How to Activate Your EBT Card in Pennsylvania: PIN Setup and Replacement

To activate your EBT card in Pennsylvania, call 1-888-328-7366 (1-888-EBT-PENN) with your 19-digit ACCESS card number in hand and follow the prompts to choose a four-digit PIN. The line is automated, open 24 hours a day, and the card becomes usable the moment your new PIN is confirmed.1Department of Human Services. What to Have Ready Before You Call

Pull out the card and find the 19-digit Primary Account Number on the front. That same number is encoded on the magnetic strip on the back.2Pennsylvania Department of Human Services. 180.7 Pennsylvania EBT ACCESS Card Some older instructions mention a 16-digit number; the current card uses 19. Read all 19 before you dial so you don’t have to restart the call.

Decide on your four-digit PIN before the system prompts you for it. Skip obvious combinations like 1-2-3-4 or four of the same digit. Don’t write the PIN on the card itself, don’t keep it in the same wallet pocket, and never give it to a cashier or anyone else.

Three Ways to Set Your PIN

By Phone

Call 1-888-328-7366 (1-888-EBT-PENN). The automated system asks for your 19-digit card number, then has you enter and confirm a four-digit PIN.2Pennsylvania Department of Human Services. 180.7 Pennsylvania EBT ACCESS Card Once it confirms the PIN, activation is done. Through the ConnectEBT App

Download the ConnectEBT mobile app, register with your card information, and follow the prompts to select your PIN. The app also lets you check your balance and review transactions later. The connectebt.com website offers similar account tools, though it has typically been limited to changing an existing PIN rather than setting one for the first time, so the app or the phone line is the safer choice for a brand-new card.

At Your County Assistance Office

If you’d rather do this in person, your local County Assistance Office has a PIN Select Device you can use at the counter. This is the required option for anyone whose record doesn’t yet include a Social Security Number on file.2Pennsylvania Department of Human Services. 180.7 Pennsylvania EBT ACCESS Card

Confirming the Card Works

After activation, you can confirm the card is live by checking your balance through the same 1-888-328-7366 line, through the ConnectEBT app, or by looking at the receipt from your first purchase, where the remaining balance prints at the bottom. If a transaction is declined and you’re sure the balance is there, the usual causes are a mistyped PIN or a card that was never fully activated; call the number on the back and try the PIN selection prompts again.

If the Card Is Lost, Stolen, or Needs Replacing

Call 1-888-328-7366 right away to freeze the account. Federal consumer protection rules that cap liability on standard debit cards do not apply to EBT, so speed matters more than it would with a bank card.3Consumer Financial Protection Bureau.
