In California, the fishing license age requirement kicks in at 16. Under Fish and Game Code Section 7145, every person 16 or older who takes any fish, reptile, or amphibian for non-commercial purposes must have a sport fishing license and carry it while fishing.1California Legislative Information. What Anglers Under 16 Still Need
No license doesn’t mean no paperwork. Certain species require a report card regardless of the angler’s age, and a 12-year-old fishing for one of them without the card can be cited just like an adult.
A Steelhead Report Card is required for anyone fishing for steelhead, with no age exemption.3State of California Department of Fish and Wildlife. Bag limits, size limits, seasons, gear restrictions, and stream closures also apply to under-16 anglers. Age exempts you from the license fee, not from the fishing regulations.
Other Ways to Fish Without a License
The age rule isn’t the only exemption. A few situations let anyone fish license-free, and they’re worth knowing because they’re narrower than they sound.
Public Piers in Ocean or Bay Waters
You can fish without a license from a public pier in ocean or bay waters. To qualify, the structure must be connected to the shoreline, offer free and unrestricted public access, and have been built or currently function primarily for fishing. Publicly owned jetties and breakwaters count only if they form the most seaward protective boundary of an ocean harbor.5California Department of Fish and Wildlife. Free Fishing Days

Private Ponds
Property owners and their guests can fish without a license from a pond that is completely enclosed by the owner’s land, sits off-stream, and doesn’t connect to any natural or artificial waterway. What a License Costs at 16

- Annual resident sport fishing license: $64.54, valid 365 days from purchase
- Annual non-resident sport fishing license: $174.14, valid 365 days from purchase
- One-day license: $21.09
- Two-day license: $32.40
- Ten-day non-resident license: $64.54
Annual licenses run 365 days from the purchase date, not on a calendar-year cycle. A license bought in October is good through the following October. The ten-day option is limited to non-residents; one-day and two-day licenses are open to anyone.
Some activities require add-on validations. A second-rod validation costs $20.26 for two rods at once in inland waters, and an ocean enhancement validation costs $7.30 for ocean waters south of Point Arguello in Santa Barbara County.7CA.gov. 2026 Sport Fishing Items and Fees
How to Buy and Carry the License
Licenses are sold online through CDFW’s Online License Sales and Services portal, at licensed agents like sporting goods stores and bait shops, at CDFW license sales offices, and by phone at 1-800-565-1458.8California Department of Fish and Wildlife. First-time buyers are assigned a Get Outdoors ID (GO ID) that appears on all their future licenses. A previously issued GO ID carries forward.
CDFW also offers an official app that displays your license on your phone, and a license shown through the app satisfies the requirement to have it in your possession.10California Department of Fish and Wildlife. CDFW License App Two limits are worth knowing. A screenshot or photo of the license is not valid; it must be shown through the app itself. And report cards and species tags still have to be physical copies.
Penalty for Fishing Without a License at 16 or Older
Fishing without a required license is an infraction. A first offense carries a fine between $100 and $1,000, and a second conviction within five years raises the minimum to $250. If you actually held a valid license but didn’t have it on you, and your fishing was otherwise legal, the court can reduce the fine to $25 once you produce the license.11California Legislative Information.
