How Much Is Title and Registration in Ohio? Fees, Taxes, and E-Check

Titling a vehicle in Ohio costs $18 at the state rate, or $23 in counties that have added a local charge, and annual passenger car registration starts at a $20 base fee before a deputy registrar processing charge is added. On top of those, you’ll owe sales tax on the purchase price at a rate between 6.50% and 8.00% depending on your county, plus any local permissive taxes and situational fees. So the honest answer to how much title and registration cost in Ohio is: the fixed pieces are small, and the variables (sales tax, EV surcharges, local levies) are what move the total.

Title Fees

The statewide certificate of title fee is $18. Some counties have approved a local charge that brings it to $23, so check with your county Clerk of Courts title office before you go.1Ohio.gov. Documents and Fees A duplicate title, for one that’s lost, stolen, or destroyed, costs the same.

The 30-day clock starts on the date of sale or transfer. Dealers usually handle the paperwork for you; in a private sale, the responsibility is entirely yours.

Annual Registration Fees

Ohio’s base license tax under Ohio Revised Code 4503.04 depends on vehicle type:3Ohio Legislative Service Commission. Chapter 4503 – Licensing of Motor Vehicles – Section 4503.04 Schedule of Rates

  • Passenger car: $20
  • Motorcycle, autocycle, or motor scooter: $14
  • Non-commercial truck up to 3/4 ton: $35
  • Non-commercial truck over 3/4 ton, up to 1 ton: $70

A deputy registrar processing fee is added to every transaction, so the amount at the counter will be higher than these base rates. The BMV publishes current totals with the processing fee already included on its fee schedule.1Ohio.gov. Documents and Fees

Hybrid and Electric Vehicle Surcharges

Alternative-fuel vehicles pay an additional annual fee because they contribute less to gas tax revenue:

  • Non-plug-in hybrid: $100
  • Plug-in hybrid: $150
  • Battery electric: $200

These amounts have been in effect since January 1, 2024.4Ohio Legislature. H.B. 13 Fiscal Note and Local Impact Statement The surcharge is charged for each year of the registration period, so a two-year renewal means paying it twice.

Local Permissive Taxes

Counties, municipalities, and townships can each levy their own registration tax on top of the state fee. Each levy is $5 per vehicle, and up to six can be in effect in one taxing district at once, so the local add-on can reach $30 per vehicle per year.5Ohio.gov. Vehicle Registration Permissive Tax FAQs Some areas have none; others stack close to the cap. Your deputy registrar calculates the amount based on your address.

Sales Tax on the Purchase

The biggest cost beyond title and registration is usually sales tax. Ohio’s statewide rate is 5.75%.6Ohio Legislative Service Commission. Ohio Revised Code 5739.02 – Levy of Sales Tax – Purpose – Rate – Exemptions County and transit authority taxes stack on top, and across Ohio’s 88 counties the total ranges from 6.50% to 8.00%.7Ohio.gov. Total State and Local Sales Tax Rates by County On a $25,000 vehicle, the gap between the lowest and highest county rates works out to about $375. You pay the rate for the county where you live, not where the dealership sits. The tax is collected at titling.

Trade-In Credit (New Vehicles Only)

If you’re buying a new vehicle and trading one in, the trade-in allowance is subtracted from the purchase price before sales tax is calculated. On a $30,000 car with a $10,000 trade-in, tax applies to $20,000. Ohio does not allow this deduction on used vehicle purchases; if you’re buying used, sales tax applies to the full price regardless of any trade-in.8Ohio Legislative Service Commission. Transfers That Skip Sales Tax

Not every title transfer triggers sales tax. A vehicle given as a genuine gift between parents and children, or between spouses, can be titled without sales or use tax as long as no payment or other consideration is involved.9Ohio Department of Taxation. Sales Tax for Motor Vehicles, Watercraft, and Aircraft Even a partial payment makes the transfer taxable on the full amount paid.

Inherited vehicles work similarly. A vehicle passing through probate or a transfer-on-death designation can be titled under the inheritance exemption. You’ll still owe the standard title fee, and you’ll need a certified copy of the death certificate along with the original Ohio title and an application for certificate of title.10Ohio.gov. Emissions Testing (E-Check)

Seven counties require a passing emissions test before you can renew registration: Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit.11Ohio EPA. E-Check Outside these counties, there’s no E-Check cost to plan for.

Inside them, the first passing test each year is free, and up to three failing tests within a 365-day period are also free. Starting with the fourth test, each attempt costs $18, paid by buying a voucher at a full-service E-Check station.12Ohio EPA. Testing Information If the title isn’t in your name yet, you’ll also need a voucher for the initial test regardless of prior attempts.

Other Common Counter Fees

  • Plate or registration transfer: $9 to move existing plates to a newly acquired vehicle.1Ohio.gov. Documents and Fees
  • Temporary tag: $23 for a temporary plate while you wait for permanent registration.1Ohio.gov. Documents and Fees
  • Out-of-state VIN inspection: $8 when titling a vehicle previously registered elsewhere.1Ohio.gov. Documents and Fees

Insurance You’ll Need to Register

Ohio won’t register a vehicle without proof of financial responsibility, which for most people means a liability policy meeting the state minimums:

  • Bodily injury: $25,000 per person / $50,000 per accident
  • Property damage: $25,000 per accident

This is often written as 25/50/25 coverage.13Ohio.gov. Mandatory Insurance Bring your insurance card or policy number to the deputy registrar.

Where to Pay

Title transactions and registration happen at different offices. Titles are processed at your county Clerk of Courts title office, with at least one location in every county and satellite offices in many. Registration fees and renewals are handled at deputy registrar agencies. Renewals can also be done online at oplates.com or at a BMV Express self-service kiosk. Cash, check, money order, and credit or debit cards are accepted; card transactions may carry a small convenience fee, and online renewals include a processing fee on top of the standard charges.
