Who Qualifies

- At least 62 years old.
- A Missouri resident living in St. Charles County.
- The owner of the home, with your name on the deed or a written instrument (such as a trust agreement) giving you a legal or equitable interest.
- Occupying the home as your primary residence. You can only claim one.
- Personally liable for the property taxes.

If your home is titled in a trust or LLC, you still qualify, but you’ll need to hand over more paperwork. The county wants to see the trust agreement itself, or you can book an appointment for an in-person review. How the Frozen Amount Is Set
The first tax year you qualify and apply becomes your base year. That bill is the benchmark. In every later year, the county compares your current tax liability to the base year figure, and if the current bill is higher because of rising assessed values or levy increases, the difference is applied as a credit. What the Freeze Does Not Cover
Two things are carved out. Bonded indebtedness — debt payments on bonds issued by school districts, fire districts, ambulance districts, or cities — isn’t included. Neither is the State Blind Pension Fund levy. Improvements Reset the Baseline
Substantial improvements — adding a room, building a garage, a major renovation — will push your base year figure up. Missouri law assesses new construction and improvements separately, and that added value isn’t protected. The county recalculates your base year tax liability to include the taxes attributable to the new work.2Missouri Revisor of Statutes. How to Apply
The application window for the 2026 tax year runs from March 1 through the close of business on June 30, 2026. Apply online through the St. Charles County Collector of Revenue’s website, in person at the County Administration Building at 201 N. Before you start, pull together:
- Proof of identity and age. A Missouri driver’s license is preferred; a state ID or other government-issued photo ID with your name and date of birth also works.
- Proof of ownership, normally a recorded warranty deed. If the home isn’t titled in your name alone, bring written documentation showing your legal interest, right to reside there, and obligation to pay taxes.
- The full trust agreement, if applicable, or an on-site review appointment.
The document that trips up applicants most often is the deed. A Deed of Trust or Deed of Release is a mortgage document and doesn’t count as proof of ownership. Renewing Each Year
The credit isn’t set and forget. Every qualifying owner has to renew annually. If you qualified for 2025, the county mailed a paper renewal form with that year’s tax bill. The renewal is lighter than the first application: an affidavit confirming you still live at the same address and haven’t changed how the property is titled. Online renewal is also an option. Your 2025 tax bill included a renewal code; if you’ve misplaced it, look it up on the online application page using your Property Identification Number. If Your Application Is Denied
A denial isn’t necessarily the end of the year for you. If your denial email is dated before June 16, you have until June 30 to correct and resubmit. If it comes on June 16 or later, you get 10 business days from the date of the email.1St. Charles County, MO – Official Website. Selling, Moving, or Loss of the Qualifying Owner
The credit belongs to both the person and the property. Sell the home and the credit doesn’t transfer to the buyer, and it doesn’t follow you to a new address. Buy a different home in St. Charles County and still meet the requirements, and you can apply fresh for that property, but your base year resets to the new home’s tax amount in the year you apply.
When a qualifying owner dies, the credit ends. A surviving spouse under 62 can’t continue receiving it. Once that spouse reaches 62, they can apply on their own, with a new base year starting from that point rather than carrying forward from the original owner’s base year. Worth thinking through in advance for couples where only one spouse is currently old enough.
What Happens with Your Mortgage Escrow
If you pay taxes through a mortgage escrow account, the freeze will eventually lower what your lender collects each month. The change usually doesn’t hit your payment until the next scheduled analysis after the credit first appears on your bill. To speed things up, contact your servicer after you receive the reduced tax statement and ask them to run the analysis early. Some will, some won’t. Either way, hold on to the tax bill showing the credit; it’s the quickest way to settle any dispute over what your escrow payment should be.
