How to Apply for a Pennsylvania REAL ID: Documents, Fees, and Steps

To apply for a Pennsylvania REAL ID, gather original documents proving your identity, Social Security number, and Pennsylvania residency, then either order the card online if PennDOT already has your documents on file or bring them in person to a Driver License Center. The card costs a one-time $30 fee on top of your standard license or ID fee.¹ Federal enforcement began May 7, 2025, so a standard Pennsylvania license no longer works at TSA checkpoints or secured federal buildings.²

Check Pre-Verification Before You Do Anything Else

Starting in September 2003, PennDOT began scanning and storing identifying documents when customers first received a learner’s permit, driver’s license, or photo ID. If your first Pennsylvania credential was issued after that date, your documents may already be on file, and you can order your REAL ID online without ever visiting a center.³

Check your status through PennDOT’s Driver and Vehicle Services website. If you’re pre-verified, pay the fees online and the card comes in the mail. If not, you’ll need to gather documents and go in person.⁴

Documents to Bring

Every applicant needs to prove four things: identity, Social Security number, Pennsylvania residency, and any legal name changes. Everything must be an original or a certified copy. Photocopies will be rejected.⁵

Proof of Identity (One Document)

U.S. birth certificate with a raised or embossed seal from a government agency (hospital and souvenir certificates don’t qualify)
Valid, unexpired U.S. passport or passport card
Certificate of Naturalization (Form N-550 or N-570)
Certificate of U.S. Citizenship (Form N-560 or N-561)

U.S. citizens born abroad can use a naturalization or citizenship certificate in place of a birth certificate.⁶

Proof of Social Security Number (One Document)

Bring one document showing your full nine-digit Social Security number under your current legal name. Acceptable options include your Social Security card, a W-2, an SSA-1099 or non-SSA-1099, or a pay stub displaying all nine digits. PennDOT expanded this list in 2023, so the pay stub and non-SSA-1099 options are relatively recent additions.⁷

Proof of Pennsylvania Residency (Two Documents)

You need two separate physical documents showing your current Pennsylvania street address. Electronic documents and P.O. boxes don’t count, and both documents must show the same address. Common options:

Current Pennsylvania driver’s license or photo ID
Vehicle registration card or auto insurance card
Utility bill in your name
Lease agreement or mortgage document
W-2, pay stub, or tax records
Any mail that came through the U.S. postal service

Proof of Name Changes (If Applicable)

If the name on your identity document is different from your current legal name, you have to bridge every step in between. PennDOT accepts certified marriage certificates issued by a county office (such as the Orphans Court or Registrar of Wills), court orders granting a name change, adoption records, or an amended certified birth certificate with a raised seal.⁸

A few common mistakes: commemorative marriage certificates signed by clergy or a justice of the peace are not accepted, and a marriage license is not accepted either because a license is an application to marry rather than proof the marriage occurred. If you’ve changed your name more than once, bring every document in the chain from your birth name to your current name.

If You’re Not a U.S. Citizen

Non-citizens can get a Pennsylvania REAL ID, but the identity documents change. Legal permanent residents can use a valid Permanent Resident Card (Form I-551) or an unexpired foreign passport with a valid U.S. visa and I-94 showing permanent residence. Those with temporary lawful status can use an unexpired Employment Authorization Card (Form I-766 or I-688B) or an unexpired foreign passport with a valid visa and I-94. All immigration documents must show your current legal name.⁹

Non-citizens without a Social Security number provide an original SSA ineligibility letter in place of an SSN document. Residency requirements are the same as for citizens. One difference to plan around: for applicants with temporary immigration status, the REAL ID’s expiration date matches the expiration on your immigration paperwork rather than the standard four-year cycle.

Applying Online

If pre-verification confirms your documents are already in PennDOT’s system, order your REAL ID through the Driver and Vehicle Services online portal. Pay the $30 REAL ID fee plus your standard renewal fee, and the card arrives by mail. No visit needed.¹

Applying in Person

If your documents aren’t on file, take the originals to a PennDOT Driver License Center. Staff will verify and scan them. You’ll give your full legal name, date of birth, Social Security number, residential address, and physical descriptors like height, eye color, and hair color. What you write on the application must match your source documents exactly. Mismatches will get the application kicked back. If you already hold a Pennsylvania driver’s license, have your current license number ready. You can also update your voter registration and organ donor preferences during the same visit.

Same-Day Centers vs. Standard Centers

Where you go affects when you get your card. At a standard Driver License Center, staff verify and scan your documents but don’t print the card on-site. Your REAL ID arrives by mail within 15 business days.⁶ The temporary paper receipt from a standard center is not accepted by the TSA to board a flight, so if you’re flying before the card arrives, bring a passport or another federally accepted ID.¹⁰

Same-Day REAL ID Centers print and hand you the physical card during your visit. PennDOT lists Same-Day locations on its website; if you’re traveling soon, use one of those.¹

What It Costs

The REAL ID is a one-time $30 add-on to whatever standard fee applies to your transaction. A four-year non-commercial driver’s license renewal is $39.50, so combining the two comes to $69.50.¹¹ Your first REAL ID stays valid for the remaining time on your current license plus an additional four years, so any time you’ve already paid for isn’t lost.¹

Driver License Centers accept debit cards, credit cards, checks, and money orders made payable to the Commonwealth of Pennsylvania. Cash is not accepted.¹²

Under Act 131 of 2020, individuals experiencing homelessness qualify for a free standard photo ID card by completing Form DL-54H at a Driver License Center. The $30 REAL ID fee itself cannot be waived.¹³

Do You Actually Need One?

A REAL ID isn’t the only way through a TSA checkpoint. A valid U.S. passport or passport card, a U.S. military ID, a Permanent Resident Card, and trusted traveler cards like Global Entry, NEXUS, and SENTRI are all accepted.¹⁰ If you already carry a passport and don’t need federal ID for any other reason, you can skip the REAL ID and keep a standard Pennsylvania license. REAL ID remains optional in Pennsylvania; standard licenses are still issued for residents who don’t want one.
