How Much Is a Motorcycle Permit in PA? Fee, Renewal, and Rules

A motorcycle permit in PA costs $12. That fee covers a one-year learner’s permit and is paid at any PennDOT Driver License Center when your application is processed.1Commonwealth of Pennsylvania. Payments and Fees2Commonwealth of Pennsylvania. Get a Class M Motorcycle License

The $12 is the only PennDOT charge for the permit itself. Everything else (the Class M license, insurance, registration, inspection) comes later, when you’re ready to ride on your own.

Fees After the Permit

Once you pass the skills test or complete an approved safety course, you move from a permit to a Class M license. PennDOT bundles those fees:

  • Initial motorcycle permit plus a four-year license: $57.50
  • Four-year license renewal with motorcycle endorsement: $63.50

Those fees apply whether you already hold a standard driver’s license or are starting from scratch.1Commonwealth of Pennsylvania. Payments and Fees

What the $12 Actually Covers

If Your Permit Expires

Insurance, Registration, and Inspection

The permit fee doesn’t put a motorcycle on the road. Pennsylvania requires liability insurance on every registered motor vehicle, including motorcycles. Minimum coverage is:

  • $15,000 for injury or death of one person in an accident
  • $30,000 for injury or death of more than one person in an accident
  • $5,000 for damage to another person’s property

Those are minimums, and experienced riders often carry higher limits.7Commonwealth of Pennsylvania. Insurance Law FAQs Your premium depends on the type of motorcycle, your age, your riding history, and your coverage level. The motorcycle also needs a valid registration and a current inspection sticker before you use it for practice rides or the skills test.

A Free Course That Replaces the Skills Test

Pennsylvania’s Motorcycle Safety Program (PAMSP) offers courses at no charge to residents who hold a motorcycle permit or license. Completing a Basic Rider Course or Intermediate Rider Course earns you your motorcycle license automatically and waives the PennDOT skills test.8Commonwealth of Pennsylvania. Pennsylvania Motorcycle Safety Program The program’s licensing courses include:

  • Basic Rider Course (BRC): for novice riders with little or no training; motorcycles are provided.
  • Intermediate Rider Course (IRC): for experienced riders working on traction management; you bring your own street-legal motorcycle.
  • 3 Wheel Rider Course (3WRC): for trikes, sidecars, and similar three-wheel vehicles.

An Advanced Rider Course is also available for riders with at least 3,000 miles of experience, but it doesn’t count toward licensing. Training locations are spread across the state, and PennDOT encourages checking the training provider list regularly for open slots.8Commonwealth of Pennsylvania. Rules You Should Know While on the Permit

A permit is not a license, and the restrictions reflect that. You can ride only between sunrise and sunset. You cannot carry a passenger unless that person is a licensed motorcycle instructor. And unless you already hold a driver’s license for another class of vehicle, you must ride under the direct supervision of someone with a valid motorcycle license.6Pennsylvania General Assembly. Helmets are also non-negotiable on a permit. Pennsylvania’s helmet exemptions require being at least 21 and either licensed to operate a motorcycle for two full calendar years or completion of an approved safety course. As a permit holder, you haven’t been licensed to operate a motorcycle yet, so plan on wearing a DOT-compliant helmet every ride.9Pennsylvania General Assembly. Riders under 18 have added requirements: holding the permit at least six months, logging 65 hours of supervised practice, and completing the PAMSP Basic Rider Course, which counts for 15 of those hours.10Commonwealth of Pennsylvania.
