Car registration in Virginia costs $30.75 per year for a standard passenger vehicle weighing 4,000 pounds or less, or $35.75 for one weighing between 4,001 and 6,500 pounds. If it’s your first time titling the vehicle in the state, add a $15 title fee and a 4.15% motor vehicle sales and use tax on the purchase price (minimum $75). Local fees, electric vehicle surcharges, and specialty plates can push the total higher.
Annual State Registration Fee
Virginia sets its annual registration fees by vehicle type and weight. The common amounts:
- Passenger vehicles up to 4,000 lbs: $30.75
- Passenger vehicles 4,001–6,500 lbs: $35.75
- Pickup trucks 4,001–6,500 lbs: $35.75

Trailers run on a separate schedule: $18 per year at 1,500 lbs or less, $28.50 for 1,501 to 4,000 lbs, and $40 above that. A travel trailer used as living quarters is $30.75.1Virginia DMV. DMV Fees
These are the totals the DMV actually charges. They already include the supplemental fees layered on top of the base rates in Virginia Code 46.2-694, which is why the statute’s numbers look lower.2Virginia Code Commission. Virginia Code 46.2-694
First-Time Title Fee and Sales Tax
Titling a vehicle in Virginia for the first time carries a one-time $15 fee. The same $15 applies if you need a substitute title because a paper title was previously printed or a lien existed.3Virginia Department of Motor Vehicles. Title Your Vehicle or Trailer
Virginia also collects a 4.15% Motor Vehicle Sales and Use Tax on the gross sales price at the time of titling, with a minimum of $75. Even a cheap car will owe at least that much. The tax applies any time a vehicle is sold or ownership changes hands.4Virginia Department of Motor Vehicles. Motor Vehicle Sales and Use Tax
New residents follow the same fee structure. You have 30 days to title a vehicle after moving to Virginia and another 30 days to register it. If you already paid sales tax on the vehicle in your previous state, Virginia may credit that amount against what you owe here.5Virginia Department of Motor Vehicles. New to Virginia
Electric and Hybrid Vehicle Highway Use Fee
If you drive an all-electric vehicle, Virginia adds an annual highway use fee on top of registration. From July 1, 2025 through June 30, 2026, that fee is $131.88.6Virginia DMV. 2025 Estimated Highway Use Fee Chart It exists because electric vehicles don’t generate gas tax revenue.
Plug-in hybrids and other fuel-efficient vehicles pay a highway use fee too, but the amount depends on the manufacturer’s combined fuel economy rating. The DMV recalculates all of these figures each July 1. Motorcycles, mopeds, and autocycles are exempt.7Virginia Code Commission. Virginia Code 46.2-772
License Plate Add-Ons
A personalized plate, where you pick the letter and number combination, adds $10 per year on top of your registration.8Virginia Department of Motor Vehicles. Create a Plate
Virginia also offers more than 200 specialty plates for colleges, military branches, causes, and organizations. Most add $10 to $25 per year. A University of Virginia plate, for example, is $25. You can combine specialty and personalized options, but you pay both fees.
Local Vehicle Fees and Personal Property Tax
Most Virginia cities and counties tack on their own annual vehicle registration fee. State law caps each locality’s fee at the state annual registration fee that was in effect on January 1, 2020.9Virginia Code Commission. Virginia Code 46.2-752 In practice, local fees for a standard passenger car typically run $20 to $33 depending on the jurisdiction and weight.
Then there’s personal property tax. Nearly every Virginia locality assesses an annual tax on your vehicle based on its value. This bill comes from your local commissioner of the revenue, not the DMV, and for many owners it’s the single largest yearly cost tied to owning the car. Rates and any relief programs vary by locality, so check with your city or county treasurer’s office for what you’ll actually owe.
Late Renewal Penalty
Letting registration lapse adds a $10 late fee to the regular renewal cost.1Virginia DMV. DMV Fees Driving on an expired registration can also result in a citation. If insurance lapsed along with registration, the stakes climb quickly: a $600 non-compliance fee, a three-year SR-22 filing requirement, and possible suspension of your driving privileges.10Virginia Department of Motor Vehicles. Ways to Pay Less
Virginia offers modest discounts for renewing online or for multiple years at once. Renewing online for one year saves $1. A two-year renewal saves $3 online or $2 by other methods. A three-year renewal saves $4 online or $3 otherwise.11Virginia Department of Motor Vehicles. Register Your Vehicle The dollar savings are small, but a multi-year renewal also cuts down on trips to the DMV and deadlines to track.
One cost you can’t skip: liability insurance. Virginia eliminated the Uninsured Motor Vehicle fee option on July 1, 2024, so every registered vehicle in the state must now carry active coverage.12Virginia Department of Motor Vehicles. New Laws Take Effect July 1, 2024 Insurance premiums aren’t a DMV charge, but they’re part of the real cost of keeping a car legally on the road here.
