A hazmat endorsement in California runs roughly $195 to $310 out of pocket for most drivers, and closer to $243 to $370 if you’re a first-time applicant who also has to pay for entry-level driver training. The two biggest fixed costs are the $59 DMV endorsement fee and the $85.25 TSA background check. Everything else — the DOT physical, the training course, and whether you already hold a TWIC — moves the total up or down.1California Department of Motor Vehicles. What You Pay, Line by Line
- California DMV endorsement fee: $59. This covers adding the H endorsement to your CDL and the knowledge test.1California Department of Motor Vehicles. Licensing Fees
- TSA security threat assessment: $85.25, or $41.00 if you already hold a valid Transportation Worker Identification Credential (TWIC) and California accepts the TWIC assessment in its place.2Transportation Security Administration. HAZMAT Endorsement
- DOT medical examination: typically $50 to $150. If you already have a current Medical Examiner’s Certificate on file for your CDL, you don’t need a new one for the endorsement.
- Entry-level driver training (first-time applicants only): about $49 to $99 for an online hazmat theory course through a provider on FMCSA’s Training Provider Registry.3Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)
Drug testing, if your employer requires it, is another $30 to $85 on top. Travel to a TSA enrollment center and time off work aren’t on any invoice, but they’re real, especially outside the major metros.
Why the TSA Fee Is Unavoidable
Every applicant for a new or renewed hazmat endorsement has to clear a federal security threat assessment run by the Transportation Security Administration.4California Department of Motor Vehicles. TSA Background Check for HAZMAT Endorsement Federal law bars any state from issuing a hazmat-endorsed CDL until the Department of Homeland Security confirms the applicant isn’t a security risk.5Office of the Law Revision Counsel. 49 USC 5103a You pay the $85.25 at the enrollment center when you give fingerprints and show ID. The only discount is the TWIC exception noted above.
Processing can take more than 45 days. That doesn’t change the price, but it changes the planning: start early so you aren’t paying for expedited anything to make up for lost time.
When the Training Cost Applies
If you got your commercial learner’s permit on or after February 7, 2022, and this is your first hazmat endorsement, you have to finish hazmat theory training through a registered provider before you can take the DMV knowledge test.6Training Provider Registry. ELDT Applicability That’s the $49 to $99 you’ll see for an online course. Drivers who held a hazmat endorsement before February 7, 2022 are grandfathered and skip this cost on renewals and transfers.3Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)
Why the Medical Exam Range Is So Wide
There’s no federally set price for the DOT physical. A chiropractor’s office or walk-in clinic may charge around $50; an occupational health provider or private practice can run $150 or more. The exam has to be done by a medical examiner listed on FMCSA’s National Registry, but within that list the price is up to the provider.7Federal Motor Carrier Safety Administration. DOT Medical Exam and Commercial Motor Vehicle Certification Shop around. If your certificate is already current for your CDL, this cost is zero.
What Renewal Costs
A renewal in California comes to roughly $195 to $270, because you skip the ELDT course. You’ll still pay the $59 DMV fee and a fresh $85.25 TSA assessment every cycle, and you’ll need a current DOT medical certificate.1California Department of Motor Vehicles. Licensing Fees The TSA recommends starting the background check at least 60 days before your endorsement expires, since processing can stretch past 45 days and leave you with a gap in authorization.2Transportation Security Administration. HAZMAT Endorsement
One procedural catch worth building into your schedule: you can’t renew a CDL with a hazmat endorsement through the DMV’s virtual office. The renewal has to be done in person at a DMV field office.8California Department of Motor Vehicles. Commercial Driver’s License Renewal
Transferring from Another State
Moving to California with a hazmat endorsement on an out-of-state CDL doesn’t carry the endorsement over automatically. You’ll retake California’s hazmat knowledge test and have your TSA eligibility verified. If the prior state’s records can’t confirm a completed background check, you go through full TSA enrollment again, with new fingerprints and the $85.25 fee. Plan on the $59 DMV fee as well; California prices a transfer the same as a new endorsement.
Before You Pay: Who Gets Denied
The TSA check can come back as a denial, and the fees you paid to that point don’t come back with it. Some offenses disqualify you permanently, including espionage, sedition or treason, federal crimes of terrorism, murder, improper transportation of hazardous materials, unlawful possession or dealing in explosives, crimes involving a transportation security incident, and RICO violations where a predicate act is one of these.9Transportation Security Administration. Disqualifying Offenses and Other Factors
A second category disqualifies you on an interim basis — conviction within seven years of your application, or release from incarceration within five. That list covers unlawful firearm possession, arson, robbery, kidnapping, drug distribution, fraud, bribery, smuggling, and immigration violations.9Transportation Security Administration. Disqualifying Offenses and Other Factors TSA can also deny on grounds of involuntary psychiatric commitment, a finding of incompetence to stand trial, or a criminal history extensive enough to raise security concerns on its own. If you’re denied, the agency has an appeal and waiver process. Reviewing the list before you start spending is the cheapest step in the whole process.
