How Much Is a Replacement ID in Virginia? Fees, Online and In-Person Steps

A replacement ID in Virginia costs $10 for a state identification card and $20 for a driver’s license. If you’re adding REAL ID compliance at the same time, expect a one-time $10 fee on top of either amount. The Virginia Department of Motor Vehicles (DMV) handles the transaction online or in person, and your new card arrives by mail.

Replacement Fees by Credential

The DMV accepts Apple Pay, Google Pay, cash, checks, and money orders. Credit and debit cards are not listed among accepted payment methods, so plan ahead.3Virginia Department of Motor Vehicles. DMV Fees

Replacing Online

The fastest route is through the Virginia DMV website. For a driver’s license, log into your myDMV account, confirm your information, and pay the fee. Your replacement arrives by mail, so print the online receipt and keep it as temporary proof until the card shows up.4Virginia Department of Motor Vehicles. Replace Driver’s License or CDL

State ID cards can also be replaced online, but you won’t qualify if any of these apply:1Virginia Department of Motor Vehicles. Replace Your Identification Card

  • Your current ID card was issued before January 1, 2004
  • You need a name change or correction
  • Your card has expired
  • You owe the DMV money from a prior transaction
  • You are under 18
  • You need to provide proof of legal presence
  • You don’t have a Virginia address on file

If any of those fit your situation, you’ll need to visit a DMV customer service center instead.

Replacing in Person

At any customer service center, the process has four steps:

  • Fill out the Driver’s License and Identification Card Application (form DL1P). The same form lets you register to vote or update your address.
  • Present one proof of identity. REAL ID requires more paperwork (see below).
  • Have a new photo taken.
  • Pay the fee.

For a standard replacement with no changes to your information, one identity document is enough. Accepted options include an official state- or territory-issued birth certificate (hospital-issued birth documents don’t count), a valid U.S. passport or passport card, a Certificate of Naturalization (Form N-550 or N-570), a valid permanent resident card, or a Consular Report of Birth Abroad.5Virginia Department of Motor Vehicles. Your card is mailed to the address on file. If you’ve recently moved, update your address with the DMV first, because the U.S. Postal Service does not forward ID cards.1Virginia Department of Motor Vehicles. Replace Your Identification Card

Adding REAL ID While You’re At It

Since May 7, 2025, federal agencies including the TSA require a REAL ID-compliant driver’s license or state ID for boarding commercial flights and entering certain federal buildings. A standard Virginia credential without the star marking will not work for those purposes.6Transportation Security Administration. TSA Reminds Public of REAL ID Enforcement Deadline

If you’re already paying for a replacement, this is the easiest moment to upgrade. The REAL ID upgrade is in-person only. Bring proof of identity, proof of your Social Security number (your Social Security card, a W-2, or a pay stub showing the full number), and two proofs of Virginia residency such as a lease, mortgage statement, or utility bill no more than two months old. Cell phone bills do not count.5Virginia Department of Motor Vehicles. Getting a Virginia Driver’s License or Identification Card

REAL ID isn’t the only way to fly. A valid U.S. passport or a military ID also works at TSA checkpoints, so if you already carry one, the upgrade isn’t strictly necessary.

You Can’t Hold Both a License and an ID

Virginia doesn’t allow you to carry a driver’s license and a state ID card at the same time. If you have both, you’ll need to surrender your driver’s license before the DMV will replace your ID. And if you hold a license issued by any U.S. state, you’re ineligible for a Virginia ID card until you surrender that license.1Virginia Department of Motor Vehicles. Replace Your Identification Card

If Your ID Was Stolen

A stolen ID is a different problem from a lost one, because someone now has a document showing your name, date of birth, and address. File a police report first; that report creates an official record you can point to later if your identity is used to open accounts or make purchases. Then request your replacement through the DMV so you have a valid credential again as soon as possible.2Virginia Department of Motor Vehicles. Replace Your Driver’s License or Learner’s Permit

If you suspect the stolen ID is being used fraudulently, file at IdentityTheft.gov, the Federal Trade Commission’s recovery portal. The site walks you through an Identity Theft Affidavit, which combines with your police report to form a formal Identity Theft Report. That report carries specific legal rights when you dispute fraudulent accounts or charges opened in your name.7Federal Trade Commission. Identity Theft: What To Do Right Away
