Iowa taxes break down into three main pieces: a flat 3.8% individual income tax, a 6% state sales tax (7% in most cities and counties that add a local option), and property taxes that run around 1.33% of a home’s value, which puts Iowa among the ten highest property-tax states. Retirees do particularly well here because Social Security and most pension and retirement-account income are exempt. The inheritance tax is gone for anyone who died on or after January 1, 2025.
Individual Income Tax
Starting with tax year 2025, Iowa charges 3.8% on all taxable income, no brackets.1Iowa Department of Revenue. IDR Announces 2025 Individual Income Tax Brackets and Interest Rates That replaced a progressive system that topped out at 5.7% in 20242Iowa Department of Revenue. IDR Announces 2024 Individual Income Tax Brackets and Interest Rates and nearly 9% before the 2018 reform. The math is the same whether you earn $20,000 or $500,000: Iowa taxable income times 0.038.
You also get a small personal exemption credit of $40 per taxpayer and $40 per dependent, plus another $20 if you’re 65 or older or blind. These are credits against the tax you owe, not deductions from income, so each dollar reduces your bill by a dollar.3Iowa Department of Revenue. Exemption Credits
Retirement and Social Security Income
Social Security benefits have been fully exempt from Iowa income tax since 2014.4Justia Law. Iowa Administrative Code, Chapter 302, Rule 701-302.23 Anyone 55 or older, or disabled at any age, can also exclude all qualifying retirement income from their Iowa return with no dollar cap.5Iowa Department of Revenue. Individual Income Tax Provisions
The list of qualifying income is broad: distributions from traditional and Roth IRAs, 401(k) plans, 457(b) deferred compensation, defined benefit pensions including IPERS, SEP and SIMPLE IRAs, Keogh plans, and ESOPs. Surviving spouses and qualifying survivors who inherit these distributions also get the exclusion.6Iowa Department of Revenue. Retirement Income Tax Guidance
Two things don’t qualify. Nonqualified deferred compensation plans under IRC Section 409A and nonqualified annuities stay taxable. A code “D” in box 7 of your 1099-R generally signals a nonqualified annuity.6Iowa Department of Revenue. Retirement Income Tax Guidance
Sales Tax
The state sales tax rate is 6%. Most cities and counties have added a 1% local option sales tax by voter approval, so the combined rate is 7% in most of Iowa.7Iowa Department of Revenue. Sales and Use Tax Guide The statewide average combined rate works out to about 6.94%.8Tax Foundation. State and Local Sales Tax Rates, 2026
What’s Exempt
Groceries for home consumption are exempt. Bread, milk, produce, meat, and eggs are not taxed. Prepared food, candy, and soft drinks are taxed at the full rate, so a loaf of bakery bread is exempt but a ready-to-eat deli sandwich is not. Prescription drugs are also exempt.9Iowa Department of Revenue. Iowa Sales Tax on Food
Use Tax on Out-of-State Purchases
Iowa’s use tax is 6% and applies to taxable items you buy from out-of-state or online sellers who don’t collect Iowa tax. Buy furniture from a retailer that charges no sales tax, and you owe 6% use tax on it.7Iowa Department of Revenue. Sales and Use Tax Guide
Property Tax
Property tax is where Iowa hits harder than most states. The effective rate on owner-occupied housing runs around 1.33%, putting Iowa in the top ten nationally. No single authority sets that number. It’s the combined output of county assessments, state equalization, and the budgets of every local taxing district your property sits in.
How Your Bill Gets Built
County or city assessors value your property at market value, with reassessments every odd-numbered year. The Department of Revenue can then order equalization adjustments by property class across the state, and the county auditor applies an assessment limitation (the “rollback”) that typically lowers your taxable value below your assessed value.10Iowa Department of Revenue. Iowa Property Tax Overview
School districts, cities, counties, and special districts each set their budgets. The county auditor combines them, divides by taxable value in each district, and arrives at a consolidated levy expressed in dollars per thousand of taxable value. Your bill is that rate times your taxable value.10Iowa Department of Revenue. Iowa Property Tax Overview
Relief Programs
The homestead tax credit is available to any homeowner using the property as a primary residence. Homeowners 65 or older also qualify for a homestead tax exemption that removes $6,500 of taxable value.11Iowa Department of Revenue. Homestead Tax Credit and Exemption
A separate property tax credit exists for Iowans 65 or older or totally disabled with low household income. Applications go to the county treasurer between January 1 and June 1 each year. Iowa also runs a rent reimbursement program for qualifying renters age 65 or older or disabled, covering up to $1,000 of rent paid in the prior year. These programs use a broad definition of income that includes wages, Social Security, pensions, and in-kind help like housing subsidies.
Fuel Tax at the Pump
Iowa taxes gasoline on a sliding scale tied to how much ethanol-blended fuel is distributed statewide. The Department of Revenue recalculates the rate for each July 1 through June 30 period. As of July 1, 2025, the rate on ethanol-blended fuel classified as E-15 or higher went from $0.255 to $0.265 per gallon.12Legal Information Institute. Iowa Admin. Code r. 701-260.1 – Tax Rates, Time Tax Attaches, Responsible Party Regular gasoline that doesn’t meet the E-15 threshold is taxed at a flat $0.30 per gallon. The ethanol discount is deliberate; Iowa is the nation’s largest ethanol producer.
Inheritance Tax
Iowa’s inheritance tax no longer applies to anyone who died on or after January 1, 2025, under a 2021 law that phased the tax out. If you’re settling an estate where the death occurred before that date, the old inheritance tax rules still apply to that estate.13Iowa Legislature. Iowa Code 450.98 – Tax Repealed Iowa has no estate tax.
Filing Deadlines and Penalties
Iowa individual income tax returns are due April 30, about two weeks after the federal deadline. If you make estimated payments, those are due April 30, June 30, September 30, and January 31 of the following year. Farmers and commercial fishers can pay all estimated tax by January 15 and file by April 30, or skip estimated payments entirely by filing and paying in full by March 1.14Iowa Department of Revenue. Estimated Income Tax Payments
Missing a deadline gets expensive quickly. Iowa charges a 5% penalty for failing to file on time and a separate 5% penalty for failing to pay on time, and both can apply at once. Interest on unpaid tax runs at 10% annually (0.8% per month) for 2026. Willful failure to file or filing a fraudulent return carries a 75% penalty the Department cannot waive. Ignore a formal demand letter and an extra $1,000 penalty kicks in 90 days after the letter is issued.15Iowa Department of Revenue. Penalties and Interest Rates
Corporate Income Tax
Iowa’s corporate income tax rate is 7.1% for tax year 2026.16Iowa Department of Revenue. IDR Issues Order Related to Tax Year 2026 Corporate Income Tax Rates Under current law, the rate is scheduled to drop toward 5.5%, but each step only triggers when the Department of Management certifies that net corporate income tax receipts exceeded $700 million in the prior fiscal year. That threshold hasn’t been met, so the rate has held at 7.1% since 2024.17Iowa Department of Revenue. Iowa Corporate Income Tax Rates
