To prove residency in Washington State, you generally need a document showing your full legal name and a current Washington residential address: a utility bill, lease or mortgage statement, bank statement, Washington driver’s license or state ID, voter registration card, vehicle registration, or official government mail. How many documents you need, and which ones qualify, depends on what you’re proving residency for. A driver’s license application, a REAL ID, in-state tuition, school enrollment, and voter registration each have their own rules.
Documents That Count as Proof of Residency
Most Washington agencies accept the same core set of documents. Anything you bring should show your full legal name and current Washington address, and date-sensitive items should be recent. - Utility bills (electric, water, gas, internet, or landline phone) dated within the last two months
- A lease or rental agreement, usually the first page and the signature page
- A current mortgage statement for a Washington property
- Bank or financial statements showing your Washington address
- A Washington voter registration card
- A current Washington vehicle registration (a title alone typically isn’t enough)
- Government mail, such as correspondence from the IRS or Social Security Administration

Proof of Residency for a Driver’s License or State ID
The Washington Department of Licensing (DOL) is where most residency questions come up. For a standard license or ID, you need documents that establish who you are and where you live. Any single document from the list above that shows your legal name and current Washington address will normally cover the residency piece, so long as it’s an original and, where applicable, recent.1Washington State Department of Licensing. REAL ID and the Enhanced Driver’s License
Since May 7, 2025, TSA no longer accepts state IDs that aren’t REAL ID compliant at airport security.2Transportation Security Administration. Washington issues an Enhanced Driver’s License (EDL) and Enhanced ID card (EID) that satisfy REAL ID and also work for land and sea border crossings with Canada, Mexico, Bermuda, and the Caribbean.3Washington State Department of Licensing. The residency bar is higher for an EDL. You need to provide proof of U.S. citizenship, a Social Security number, proof of identity, and proof of Washington residency.3Washington State Department of Licensing. Proof of Residency for In-State College Tuition
This is the hardest residency bar in the state to clear. A financially independent student must have been domiciled in Washington for at least one full year immediately before the term begins, and that domicile must have been established for reasons other than attending school. Dependent students qualify through a parent or legal guardian who has held Washington domicile for the same 12 months.5Washington State Legislature. The “not for educational purposes” requirement is the trap. If you were enrolled for more than six credits at any Washington institution during the qualifying year, the law presumes you were here for school, and those quarters generally don’t count toward your 12 months. You can rebut that presumption, but you’ll have to show that the move was genuinely driven by work, family, or something other than school.5Washington State Legislature. Registrars typically expect you to have held a Washington driver’s license or state ID and been registered to vote in Washington for the full 12 months before the term you’re claiming. You’ll usually be asked to sign a residency affidavit.6University of Washington. Proof of Residency to Enroll a Child in School
Washington public school districts ask for proof that you live inside district boundaries. The standard documents apply: a utility bill, a lease, a mortgage statement, or similar paperwork in the parent or guardian’s name. Pair that with something establishing the relationship to the child, such as a birth certificate, custody order, or guardianship papers.
There is one important boundary here. Under the federal McKinney-Vento Homeless Assistance Act, a public school must immediately enroll a homeless child or youth even if the family cannot produce proof of residency, immunization records, previous academic records, or any other normally required documentation.7Office of the Law Revision Counsel. 42 USC 11432 – Grants for State and Local Activities A district can’t require a McKinney-Vento-eligible family to sign a residency affidavit or notarize documents. Washington law reinforces the rule for any child who is age-eligible but lacks a legal residence.
A Washington school transcript or a letter from the school confirming current enrollment can also work in reverse: as proof of residency for other purposes when a child has been attending a Washington school.
Proof of Residency for Voter Registration
Registration itself is the proof. You must be a Washington resident, and you list a residential address in the county where you’re registering. If your mailing address differs from where you live, you provide both. Once you’re registered, your Washington voter registration card is itself an accepted residency document at the DOL and elsewhere.
Because Washington votes almost entirely by mail, your registration address determines which ballot you receive. Update your registration with the county auditor whenever you move within the state.
If You Just Moved to Washington
New arrivals usually don’t have Washington utility bills or a Washington license yet. Combine what you do have. A signed lease with a Washington address, a USPS change-of-address confirmation, a new bank statement showing your Washington address, and a Washington employer’s verification letter can add up to enough. Many agencies accept two or three newer documents in place of a single long-standing one. The more Washington ties you can document, the smoother the process.
People in motor homes, boats, or other non-traditional housing can establish residency by maintaining a Washington residence for personal use and showing intent to stay indefinitely. Without a lease or mortgage, expect to submit a personal statement about your living situation along with whatever you can produce: a Washington mailing address, vehicle registration, voter registration, or tax records.
Military Members and Families
Active-duty service members permanently stationed in Washington, or who designate Washington on their state of legal residence certificate, count as residents. A copy of military orders or the legal residence certificate is usually required. Spouses of qualifying service members receive resident status too. Penalties for Faking Residency

The collateral consequences add up quickly. A revoked license, retroactive reclassification to nonresident tuition (meaning you owe the difference for every quarter you were misclassified), and removal from the voter rolls are all on the table. Whatever the short-term savings, they don’t survive the eventual audit.
