To buy cars at dealer-only auctions in Texas, you need a General Distinguishing Number (GDN) issued by the Texas Department of Motor Vehicles. The application fee is $700, and before you submit it you’ll need a formal business entity, a qualifying physical location, a $50,000 surety bond, a completed pre-licensing education course, and fingerprints on file for every owner and officer. Plan on several weeks minimum, mostly spent lining up the location and paperwork before the application itself.
Pick the Right GDN Type First
Two GDN categories give you auction access, and the one you choose limits what you can do afterward.
The Independent Motor Vehicle GDN is the standard used-vehicle dealer license. It lets you buy at auction and resell to the public or to other dealers from a retail lot. The Wholesale Motor Vehicle Dealer GDN also gets you into auctions, but you can only resell to other licensed dealers. No retail sales. Set Up the Business and Location
Business Entity and Tax Permit
You need a formal business structure before applying. LLCs, corporations, and limited partnerships file a Certificate of Formation with the Texas Secretary of State. Physical Location
This is where most applications stall. A TxDMV compliance officer will verify your premises before the license is approved, and the rules are specific.
Your office must sit in a permanent building with a roof and exterior walls on all sides. It cannot be inside a residence, apartment, or hotel, or any building not open to the public. The property has to include a display area large enough for at least five vehicles of the type you plan to sell. Selling full-size trucks means the lot must fit five full-size trucks. You need a permanent business sign showing your dealership name in letters at least six inches tall, either bolted to an exterior wall or mounted on a dedicated sign pole in the ground. Wholesale dealers must also add the phrase “Purchasers must be Licensed Dealers” in letters at least three inches tall.6TxDMV.gov. Dealership Premises Checklist
The location must comply with local zoning, and you’re responsible for producing a certificate of occupancy or compliance from your city to prove it.5Cornell Law School. 43 Texas Admin Code 215.140 – Established and Permanent Place of Business Premises Requirements Check the city zoning map before signing a lease. Not every commercial zone allows vehicle sales, and discovering that after you’ve committed to a property is an expensive mistake.
Retail dealers must keep the business open at least four days per week for at least four consecutive hours each day. Wholesale dealers must be open at least two weekdays per week for at least two consecutive hours each day. Complete Pre-Licensing Education
Texas law requires Independent Motor Vehicle GDN applicants to complete a web-based education course developed or approved by TxDMV before submitting the application.7State of Texas. The course covers the laws and board rules that apply to independent dealers, including penalties for violations. The Texas Independent Automobile Dealers Association (TIADA) currently offers an approved six-hour pre-licensing course. Do this early. Without the certificate, the eLicensing portal will not accept your application.
Post the Surety Bond and Budget the Fees
Before applying, you must buy a $50,000 motor vehicle dealer surety bond from an approved surety company. The bond protects consumers and the state against fraudulent activity, and it must stay in effect for the full two-year license term.9State of Texas. You don’t pay the full $50,000. You pay a premium set by the surety company as a percentage of the bond amount, based on your credit history. Applicants with strong credit can find two-year premiums starting around $250. Weaker credit means a higher percentage, potentially several thousand dollars. Shop multiple sureties, because rates vary significantly.
TxDMV’s own charges:
- GDN application fee: $700 per license category
- Metal dealer license plates: $90 per plate
- Payment processing fee: a small additional charge for credit card or electronic check payments
- Fingerprinting: $38.25 per person through IdentoGO

Gather the Documents Before You Start
Uploading incomplete documents is one of the most common reasons applications get kicked back. Pull everything together before opening the online application:
- Certificate of Formation or Registration from the Texas Secretary of State (unless you’re a sole proprietor or general partnership)
- Assumed Name Certificate if you operate under a name different from your legal business name
- Proof of occupancy for your location — a property deed if you own the building, or a signed lease agreement between the property owner and your business
- Executed $50,000 surety bond
- Pre-licensing education certificate of completion
- Photos of your business location showing the building exterior, sign, posted hours, and display lot
- Government-issued photo ID for every owner and officer
If the property is subleased, you also need a signed and notarized statement from the property owner confirming you’re authorized to run a vehicle sales business there.6TxDMV.gov. Apply Through eLicensing and Expect a Site Inspection
All applications go through TxDMV’s eLicensing online portal. Paper and mailed applications are not accepted.10Texas Department of Motor Vehicles. eLICENSING Resources The system walks you through each step, accepts your document uploads, processes payment, and lets you track status after you submit.
After submission, TxDMV’s Motor Vehicle Division reviews the file. A compliance officer may make an unannounced inspection of your premises to verify every requirement. If the sign is too small, the lot cannot hold five vehicles, or the office does not meet the building standards, the inspection fails and your application stalls until you correct the problem.
Background Check and Criminal History Review
Every owner, officer, director, manager, partner, and principal listed on the application has to be fingerprinted. TxDMV’s Background and Fraud Unit reviews the application and identifies who specifically has to submit prints. Those people then schedule a live scan through IdentoGO, the state’s approved vendor, and results go directly to TxDMV from the Texas Department of Public Safety and the FBI.11Texas Department of Motor Vehicles. The criminal history review is thorough. TxDMV considers all convictions and deferred adjudications regardless of when they occurred. Offense categories that can lead to denial include:
- Fraud-related offenses: theft, deceit, misrepresentation, forgery, and falsification of records
- Motor vehicle industry offenses: any felony involving the manufacture, sale, finance, distribution, or salvage of motor vehicles
- Controlled substance felonies: possession, manufacture, or delivery
- Property felonies against another person’s real or personal property
- Offenses requiring sex offender registration
A conviction in one of these categories does not automatically disqualify you. The department weighs the seriousness of the offense, how long ago it happened, and evidence of rehabilitation. Do Not Skip the License
Buying or selling more than five motor vehicles in a calendar year without a GDN is illegal in Texas. The practice is known as curbstoning, and the state pursues it aggressively.1TxDMV.gov. eLICENSING User Guide for Independent GDN Licenses
TxDMV’s disciplinary matrix sets administrative penalties for curbstoning at $1,000 to $4,000 per vehicle, with possible referral to law enforcement.13TxDMV.gov.
