To amend your California CCW permit, file a modification request with the sheriff or police chief who issued your license, submitting proof that matches the change you’re making: a qualification certificate and firearm details to add a handgun, address documentation to report a move, or a certified court document for a name change. Address changes carry a hard deadline. Under Penal Code 26210, you have 10 days in writing after you move to notify your issuing agency.1California Legislative Information. California Penal Code 26210 Everything else can be filed at any point during the life of your permit, but each category has its own paperwork and its own pitfalls.
Changes That Require an Amendment
Penal Code 26215 lets you apply to your licensing authority at any time to modify your license. The common reasons are:
- Adding or removing an authorized handgun. Every pistol you carry has to be individually listed.
- Changing the restrictions or conditions on your license, such as when, where, or how you may carry.
- Updating your legal name after a marriage, divorce, or court order.
Address changes are handled under a separate statute, Penal Code 26210, and come with the 10-day written-notice requirement. That shorter clock, and the risk of losing the license entirely if you move counties, is what makes address amendments the most time-sensitive category.
Reporting an Address Change
Once you notify your agency of a new address in writing, the agency has 10 days to report the change to the Department of Justice, and under Section 26215(b) you get a new license card reflecting the update.1California Legislative Information. California Penal Code 26210
Moving inside the same county is straightforward. The agency updates the record and reissues your card. Moving across county lines is the scenario that catches people. Under Penal Code 26210(d), if your residency in a particular county was the basis for the license, your permit expires 90 days after you move out of that county. You’ll need to apply for a new license from the sheriff or police chief where you now live. The statute says your permit can’t be revoked solely because of the move, but that protection applies only if you haven’t violated any permit conditions and aren’t otherwise prohibited from possessing firearms. If you hold one of the less common open-carry permits (available in counties under 200,000 population), that license is revoked immediately when you move counties.
If a cross-county move is coming, start researching the application process in your new county before moving day. Waiting until after you’ve moved almost guarantees a gap in your carry authorization.
Adding or Removing a Firearm
Your CCW only covers the specific handguns listed on it. Carrying a concealed firearm that isn’t on your license means you don’t have the Penal Code 25400 exemption, and the carry itself becomes a crime.2California Legislative Information. California Penal Code 25400
To add a handgun you’ll provide the make, model, caliber, and serial number. The licensing authority verifies you’re the registered owner through the Department of Justice’s Automated Firearms System.3Legal Information Institute. California Code of Regulations Title 11 Section 4431 If the gun isn’t showing in AFS under your name, the amendment stalls. That hits people whose private-party transfers were never completed, and people trying to add a very recently purchased firearm that hasn’t been entered into the system yet. Pull the serial number off the firearm itself rather than a receipt or box label; a single wrong digit will trigger a mismatch.
Removing a firearm is simpler. You still submit a formal request, but no range qualification is required.
Live-Fire Qualification for a New Firearm
Before you can carry a newly added handgun, you have to pass a live-fire qualification with that specific weapon. Penal Code 26165 requires a demonstration of safe handling and shooting proficiency with each firearm you’re seeking authorization to carry.4California Legislative Information. California Penal Code 26165
The DOJ course of fire uses a standard B-27 silhouette target. You shoot 24 rounds total across three distances (3, 5, and 7 yards), with sequences fired from a combat-ready position and from the holster, including a failure drill at 5 yards. Each hit on the target counts as one point, and you need at least 19 of 24 to pass.5California Department of Justice. Final Text of Proposed Regulations Title 11 Division 5 Chapter 14
A DOJ-certified instructor must run the qualification, and the certificate has to be dated within six months of your amendment submission. Schedule your range time with that six-month window in mind. An expired certificate means starting over.
Documents to Gather
What you submit depends on the type of amendment. Have everything ready before you start, because incomplete packets add weeks.
Adding a Firearm
The make, model, caliber, and serial number of the handgun (verified against the firearm itself), plus your live-fire qualification certificate signed by a DOJ-certified instructor and dated within the past six months.
Address Change
Proof of your new residence. Many agencies ask for two documents from different sources dated within the last 60 days, such as a utility bill plus a bank statement.6Orange County Sheriff’s Department. CCW Licensing – Required Documents A property tax statement or mortgage document also qualifies. Each document has to independently show you living at the claimed address.
Name Change
A certified copy of the marriage certificate, divorce decree, or court order authorizing the change, along with your updated California driver’s license or state ID in the new name.
Where to File and What It Costs
Submission procedures are set by each issuing agency. Many sheriff’s offices and police departments now use online platforms like Permitium, where you upload documents and pay through the portal.7Mono County Sheriff’s Office. CCW – Amendments to Permit Some agencies have stopped accepting paper amendments entirely. Others still want mailed documents or in-person visits. Check the specific requirements on your agency’s website before preparing anything.
There is no single statewide amendment form. The DOJ publishes BOF 4012 for initial and renewal applications, but amendments are handled locally with each agency’s own form or workflow.8California Department of Justice. Forms and Publications
Fees are regulated at the state level and are modest, generally in the $10 to $25 range for a standard modification.9Legal Information Institute. California Code of Regulations Title 11 Section 4006 Online portals take credit cards; mail-in filings usually need a money order or cashier’s check.
How Long It Takes and What You Can Carry Meanwhile
Six to eight weeks is a reasonable baseline for amendment processing. The San Diego County Sheriff’s Office, for instance, estimates roughly that window for modifications.10San Diego County Sheriff. Modifying Your CCW Larger agencies with higher volume often run longer.
Two things to know about the waiting period. Filing an amendment does not extend your expiration date. If your license was set to expire in four months when you file, it still expires in four months, and you’ll need a separate renewal.11California Legislative Information. California Penal Code 26215 And an amendment is not a renewal; the two are separate filings.
While the amendment is pending, your existing permit remains valid for the handguns and conditions already on it. You can’t carry a newly requested firearm until the amended license is physically in your hands. On approval, the agency issues a new card reflecting all current information.
Lost or Stolen Permit Card
Losing your card doesn’t cancel your license, but without it you have no way to prove your carry authorization during a stop. Replacement is a separate process from a standard amendment. Most agencies ask you to file a police report where the loss or theft occurred, then submit a duplicate license application with your California driver’s license or state ID and a copy of the report. Duplicate fees are low, often around $10.12City of Union City. CCW Duplicate License Agencies using online portals typically handle duplicates through the same platform.
When an Amendment Won’t Help
Some changes in your circumstances aren’t amendable. They disqualify you. Under Penal Code 26202 you cannot hold a CCW if you become subject to certain restraining orders, are convicted of specified offenses involving violence or controlled substances, or are found to pose a danger to yourself or others.13California Legislative Information. California Penal Code 26202 A domestic violence restraining order or a DUI conviction, for example, makes you ineligible rather than triggering an amendment. In those cases the agency won’t process a modification; it will begin revocation. The disqualifying criteria cover a broad range of criminal history, substance issues, and court orders, with some lookback periods of five or ten years. If your legal situation has shifted meaningfully since you were licensed, talk to the issuing agency or an attorney before assuming an amendment is all you need.
