Buying and registering a car in California costs you a sales or use tax between 7.25% and 11.25% of the price at the time of purchase, then roughly $500 or more each year in registration charges. Car taxes and fees in California break down into two buckets: a one-time tax on the purchase, and an annual registration bill made up of a flat registration fee, a California Highway Patrol fee, a value-based license fee, a transportation improvement fee, and smog-related charges. What you actually pay depends on the vehicle’s price, its current value, where you live, and how old it is.
Sales and Use Tax When You Buy
California’s base sales and use tax rate is 7.25%, which combines a 6% state rate and a 1.25% mandatory local rate.1California Department of Tax and Fee Administration. Buy from a licensed dealer and the dealer collects the sales tax at the point of sale. Buy from a private party and you pay the use tax to the DMV when you register the car. If you don’t register promptly, you owe the use tax directly to the California Department of Tax and Fee Administration by the last day of the month following your purchase.3California Department of Tax and Fee Administration. One caution on private sales: if the price on your bill of sale looks unusually low against the vehicle’s fair market value, the DMV may assess use tax on market value instead. Keep records of the car’s condition and anything that explains a below-market price.
The Yearly Registration Bill, Line by Line
Every registered vehicle pays a bundle of fees each year. The numbers below are the 2026 figures from the DMV’s current schedule.
Base Registration Fee and CHP Fee
The flat registration fee is $76, which already includes a $3 alternative fuel and technology surcharge. The California Highway Patrol fee is $34.4California State Department of Motor Vehicles. Registration Fees Together, that’s $110 before anything tied to the vehicle’s value.
Vehicle License Fee
The Vehicle License Fee is 0.65% of your car’s depreciated market value.5California State Department of Motor Vehicles. Vehicle License Fee (VLF) The DMV depreciates the value on a fixed 11-year schedule, so the fee drops each year. On a car originally valued at $35,000, first-year VLF runs about $228, then falls steadily as the car ages. Because the VLF is based on value, it counts as a personal property tax and is deductible on your federal return if you itemize.
Transportation Improvement Fee
The Transportation Improvement Fee funds road and bridge repair and is tiered by market value:4California State Department of Motor Vehicles. Registration Fees

- $35,000–$59,999: $198

The TIF applies to original registrations, transfers, and renewals.
Smog Fees
Newer vehicles pay a smog abatement fee at registration in place of an inspection. It’s $20 for the first six model years and $25 in years seven and eight. Once a vehicle is older than eight model years, the abatement fee ends and the car has to pass a biennial smog check at a licensed station. The state’s smog certification fee is $8.25 at the time of the inspection, and the station adds its own testing fee on top.
Zero-Emission Vehicle Road Fee
If you drive a battery-electric, hydrogen fuel cell, or other zero-emission vehicle from model year 2020 or later, you also pay an annual road improvement fee, because ZEV drivers don’t pay gas taxes that fund road maintenance. Weight Fees for Pickups and Commercial Vehicles
Standard passenger cars pay no weight fee. Pickup trucks and commercial vehicles do, based on unladen or declared gross weight, with substantially higher amounts for anything above 10,000 pounds.4California State Department of Motor Vehicles. What a $35,000 New Car Actually Costs You
Put the pieces together. A new car with a $35,000 price in a county with a 9% combined sales tax rate produces about $3,150 in sales tax at the dealer. First-year registration adds roughly $500 to $600: the $76 base fee, $34 CHP fee, $198 TIF, $228 VLF, and the smog abatement fee. The VLF drops each year with depreciation, but the base registration fee, CHP fee, and TIF stay constant for the life of the vehicle.

Bringing a Car in From Another State
Move to California with a car you already own and a 12-month test applies. If you bought the vehicle outside California and bring it in within 12 months of the purchase date, the state presumes you bought it for California use and assesses use tax on the full purchase price.8California Department of Tax and Fee Administration. 12 Month Test – Not Purchased for Use in California Owned it more than 12 months before the move? Nonresidents get a related rule: if the vehicle is used or stored in California for more than half of the first 12 months of ownership, it’s presumed subject to use tax. Whether or not use tax applies, registering an out-of-state vehicle carries the standard $76 registration fee plus a $28 nonresident service fee.9California State Department of Motor Vehicles. Appendix 1F – Fees You’ll also owe the VLF, TIF, CHP fee, and any smog charges going forward.
Transfers That Aren’t Taxed
Not every change of ownership triggers use tax. California exempts several common transfers:10California State Department of Motor Vehicles. Transactions Not Subject to Use Tax
- Gifts, when the vehicle is given without payment. Write “gift” on the back of the title in place of a purchase price and file a REG 256.
- Sales between spouses, domestic partners, parents, grandparents, children, grandchildren, and siblings. A REG 256 showing the family relationship is required.
- Inheritances, using an Affidavit for Transfer Without Probate (REG 5) or a REG 256 from a surviving co-owner.
- Transfers ordered by a court, including divorce decrees.
- Transfers to a beneficiary named as transfer-on-death on the title.
On a $30,000 car in a jurisdiction with a 9% combined rate, using an exemption instead of paying use tax saves $2,700. The paperwork has to be filed at the time of transfer.
Penalties for Renewing Late
California gives you no grace period. Miss your expiration date by a single day and penalties start, calculated as a percentage of your VLF and any weight fee:11California State Department of Motor Vehicles. Penalties

- 11–30 days: 20%
- 31 days to one year: 60%
- One to two years: 80%
- More than two years: 160%
Flat registration and CHP late fees are added on top. Letting registration lapse for a year on a car with a $200 VLF costs an extra $120 in VLF penalties alone, before the flat late fees. Renewing on time is almost always cheaper than catching up.
If You’re Not Driving the Car
Own a car you’re not driving, parking on public roads, or storing in any public space? You can file Planned Non-Operation status and skip most registration fees. Filing after expiration means you also owe late penalties calculated on the full renewal amount. Title, Transfer, Plate, and Tire Fees
