How Many Allowances Should I Claim on IT-2104?

If you’re single with one job and no dependents, claim zero allowances on IT-2104 and skip the worksheet.1New York State Department of Taxation and Finance. Form IT-2104 Employee’s Withholding Allowance Certificate Tax Year 2026 Everyone else has to do a little arithmetic, because the right number of allowances to claim on IT-2104 depends on your filing status, how many dependents you have, which New York tax credits you expect to claim, whether you’ll itemize, and whether you or your spouse hold more than one job. The worksheet in the instructions walks through all of it and spits out the number that goes on line 1.2Department of Taxation and Finance. What an Allowance Actually Does

A withholding allowance is an exemption that reduces the New York State income tax your employer takes out of each paycheck.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate More allowances means less tax withheld per pay period, bigger paychecks, and a smaller refund (or a balance due) in April. Fewer allowances means more tax withheld now and a larger refund later.

The target is to match your withholding to your actual annual tax bill. Claim too many and you’ll owe at filing time. Claim too few and you’ve handed the state an interest-free loan for the year.

What to Have in Front of You

Before you start, pull together:

  • Your filing status for your New York return (single or head of household, married, or married but withholding at the higher single rate). If you’re legally separated, use the single or head of household box.
  • The number of dependents you’ll claim on your state return, not counting yourself or your spouse.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate
  • A rough list of the New York credits you expect to claim, such as the child and dependent care credit, earned income credit, Empire State child credit, or college tuition credit.
  • An estimate of your itemized deductions if they’ll run higher than New York’s standard deduction.

Working Through the Worksheet

Part 1 of the worksheet produces your line 1 number: your combined New York State and Yonkers allowances.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate You enter your dependents on line 6 of the worksheet and then work down the credit lines.

Credits That Add Three Allowances Each

For each of these credits you expect to claim on your state return, the worksheet adds three allowances:

  • Child and dependent care credit
  • Earned income credit
  • Empire State child credit

The college tuition credit adds allowances on its own worksheet line.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate

Head of Household

If you file as head of household on your state return and hold only one job, add two more allowances on worksheet line 15.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate

Itemized Deductions

If your itemized deductions will clear New York’s standard deduction, run Part 2 of the worksheet. The published standard deduction amounts are $8,000 for single filers, $11,200 for head of household, and $16,050 for married filing jointly or qualifying surviving spouse.3Department of Taxation and Finance. Standard Deductions Part 2 converts the excess into extra allowances. If you don’t itemize, put 0 on worksheet line 18.

Add everything up on worksheet line 19. That total is your line 1 entry.

If You Have Two Jobs or a Working Spouse

File a separate IT-2104 with each employer. The rule people get wrong is simple: don’t claim more total allowances across all your forms than you’re entitled to in the first place. The cleanest way to stay inside the rule is to claim all your allowances at your higher-paying job and enter zero at every other job.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate

Single or head-of-household filers with combined wages under $107,650 from all jobs are told to reduce their allowance count by seven on the form filed with the higher-paying employer. At $107,650 or above, skip that reduction and use the charts in Part 6 of the instructions to work out an extra flat dollar amount that goes on line 3 instead.

For two-earner married couples under the same $107,650 threshold, each spouse should check the “Married, but withhold at higher single rate” box and divide the total allowances between them. Over the threshold, use the Part 5 charts to figure the additional withholding for line 3.4New York State Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate Splitting allowances the wrong way is one of the most common reasons people end up under-withheld.

New York City and Yonkers Residents

If you live in New York City (the Bronx, Brooklyn, Manhattan, Queens, or Staten Island) or in Yonkers, you also owe local income tax, and IT-2104 handles it on the same form.1New York State Department of Taxation and Finance. Form IT-2104 Employee’s Withholding Allowance Certificate Tax Year 2026 Answer the residency questions at the top of the form, then:

Because the city and Yonkers have their own rates and deduction thresholds, your local allowance count may differ from your state count. Skip the local worksheet and you can end up with too little city tax withheld.

Lines 3 Through 5: Extra Flat-Dollar Withholding

Lines 3, 4, and 5 aren’t for allowance numbers. They’re for a specific extra dollar amount withheld from each paycheck: line 3 for state, line 4 for New York City, and line 5 for Yonkers.1New York State Department of Taxation and Finance. Form IT-2104 Employee’s Withholding Allowance Certificate Tax Year 2026 They’re useful when you have untaxed side income (freelance, investment, or rental), and they’re how higher earners at $107,650 or more handle multiple jobs instead of cutting allowances.

When Zero (or Exempt) Is the Right Answer

Zero is the right line 1 entry for a single filer with one job and no dependents. If you had no New York State tax liability last year and expect none this year, you may qualify to file Form IT-2104-E (Certificate of Exemption from Withholding) instead of IT-2104.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate New York law specifically allows an exemption for employees under 18, full-time students under 25, and employees over 65 who had no income tax liability in the prior year and reasonably expect none in the current year.5New York State Senate. New York Tax Law TAX 671 – Requirement of Withholding Tax from Wages

Not filing anything isn’t a way out. If you don’t submit either form, your employer still has to withhold state and city taxes from your wages.

When to File a New Form

Submit a fresh IT-2104 whenever your situation changes in a way that moves your allowance number. Common triggers:

  • Marriage or divorce
  • Birth or adoption of a child
  • A spouse starting or stopping work
  • Starting a second job
  • A significant change in non-wage income
  • Moving into or out of New York City or Yonkers

The Department of Taxation and Finance recommends reviewing your IT-2104 at least once a year.1New York State Department of Taxation and Finance. Form IT-2104 Employee’s Withholding Allowance Certificate Tax Year 2026 If your most recent IT-2104 was filed before January 1, 2026 using the old worksheet or charts, complete a new 2026 version and give it to your employer.2Department of Taxation and Finance. Instructions for Form IT-2104 Employee’s Withholding Allowance Certificate Updated withholding typically takes effect within one to two pay periods, so check your next couple of pay stubs.

What Happens If You Claim Too Many

Claim too many allowances, or forget to update after a life change, and you’ll be under-withheld. That means a tax bill in April plus interest. New York charges interest on underpayment of income tax at 9.5% per year as of early 2026, compounded daily.6Department of Taxation and Finance. Interest Rates 1/01/2026 – 3/31/2026

You can generally avoid the estimated tax penalty by making sure your withholding and estimated payments cover the lesser of 90% of your current-year tax or 100% of the tax shown on your prior-year return.7New York State Senate. New York Tax Law TAX 685 – Additions to Tax, Civil Penalties Miss both and the state tacks on underpayment interest for the period between when each installment was due and when you actually paid.

When you aren’t sure, claiming fewer allowances is the safer side of the error. Anything over-withheld comes back as a refund.
