Driving as a Nonresident
Vehicle Code 12502 lets any nonresident over 18 drive in California on a valid license from their home country.2California Legislative Information. The license itself has to be current, lawfully issued, and valid for the type of vehicle you are driving. Carry the physical card whenever you are behind the wheel. A digital or mobile version is not accepted.

The 10-Day Clock

The important carve-out cuts the other way. If you drive as part of your job, the 10-day window does not apply to you. Insurance While You Are Still on a Foreign License
Every driver in California has to carry proof of financial responsibility, whether the license in their wallet is domestic or foreign.6California Department of Motor Vehicles. Financial Responsibility (Insurance) If you own or regularly drive a vehicle, you need at least the state minimum liability coverage: $30,000 for injury or death to one person, $60,000 per accident for multiple people, and $15,000 for property damage.
Getting insured on a foreign license alone is possible but not universal. Not every insurer will write the policy, and those that do often want to see an IDP alongside your license. Your overseas driving history usually will not follow you, so expect quotes that treat you as a new driver. Rental agencies sell coverage at the counter, but it tends to be pricey compared with a standalone policy or an existing international rider from your home-country insurer.
Penalties for Driving Past the Deadline
A resident who keeps driving on a foreign license after day 10 is violating Vehicle Code 12500. California calls this a “wobblette,” meaning prosecutors can file it as an infraction or as a misdemeanor.
- As an infraction: a fine of up to $250 and no jail time. This is the more common outcome for a first-time offender with a clean record.

An officer can also order your vehicle impounded for 30 days if you are caught driving and have never been issued a license.8California Legislative Information. An impound is not automatic, but the authority is there.
A misdemeanor conviction also creates a criminal record. For anyone in the middle of a visa renewal, adjustment of status, or future application to re-enter the United States, a Vehicle Code 12500 conviction is a self-inflicted problem that immigration officers will see.
Applying for the California License
