How Much Does a Driver’s License Cost in North Carolina?

A standard North Carolina driver’s license costs $52 for most adults, covering an eight-year Class C license at $6.50 per year.1Official NCDMV. Licenses and Fees What you actually pay depends on your age, the class of license, any endorsements, and how you choose to pay. The current fees took effect on July 1, 2024, and are locked in until the next scheduled adjustment on July 1, 2028.2North Carolina General Assembly. Standard Class C License by Age

The Class C license is what most drivers carry, covering regular passenger vehicles. The DMV charges $6.50 for each year the license is valid, and the length depends on your age.3North Carolina General Assembly. North Carolina Code 20-7 – Issuance and Renewal of Drivers Licenses

  • Ages 18 through 65: eight-year license, $52.00 total.
  • Age 66 and older: five-year license, $32.50 total.

The same per-year rate applies whether this is your first license or a renewal.

Teen Driver Fees

Drivers under 18 move through North Carolina’s three-level graduated licensing system, paying a separate fee at each step.

  • Level 1, Limited Learner’s Permit: $25.50 flat fee. Available at age 15 after driver’s education and the written test.1Official NCDMV. Licenses and Fees
  • Level 2, Limited Provisional License: $25.50 flat fee. Available at age 16 after at least nine months on the learner’s permit and 60 hours of supervised driving.
  • Level 3, Full Provisional License: $6.50 per year. Available after six months at Level 2 with additional driving hours logged.

Plan on at least $57.50 in DMV fees across the three levels before your teen qualifies for a full Class C license at 18. Driver’s education itself is a separate cost not included in these figures.

Motorcycle Permit and Endorsement

A motorcycle learner’s permit costs $25.50 as a flat fee.1Official NCDMV. Licenses and Fees After passing the road skills test, adding a motorcycle endorsement to your existing license costs $3.05 per year on top of the base license fee.4North Carolina Department of Transportation. DMV Quadrennial Fee Adjustment For someone with an eight-year Class C license, the endorsement adds $24.40, bringing the combined total to $76.40.

Commercial Driver’s License

A CDL costs considerably more than a standard license. The cost comes in two parts: an upfront application fee and the annual license fee.

Adding the application fee, permit, and five-year license, a new CDL holder pays roughly $204.50 before endorsements.

Endorsements

Each endorsement that lets you operate a specialized commercial vehicle adds $5.00 per year to the base CDL rate.5North Carolina General Assembly. North Carolina Code Chapter 20 Article 2C – Commercial Driver License Common ones include hazardous materials (H), tanker (N), passenger (P), and school bus (S). Over a five-year CDL term, each endorsement adds $25.

School bus drivers carry both the passenger and school bus endorsements, which doubles that cost. For a three-year school bus certificate, the license portion runs $106.50, and the $51.50 application fee brings the total to $158.1Official NCDMV. Licenses and Fees

Renewal

Renewal costs the same as a new license: $52 for an eight-year Class C if you’re 18 to 65, or $32.50 for a five-year license at 66 and older.3North Carolina General Assembly. North Carolina Code 20-7 – Issuance and Renewal of Drivers Licenses You can renew up to six months before your expiration date at any NCDMV office, and in many cases online or at a self-service kiosk.6North Carolina Division of Motor Vehicles. License Renewal and Replacement Online renewal remains available for up to two years past expiration; after that, you’ll need to visit an office in person.

Replacement or Duplicate License

Replacing a lost, stolen, or damaged license costs $16.75, whether you order it online, at a kiosk, or in person.1Official NCDMV. Licenses and Fees The same fee applies to duplicate learner’s permits and commercial licenses. You can only get a duplicate if your current license hasn’t expired, been suspended, or been cancelled.6North Carolina Division of Motor Vehicles. License Renewal and Replacement

REAL ID

Upgrading to a REAL ID-compliant license costs nothing extra. If you get the REAL ID within six months of your expiration, you pay the regular renewal fee. Outside that window, you pay the $16.75 duplicate fee.7Official NCDMV. Frequently Asked Questions – N.C. REAL ID

The real cost is paperwork. Since REAL ID enforcement for domestic flights began in May 2025, you need a compliant license to board a plane or enter certain federal buildings.8Transportation Security Administration. REAL ID You have to appear in person at an NCDMV office with:9Official NCDMV. N.C. REAL ID Requirements

  • One identity and birth document, such as a certified birth certificate or unexpired U.S. passport.
  • One Social Security document, such as your Social Security card, W-2, or 1099 showing the full number.
  • Two North Carolina residency documents, such as a utility bill, voter precinct card, lease, or vehicle registration.
  • Certified marriage certificates or court orders for every name change between your birth certificate and current name, if applicable.
  • A legal presence document for non-U.S. citizens, such as a Permanent Resident Card or Certificate of Naturalization.

Restoration After Suspension or Revocation

Getting your license back after a suspension or revocation adds a restoration fee on top of any new license fee. The DMV collects it before issuing or restoring the license.3North Carolina General Assembly. North Carolina Code 20-7 – Issuance and Renewal of Drivers Licenses

  • General restoration fee: $83.50 for most revocations.
  • DWI restoration fee: $167.25 for revocations tied to impaired driving.

These are separate from any new license issuance costs, court fines, or other requirements like substance abuse assessments. The DMV can waive a restoration fee if it has gone unpaid for more than 10 years and the person has since been issued a license after the revocation date. Revocations for medical or health reasons carry no restoration fee.

Card Processing Surcharges

The DMV accepts credit and debit cards but adds a surcharge that depends on where you pay:10Official NCDMV. Credit Card Disclaimer

  • In-office: 1.22%
  • Online: 1.85%
  • Kiosk: 2%

On a $52 renewal, the surcharge runs roughly 63 cents to $1.04. Paying by cash or check at an office avoids it entirely.

A Note on the 2025–2027 Expiration Moratorium

If your Class C license expires on or after July 1, 2025, Senate Bill 391 keeps it valid for in-state driving for up to two years past the printed expiration date, through December 31, 2027.11Official NCDMV. NCDMV Announces Moratorium on Driver License Expirations The moratorium does not apply to commercial licenses, and an expired license covered by it won’t work as ID for flying, renting a car, getting a bank loan, or notarizing documents. Other states and federal agencies may not accept it either. Suspended, revoked, or cancelled licenses don’t qualify at all. Even if the moratorium covers you, paying the renewal fee keeps your ID usable for everything beyond local driving.
