Visitors have three ways to pay tolls in Texas, and the choice you make (or fail to make) sets the price. All Texas toll roads are cashless. You can use a compatible out-of-state transponder and pay the lowest electronic rate, wait for a pay-by-mail invoice sent to the vehicle owner and pay 50% to 100% more, or let a rental car company handle tolls and pay their daily fees on top. A few minutes of planning before the trip can cut your toll bill roughly in half.
Will Your Out-of-State Toll Tag Work in Texas
If you already carry a transponder from certain states, it works on every major Texas toll road through the Central United States Interoperability program. Accepted tags are:
- PikePass (Oklahoma Turnpike Authority)
- K-TAG (Kansas Turnpike Authority)
- SunPass (Florida Department of Transportation)
- ExpressToll (Colorado E-470 Public Highway Authority)
The same overhead gantries that read Texas-issued tags read these, and the toll comes out of your home account at the electronic rate.1Texas Department of Transportation. Toll Roads in Texas Coverage includes NTTA roads in Dallas-Fort Worth, HCTRA roads in Houston, and Central Texas Regional Mobility Authority roads around Austin.2PIKEPASS. Interoperability Check your account balance before you cross into Texas. If the account is empty, the gantry can’t charge it, and you get bumped into the pay-by-mail system at the higher rate.

Opening a Texas Toll Account Before You Arrive
If you’re coming from a state without a compatible tag and plan to spend several days on Texas toll roads, opening a prepaid Texas account is worth the effort.
The North Texas Tollway Authority sells TollTags to out-of-state vehicles, and you can sign up entirely online. The cheapest option is a $10 prepaid account that auto-replenishes when the balance falls to $5, provided a card is on file. $20 and $40 versions work the same way.4NTTA. Get A TollTag NTTA mails the physical tag, so order early.
One change to know about: TxDOT’s TxTag program stopped accepting new accounts in early 2025 after the Harris County Toll Road Authority took over toll processing for TxDOT roads in the Austin and Houston regions.5Texas Department of Transportation. Paying Tolls Existing TxTag stickers still function if the account was transferred to HCTRA. New customers use EZ TAG through hctra.org or TollTag through ntta.org.
What Pay By Mail Is and What It Costs
If no recognized transponder is on your car, cameras at every gantry photograph your rear plate, the tolling authority looks up the registered owner, and a paper invoice arrives four to eight weeks later. Every gantry you passed is itemized with date, time, and location. NTTA brands its program “ZipCash”; other authorities call it “EZ Invoice” or “Pay By Mail.” If you drove roads run by more than one authority, you’ll get separate invoices.
The markup is significant and varies by authority. On NTTA roads in Dallas-Fort Worth, ZipCash is exactly double the TollTag rate: a gantry that charges $1.94 with a tag costs $3.88 by mail.6NTTA. Toll Rates Across a full day of Austin toll driving, a visitor can easily pay $15 to $20 more than a tag holder on the same route.
Paying an Invoice After Your Trip
Online
The fastest way. For tolls on TxDOT roads in the Austin and Houston areas, pay at hctra.org, which now handles what TxTag used to.5Texas Department of Transportation. Paying Tolls For Dallas-Fort Worth invoices, use ntta.org. Enter the plate or invoice number, pay by card or electronic check, and save the confirmation.
By Phone
Each authority runs a phone line with automated payment and live agents. HCTRA’s number is 281-875-3279. Keep the license plate and invoice numbers handy; agents need both. Phone is most useful for disputing a charge or fixing an invoice error.
In Person
The Central Texas Regional Mobility Authority operates walk-up centers in Austin that accept cash.9Central Texas Regional Mobility Authority. Pay in Person Some retail locations also process payments for a small fee. For most visitors, paying online before leaving Texas is easier.
Tolls in a Rental Car
Rental cars generate the most expensive surprises. Most major agencies enroll their cars in a third-party service like PlatePass that reads the plate at gantries and passes the tolls through automatically, along with a convenience fee. That fee runs around $9.99 per usage day at many agencies, and some charge it for every day of the rental, whether or not you touched a toll road. Over a week, the fees can exceed the tolls.
Declining the agency’s program does not get you off the hook. If you drive through a gantry anyway, the toll authority sends the pay-by-mail invoice to the rental company, which then bills your card for the toll plus an administrative fee, often $15 to $25 per transaction. Three gantries can generate $45 to $75 in admin fees on top of the tolls. Texas toll roads are not always obvious until you’re already on one, so this happens often.
Using Your Own Account With a Rental
Do not try to move a TxTag or EZ TAG sticker to a rental. The sticker is designed to be permanent, and removing it destroys the chip.10Texas Department of Transportation. How Tags Work What does work: if you already have an HCTRA or TxTag account, log in at hctra.org and temporarily add the rental’s license plate. Gantries then match the plate to your account and charge the electronic rate. Remove the plate when you return the car. This alone beats any rental agency’s daily toll program.
What Happens If You Don’t Pay
Ignoring a Texas toll invoice sets off a structured escalation, and out-of-state drivers are not exempt.
An administrative fee is added to each unpaid invoice, capped at $6 per invoice and $48 total in any 12-month period. Once two or more invoices have gone unpaid for 30 days, a $25 civil penalty applies, though only one civil penalty can be assessed per six-month period.11Texas Legislature Online. For vehicles not registered in Texas, which covers most visitors, continued nonpayment is a misdemeanor punishable by a fine up to $250 per unpaid toll.12State of Texas. Texas Transportation Code Chapter 372 – Provisions Applicable to More Than One Type of Toll Project
Habitual Violator Program
You’re classified as a habitual violator after at least two notices of nonpayment covering 100 or more unpaid toll events within one year.13Central Texas Regional Mobility Authority. Habitual Violator Program Once designated, the authority can ban your vehicle from its toll roads. Driving on those roads after a ban is a separate Class C misdemeanor.12State of Texas. Pay any invoice within 30 days. Amounts start small, and every step after that first window is harder to unwind from out of state.
