Hunter Education Comes Before Any License

Once a student passes, the certificate number attaches to their CDFW customer record permanently, so in later years they buy licenses straight from the account.
Junior License Under 16, Adult License at 16
The main licensing threshold is age 16. Under Fish and Game Code Section 3031, a resident who is 16 or older on July 1 of the license year buys the standard adult license. Anyone under 16 on July 1 buys a junior hunting license at a reduced fee, no matter when in the year they apply.4ca.elaws.us. Age 12 for Deer, Elk, and Antelope
Holding a junior license does not open every species. A hunter must be at least 12 years old to purchase a deer tag or hunt other big game. A junior license holder under 12 can still hunt small game and birds. Upland game birds, rabbits, and squirrels carry no separate age restriction beyond a valid license, and that is where most young hunters begin.
Adult Supervision Under 16
Hunters under 16 must be accompanied and directly supervised in the field by a licensed adult. The supervising person needs a valid California hunting license and must be at least 18. Direct supervision means staying close enough to take immediate control of the firearm if needed. You cannot send an under-16 hunter out with just an older teenager.
The rules loosen at 16. Even a hunter who is still on a junior license because they weren’t yet 16 on July 1 can, at 16 or 17, hunt unaccompanied in certain situations. Firearm Consent for Minors
California generally prohibits minors from possessing firearms, but Penal Code Section 29615 lets a minor possess a firearm while hunting with the consent of a parent or legal guardian. So a young hunter needs parental consent on top of the license, and, if they are under 16, a licensed adult in the field. The parent giving consent doesn’t have to be the one supervising, as long as someone who meets the supervision rule is there.
Migratory Birds and the Duck Stamp Cutoff
Anyone hunting migratory game birds in California needs a free Harvest Information Program (HIP) validation through CDFW’s licensing system.9California Department of Fish and Wildlife. Waterfowl Hunting For waterfowl specifically, hunters 16 and older also need a federal duck stamp from the U.S. Fish and Wildlife Service. Hunters under 16 are exempt from the federal duck stamp, which makes ducks and geese one of the more accessible pursuits for a young hunter with a junior license and HIP validation.
