How Much Does It Cost to Register a Car in Maryland?

Registering a car in Maryland usually costs somewhere between $400 and $2,000 or more, and the biggest reason for that wide range is the vehicle’s value. Maryland charges a 6.5% excise tax on fair market value, which runs $1,300 on a $20,000 car by itself. Add a $200 title fee, an annual registration fee of roughly $120 to $192 based on weight, and smaller charges for inspection, emissions, and lien recording, and that is the full picture of how much it costs to register a car in Maryland.

The Excise Tax Is the Big One

On almost every registration, the excise tax dwarfs every other line item. The rate is 6.5% of the vehicle’s fair market value.1Maryland General Assembly. Maryland Code Transportation 13-809 A $30,000 car produces $1,950 in tax. A $50,000 car produces $3,250. Rental vehicles are taxed at 3.5% instead.

Fair market value is not always your purchase price. For a used vehicle that is seven model years or older and sold by a private party, fair market value is the greater of the actual purchase price or $640. Whatever the math produces, the floor on the excise tax is $100.1Maryland General Assembly. Maryland Code Transportation 13-809

The MVA collects this tax when you title the vehicle. There is no option to defer. On private-party sales, where no dealer is handling the paperwork, this is the cost that catches people off guard most often.

Credit if You Already Paid Tax in Another State

New Maryland residents who already paid sales or excise tax on the vehicle in another state may owe only the difference between what they paid and Maryland’s 6.5% rate. The credit is available as long as you have not been a Maryland resident for more than 60 days when you title the car.1Maryland General Assembly. Maryland Code Transportation 13-809 If you paid 4% elsewhere, you would owe 2.5% here.

Family Gifts Can Be Exempt

A vehicle received as a true gift from a qualifying family member can skip the excise tax entirely. The transfer must involve no money or services. Not every relationship qualifies: a gift from an aunt or uncle to a niece or nephew, for example, only counts if the aunt or uncle is 65 or older. If any party on the title falls outside the eligible relationships, the MVA will charge standard excise tax.2Maryland Department of Transportation Motor Vehicle Administration. Title Fee

Every titled vehicle in Maryland pays a $200 title fee. This is a one-time charge at initial titling, not a recurring cost.3Maryland Department of Transportation Motor Vehicle Administration. MVA Fee Listing

Annual Registration Fee

Passenger car registration is priced by shipping weight, and you can register for one, two, or three years at a time by multiplying the annual rate.

  • Up to 3,500 lbs: $120.50 per year
  • 3,501 to 3,700 lbs: $125.50 per year
  • Over 3,700 lbs: $191.50 per year

A 4,000-pound sedan registered for two years comes to $383.3Maryland Department of Transportation Motor Vehicle Administration. MVA Fee Listing

Trucks are priced on gross vehicle weight rather than shipping weight and use a separate schedule that climbs steeply above 10,000 pounds, so check the MVA fee listing for your weight class if you are registering a truck.3Maryland Department of Transportation Motor Vehicle Administration. Electric and Plug-In Hybrid Surcharge

Battery-electric and other zero-emission vehicles pay an extra $125 per year on top of standard registration. Plug-in hybrids pay $100. Both figures are adjusted annually for inflation.3Maryland Department of Transportation Motor Vehicle Administration. MVA Fee Listing

Inspections You Pay Before Plates Are Issued

A used vehicle changing hands in Maryland must pass a safety inspection before the new owner can register it. The inspection happens at a licensed private shop. Maryland regulates the labor hours a station can bill but not the hourly rate, so prices vary; expect roughly $60 to $120.4Maryland Department of Transportation (MDOT) – Motor Vehicle Administration (MVA). Vehicle Safety Inspection The seller is generally responsible for obtaining the certification, but confirm this before closing a private deal.

Gas and hybrid vehicles also have to clear Maryland’s Vehicle Emissions Inspection Program every two years once the initial new-vehicle exemption ends. VEIP costs $30 at a full-service station or $26 at a self-service kiosk. Miss the deadline and the MVA adds a $30 late penalty the day after the due date.5Maryland Department of Transportation Motor Vehicle Administration. Insurance Is Required Before Plates

You cannot register a vehicle in Maryland without proof of liability insurance from a Maryland-licensed carrier. Minimum coverage is $30,000 bodily injury per person, $60,000 per accident, and $15,000 property damage. The MVA checks your coverage at registration and again at every renewal; if coverage lapses, your registration can be suspended.6Maryland Department of Transportation Motor Vehicle Administration. Smaller Add-Ons

  • Lien recording (security interest filing) if the vehicle is financed: $40.7Maryland Motor Vehicle Administration. Security Interest Filing Statement (VR-217)
  • Transferring existing plates from an old vehicle to a new one: $15.
  • A 30-day temporary tag so you can drive while the permanent registration is processed: $50.
  • Personalized vanity plates: an extra $50 per year.
  • Chesapeake Bay or Agricultural commemorative plates: $12.50 per year, with a $25 initial upgrade fee and a $40 substitution fee if you are switching from another plate type.3Maryland Department of Transportation Motor Vehicle Administration. MVA Fee Listing

A Worked Example

Say you are buying a used 2021 sedan from a dealer for $25,000. The car weighs 3,400 pounds, you are financing it, and you want a one-year registration with standard plates.

  • Title fee: $200
  • Excise tax (6.5% of $25,000): $1,625
  • Registration, one year, up to 3,500 lbs: $120.50
  • Security interest filing: $40
  • Safety inspection: about $80
  • VEIP emissions test: $26 to $30

Total: roughly $2,095. A cheaper vehicle shrinks the bill fast because the excise tax drops with the price. A $10,000 car of the same weight, also financed, lands near $1,120. An unfinanced vehicle received as a qualifying family gift could come in around $350, because both the excise tax and the lien fee fall away.
