A liquor license in Alabama costs between $100 and $1,000 per year in state fees, depending on the license type, but the full price of getting licensed is almost always higher once you add local government fees, background checks, newspaper publication, a surety bond, and inspections. The Alabama Alcoholic Beverage Control (ABC) Board sets the state fee; your city or county sets its own on top.
State License Fees by Type
The ABC Board charges the same amount at initial issuance and at each annual renewal. Common retail licenses and their state fees:1Alabama Legislature. Alabama Code 28-3A-21 – Fees for Licenses Issued by the Board; Local License Taxes
- Lounge Retail Liquor, Class I (on-premises spirits at bars and lounges): $300
- Lounge Retail Liquor, Class II / Package (off-premises spirits at package stores): $300
- Restaurant Retail Liquor (beer, wine, and spirits for on-premises consumption): $300
- Club Liquor, Class I: $300. Class II: $750
- Retail Beer, on or off premises, or off-premises only: $150
- Retail Table Wine, on or off premises, or off-premises only: $150
- Special Events Retail (festivals, fundraisers, temporary sales): $150
- Special Retail: $100 for events of 30 days or fewer, $250 for longer periods
- Government Venue: $250
Beer and wine normally require separate licenses unless you hold a liquor license that already covers them. A restaurant retail liquor license, for instance, covers beer, wine, and spirits for on-premises service in one license, which is why most full-service restaurants hold that one.
Costs Beyond the State Fee
Every person listed on the application has to pass a background check through the Alabama Law Enforcement Agency. Fingerprinting runs $37 per person, paid by cashier’s check or money order.2Alabama Law Enforcement Agency. Applicants are also generally required to publish a notice of the license application in a local newspaper. Costs depend on the paper and the county, but roughly $100 to $300 is a reasonable estimate. Skipping the publication step can stall your approval.
City and County Fees
Alabama law lets every county and municipality where alcohol sales are legal impose its own license taxes on top of the state fee.1Alabama Legislature. Alabama Code 28-3A-21 – Fees for Licenses Issued by the Board; Local License Taxes These vary a lot. Larger cities generally charge more, and some use tiered pricing by alcohol type or business type. A local license for spirits can run several times the state fee; beer-only or wine-only tends to be lower. Some municipalities also charge a separate application or filing fee.
Call your city revenue department or county commission before you finalize a budget. State-operated liquor stores are exempt from local license taxes, but no other licensee is.1Alabama Legislature. Alabama Code 28-3A-21 – Fees for Licenses Issued by the Board; Local License Taxes
Surety Bond and Inspections
Certain license holders have to maintain a surety bond as proof of financial responsibility. The required amount depends on the license type. What you actually pay a bonding company each year is a premium based on your credit and the bond amount, typically a fraction of the bond’s face value. Letting the bond lapse carries a $1,000 administrative fine for a first offense and an automatic commission hearing for a second.3Alabama Alcoholic Beverage Control Board. Licensing Fine Schedule
Budget separately for health department inspections if you serve food (fees vary by county), fire marshal inspections, and required signage about underage drinking laws. If a fire inspection flags deficiencies, you may need structural work or updated fire suppression before you can open. These are the costs most likely to catch new applicants off guard.
Annual Renewal Cost and Deadline
Every Alabama liquor license has to be renewed every year. Renewal applications must be filed with the ABC Board on or before August 1, and the Board will not accept the application without the appropriate state and county fees.4Alabama Administrative Code. License Renewal
The state renewal fee matches the original license fee. Lounge retail liquor renews at $300, retail beer at $150, and so on.1Alabama Legislature. Alabama Code 28-3A-21 – Fees for Licenses Issued by the Board; Local License Taxes Local renewal fees are separate and go to your city or county. The Board also conducts a compliance review at renewal, and unpaid fines, tax delinquencies, or unresolved violations can delay or block it. Changes in ownership or business structure have to be reported and may require more paperwork.
Check Whether Your Location Allows Sales At All
Alabama still has dry counties and municipalities where selling alcohol is illegal no matter what license you hold. The ABC Board publishes a list showing which counties are fully wet, fully dry, or dry with wet cities inside them.6Alabama Alcoholic Beverage Control Board.
