To apply for a Texas learner’s permit, a teen between 15 and 17 needs to finish the first classroom portion of a state-approved driver education course, gather proof of identity, residency, Social Security number, and school enrollment, then book an appointment at a Department of Public Safety office where a parent or guardian signs the application in person and the applicant passes a vision and written knowledge test. The fee is $16, and you leave the office the same day with a temporary paper permit.1Department of Public Safety. Driver License Fees
Adults 18 and older skip the learner permit entirely and apply directly for a full license. Everything below is for teen applicants.
Confirm You’re Eligible
You can apply once you turn 15. Before DPS will issue the permit, you need to be a Texas resident, be enrolled in school (or have graduated or earned a GED), and have a parent or legal guardian willing to sign your application and be present at the office when you apply.2Department of Public Safety. Finish the Required Driver Education Hours First
You can’t walk into DPS cold. Texas requires you to complete classroom driver education through one of three approved paths before the permit is issued: a licensed driving school, your public school if it offers the course, or the parent-taught program, where a parent, stepparent, grandparent, or legal guardian serves as the instructor.3Texas Department of Licensing and Regulation. Parent-Taught Driver Education Guide
How many hours you need before applying depends on the scheduling method. The concurrent method lets you apply after six classroom hours and complete the remaining hours alongside behind-the-wheel practice. The block method requires all 32 classroom hours up front. You can start the classroom work at 14, but DPS won’t issue the permit until you turn 15.3Texas Department of Licensing and Regulation. Parent-Taught Driver Education Guide
Gather Your Documents
DPS uses a tiered verification system, and showing up a document short means a second trip. Pull everything together before you book.
Proof of Identity
There are three accepted combinations. The simplest is one primary document, such as a valid U.S. passport. You can also bring two secondary documents, such as an original or certified birth certificate. The third option is one secondary document plus two supporting documents like a Social Security card and a school ID.4Department of Public Safety. Identification Requirements
If the name on your birth certificate doesn’t match the name you use now, bring documentation that links the two. A marriage certificate covers a change from marriage; otherwise, you’ll typically need a court order showing the legal name change.
Proof of Texas Residency
Bring two separate documents showing a Texas address, such as utility bills, a lease, or bank statements. As a minor, you can use your parent or guardian’s documents.2Department of Public Safety. Texas Learners License as a Teen
Social Security Number
Bring the actual Social Security card, or an official document that displays the number, such as a W-2 or 1099.4Department of Public Safety. Identification Requirements
Verification of Enrollment and Attendance (VOE)
Your school’s office issues this form. It’s valid for 30 days from the date of issue, with one exception: forms issued between June and August stay valid for 90 days. If it expires before your DPS visit, get a new one. If you’ve graduated or earned a GED, bring that documentation in its place.2Department of Public Safety. Texas Learners License as a Teen
Driver Education Certificate
Bring the certificate showing you’ve completed the classroom hours required for your method: six for concurrent, 32 for block.
Book Your DPS Appointment
Schedule online at txdpsscheduler.com. The system asks a few questions to route you to the right appointment type and then shows available dates by location.5Department of Public Safety. Driver License Services – Appointments Offices in larger metros fill up fast, so check more than one location if your first choice has nothing soon. Your parent or guardian has to come with you and sign the application in person.
What Happens at the Office
You hand over your documents, complete the application, and take two tests.
The vision screening happens on the spot. You need at least 20/40 in each eye and both eyes together to pass without a corrective-lenses restriction.6Cornell Law Institute. 37 Texas Administrative Code 15.51 – Vision Tests
The written knowledge test covers Texas traffic laws, road signs, and safe driving. You need 70% to pass. The Texas Driver Handbook is the study source; right-of-way rules and sign meanings are where most people lose points.
After you pass, DPS takes your fingerprints and photo and collects the $16 non-refundable application fee.1Department of Public Safety. Driver License Fees You walk out with a temporary paper permit the same day, and the permanent card arrives by mail.
Rules While Driving on the Permit
A learner permit isn’t a regular license, and the restrictions are enforced.
- A licensed driver at least 21 years old, with at least one year of driving experience, must sit in the front passenger seat whenever you drive. Texas law also makes it an offense for that supervisor to sleep, be intoxicated, or do anything else that keeps them from watching the road.7Texas Public Law. Texas Transportation Code Section 521.222 – Learner License
- All cell phone use is banned while you drive, hands-free included. The only exception is calling 911.2Department of Public Safety. Texas Learners License as a Teen

What Comes Next
You must hold the learner permit for at least six months before you can apply for a provisional license, which is the first license that lets you drive independently.2Department of Public Safety. Texas Learners License as a Teen
During those six months, log at least 30 hours of supervised behind-the-wheel practice, including a minimum of 10 hours at night, with a licensed driver 21 or older in the vehicle.8Department of Public Safety. Texas Provisional License as a Teen Before the driving skills test, you also need to complete the free online Impact Texas Teen Drivers course. The certificate is only valid for 90 days, so don’t take it too early; if you don’t pass the driving test within that window, you’ll have to retake the course.9Impact Texas Teen Drivers. FAQs
