How Much Is Tax, Title and License in Iowa?

Buying a vehicle in Iowa comes with three required costs beyond the sticker price: a one-time 5 percent use tax on the purchase price, a $35 title fee, and an annual registration fee calculated from the vehicle’s weight and its original list price. All three are paid to your county treasurer within 30 days of purchase. For a mid-priced used car, tax, title, and license in Iowa typically runs several hundred to a couple of thousand dollars, driven almost entirely by what you paid for the vehicle.

The 5 Percent Use Tax

Iowa Code Section 321.105A charges a one-time “fee for new registration” equal to 5 percent of the purchase price. It takes the place of sales tax on the vehicle, so you pay one or the other, not both. The 5 percent applies to the net price after any trade-in credit. Buy a car for $35,000, trade in a vehicle worth $10,000, and the tax applies to $25,000. That comes to $1,250.

Underreporting the price to shrink the tax is treated as fraud. The statute adds a penalty of 75 percent of the unpaid fee on top of the tax you still owe.1Iowa Legislature. Iowa Code 2026 Section 321.105A – Fee for New Registration

Common Exemptions

The trade-in allowance is the exemption most buyers use, but Section 321.105A lists others. Transfers by gift or inheritance may qualify, and the rules get specific quickly. Ask your county treasurer whether your transaction qualifies before you hand over any money or paperwork.1Iowa Legislature. Iowa Code 2026 Section 321.105A – Fee for New Registration

The $35 Title Fee

Every ownership transfer requires a new Certificate of Title, and the fee is a flat $35. It does not change with the vehicle’s age, weight, or value. You pay it once, at the county treasurer’s office, when you submit the title application.2Polk County Iowa. Vehicle Title Transfers

Annual Registration Fee

The license portion of your cost is an annual registration fee that combines two pieces: a weight charge of $0.40 per 100 pounds of vehicle weight, plus a percentage of the original list price that steps down as the vehicle ages.3Justia. Iowa Code Section 321.109 – Annual Registration Fee Computed – Transit Fee

  • 1 to 7 model years old: 1 percent of the original list price
  • 8 to 9 model years old: 0.75 percent of the original list price
  • 10 to 11 model years old: 0.50 percent of the original list price
  • 12 model years and older: flat $50 per year

Take a three-year-old vehicle that weighs 4,000 pounds and had an original list price of $30,000. The weight portion is $16 (4,000 ÷ 100 × $0.40). The list-price portion is $300 ($30,000 × 1 percent). Annual registration: $316. At 10 years old, that same vehicle drops to $166 ($16 plus $150 at 0.50 percent). At 12 years, it falls to a flat $50 no matter what it originally cost.4Iowa Tax and Tags. Registration Fees by Vehicle Type

Electric and Plug-In Hybrid Surcharges

If your vehicle is a battery electric, add $130 to the annual registration fee. For a plug-in hybrid, add $65. These charges exist because EVs do not pay the road-use fuel taxes gasoline vehicles pay, and they are collected together with the normal registration at the county treasurer’s office.5Iowa Legislature. Local Option Vehicle Tax

A county can impose its own annual vehicle tax under Iowa Code Section 423B.2, but only if voters approve it on a ballot measure. Most counties have not. If yours has, the amount is a flat per-vehicle charge set by the ballot proposition and collected at renewal. Your county treasurer can tell you whether it applies.6Justia. Where You Pay and By When

All of this is handled at the county treasurer’s office in the county where you live, not at the Iowa DOT. You have 30 days from the purchase date to complete title and registration. The same 30-day window applies if you move to Iowa from another state; your out-of-state plates do not buy you more time.7Department of Transportation. Vehicle Registration and Title Services Most treasurer offices accept cash, checks, and credit cards, though cards usually carry a processing fee of around 2 to 3 percent.

What Happens If You Miss the 30 Days

Late registration triggers a penalty of 5 percent of the registration fee, with an additional penalty accruing on the first of each month after that until you complete the registration. The penalty applies whether you bought the vehicle in Iowa or brought one in from another state.8Iowa Administrative Code. 761 IAC 500.13 – Penalty for Late Filing of Vehicle Registration

Getting Money Back If You Sell Mid-Year

Sell or junk a vehicle before the registration year is up and you can claim a prorated refund on the unused months, rounded to the nearest dollar. Two conditions: the unused portion has to be at least $10, and you have to file the claim with your county treasurer within six months of the sale or disposal.9Iowa Legislature.
