, or Permanent Resident Card will all work.

For proof of eligibility, if you’re going the income route, the easiest document is a copy of your prior year’s federal or state tax return. If you’d rather use current pay, you need three consecutive months of pay stubs from within the past 12 months. Two months won’t do it. If you’re qualifying through a program, bring the official benefit letter or award notice. It has to show your name, the program name, the issuing agency, and either an issue date within the past 12 months or a future expiration date.6Universal Service Administrative Company. How to Apply

Texas handles its own Lifeline enrollment separately from most other states. The portal is texaslifeline.org, run through the Public Utility Commission of Texas.2Universal Service Administrative Company. Do I Qualify? If you try the standard national Lifeline portal, you’ll get redirected to the Texas site anyway, so start there.

The fastest route is applying online. Upload your identity documents and your proof of eligibility in PDF or image format during the process, and submit a copy of your most recent bill from your current service provider if you have one.7Texas Lifeline. Welcome to the Texas Lifeline Self-Enrollment Process! If your information matches government records, you can get an eligibility decision pretty quickly.

If you’d rather use paper, you can download the application from the same site and mail it with copies of your documents. Email and fax submission are also allowed.7Texas Lifeline. Welcome to the Texas Lifeline Self-Enrollment Process! Send copies, not originals. Mail takes longer than online.

The form itself is the Lifeline Program Application (FCC Form 5629). It asks for your full legal name, date of birth, and a physical home address. A P.O. Box isn’t accepted as your residential address.8Lifeline Support. Lifeline Program Application Form FCC Form 5629

You Have 90 Days to Pick a Carrier

Once you’re approved, you have 90 days to choose an authorized Lifeline provider and activate service.9Federal Communications Commission. ACP Wind-down Lifeline Fact Sheet Miss that window and your eligibility expires, which means starting over with a fresh application. After you pick a carrier and they process your approval, the free phone is usually shipped to your home.

Picking a Carrier

Several private companies operate as authorized Lifeline carriers in Texas. SafeLink Wireless is one of the most widely recognized. Smaller telecom cooperatives serve rural parts of the state where the national brands have weaker coverage. The “Companies Near Me” tool at lifelinesupport.org lets you search by your address.10Federal Communications Commission. Lifeline Support for Affordable Communications

Compare before you commit. Plans vary quite a bit. Some include unlimited talk and text with a few gigabytes of data on a strong network. Others advertise “unlimited data” but throttle speeds after 2 GB. Check the included smartphone, the monthly data allowance, whether talk and text are unlimited, and most importantly whether the carrier actually has coverage where you live. A better plan on a weaker network is still a worse phone.

Keeping Your Benefit Active

Two ongoing requirements catch people off guard, and either one can end your service.

The first is annual recertification. Once a year you’ll be asked to confirm you still qualify, and in Texas the state handles that process rather than the federal system.11Universal Service Administrative Company. Recertify You have 60 days to respond to the notice. Miss it and your benefit ends. Recertification can be done online, by mail, or by phone at (855) 359-4299. Don’t throw out the notice thinking it’s junk mail.

The second is the 30-day usage rule. If you go 30 straight days without using your Lifeline phone, the carrier sends a 15-day warning. If you still don’t make a call, send a text, or use data in that window, service gets cut off for inactivity.12eCFR. 47 CFR 54.405 – Carrier Obligation to Offer Lifeline A single text resets the clock. If you mostly use Wi-Fi or a different phone, make a point of using the Lifeline phone at least once a month.

If Your Application Gets Rejected

Errors usually mean the system couldn’t verify something automatically and wants more documentation. The common ones:6Universal Service Administrative Company. Resolve Application Errors

  • Program documentation rejected because the benefit letter is missing your name, the program, the issuing agency, or a recent date. Request a current letter from the agency.
  • Income documentation incomplete because you sent two pay stubs instead of three consecutive months.
  • Social Security number mismatch. Submit an unexpired document showing your name and SSN, like a Social Security card or W-2.
  • Date of birth error. Submit an unexpired government-issued ID showing your name and date of birth.

Read the error message carefully before you resubmit. Sending the same documents again rarely fixes it. Most of these problems clear up within a few days once the right paperwork is in.
