Minors can still stay at an Airbnb as guests traveling with an adult. The age restriction applies only to the person whose name is on the reservation.
Hosts Can Require You to Be as Old as 25

The minimum applies only to the person making the reservation, not to the ages of anyone traveling with them. A 20-year-old could be blocked from reserving a listing with a 21+ requirement, while a 20-year-old traveling with a 25-year-old who did the booking would be fine.

This is where most confusion happens. A 22-year-old visiting California from out of state will rarely hit this restriction. A 22-year-old trying to book an entire house in their own city for a weekend usually will, unless they have the review history to qualify for the exemption.
California City Rules That Raise the Floor
California has no statewide law setting a minimum age for short-term rental guests beyond the age of majority at 18. Individual cities and counties, however, pass their own short-term rental ordinances, and some include age requirements well above what Airbnb requires. Rancho Mirage, for example, requires the responsible person who signs the short-term rental agreement to be over 30, regardless of what the platform allows.
Not every California city has rules like this, but enough do that you should look up the short-term rental ordinance for the city where you plan to stay. Airbnb requires all guests booking homes to complete identity verification before they can reserve. Verification usually involves submitting a government-issued ID such as a driver’s license, passport, or national identity card, sometimes paired with a selfie for photo matching. A host who has set an age minimum can also check the booking guest’s ID at check-in. Hosts are not supposed to ask guests to send ID copies through Airbnb’s messaging system unless they have a specific legal or compliance reason for collecting it.
What Happens If You Lie About Your Age
Entering a false birthdate or using someone else’s ID is a fast way to lose both the booking and the account. If a host discovers the booking guest doesn’t meet the age requirement, the host can cancel the reservation immediately, even after the guest has arrived. The guest is typically left without lodging and without a refund.
At the platform level, Airbnb can suspend or permanently ban an account for providing false identity information, which shuts off future bookings entirely.
