In Florida, you have to be at least 15 to drive a golf cart on public roads. The statute itself sets the floor at 14, but a separate provision requires every driver under 18 to carry a learner’s permit or driver’s license, and Florida won’t issue a learner’s permit until you turn 15 and pass the written exam.1Florida Legislature. Florida Statutes 322.1615 – Learner’s Driver License So 15 is the working answer for anyone asking how old you have to be to drive a golf cart in Florida.
Why the Real Minimum Is 15, Not 14
Florida Statute 316.212 prohibits anyone under 14 from operating a golf cart on public roads. Read on its own, it sounds like a 14-year-old is fine. But the same statute also requires drivers under 18 to have a valid learner’s permit or driver’s license on them while driving.1Florida Legislature. Florida Statutes 316.212 – Operation of Golf Carts on Certain Roadways Florida doesn’t issue a learner’s permit before age 15.2Florida Legislature. Florida Statutes 322.1615 – Learner’s Driver License That leaves 14-year-olds in a gap where nothing bans them by age, but no legal document exists for them to carry, so they can’t comply.
This is a change from the older rule. Before 2023, a 14-year-old could drive a golf cart on designated public roads without any permit at all.
The Private Property Exception
These age and permit rules apply to public roads and streets that a local government has designated for golf cart use. They don’t reach onto private property. On a golf course, inside a gated community’s private roads, or on a large residential lot, the property owner sets the rules. A 12-year-old driving a family golf cart around private land with permission isn’t breaking state law. The moment that same cart crosses onto a public street, the statute takes over.
What a Minor Has to Carry
Meeting the age cutoff isn’t the whole requirement. Once you’re driving a golf cart on public roads, you have to have identification on you:
- Drivers under 18 must carry a valid learner’s permit or driver’s license.
- Drivers 18 and older must carry a valid government-issued photo ID, which can be a driver’s license or a state ID card.1Florida Legislature. Florida Statutes 316.212 – Operation of Golf Carts on Certain Roadways
For a 15-, 16-, or 17-year-old, the learner’s permit is what makes them legal behind the wheel of a golf cart. Getting that permit means passing Florida’s written knowledge exam and vision test. It isn’t a rubber stamp tied to a birthday.
Parent Liability When Your Teenager Drives
If you signed your teenager’s learner’s permit or license application, Florida law holds you financially responsible for damages caused by your child’s negligent or reckless driving. That exposure follows the child onto a golf cart the same way it follows them into a car.
There’s a second layer for anyone who owns the cart. Florida follows the dangerous instrumentality doctrine, and the state’s Supreme Court has specifically applied it to golf carts. If you own the cart and hand the keys to someone else, you’re legally responsible for injuries that driver causes through negligence. Handing keys to an inexperienced minor can also support a negligent entrustment claim, where the argument is that you knew or should have known the driver wasn’t ready to operate the cart safely. One Florida court awarded over $50 million in damages in a case where a relative entrusted a golf cart to a 16-year-old who caused a serious accident.
Standard golf carts used only on private property or designated paths don’t legally require insurance in Florida. Given the liability picture, many owners carry it anyway.
What Happens If an Underage Driver Gets Stopped
Violating the golf cart rules is a noncriminal traffic infraction, but the numbers add up quickly once court costs and surcharges are tacked on. A driver under 18 caught operating a golf cart without a learner’s permit or license faces a total of roughly $506. An adult stopped without a valid photo ID pays about $507.3Florida Highway Safety and Motor Vehicles. Uniform Traffic Citation – Appendix C The base fines look small; the surcharges are what make them sting.
For a family, the practical checklist is short. If the driver is under 18, they need a learner’s permit or license in their pocket every time the cart rolls onto a public road. If they’re 14 or younger, the road is off limits regardless. And local governments can go stricter than the state, so it’s worth checking whether your city or county has posted its own rules on where and when golf carts can operate.1Florida Legislature.
