How to Apply for a USDOT Number in New York

To apply for a USDOT number in New York, file a free application through the Federal Motor Carrier Safety Administration’s Unified Registration System at portal.fmcsa.dot.gov, selecting “intrastate” as your operation type if you only run within the state. Most applicants receive their number immediately after submitting. New York requires even purely intrastate commercial carriers to hold a USDOT number, so you need one whether you cross state lines or never leave the five boroughs.1Federal Motor Carrier Safety Administration. Do I Need a USDOT Number?

Do You Actually Need a USDOT Number

Federal rules require a USDOT number for any vehicle used in commerce that meets any one of these thresholds:

  • A gross vehicle weight rating or gross combination weight rating of 10,001 pounds or more
  • Designed or used to carry more than 8 passengers, including the driver, when compensation is involved
  • Designed or used to carry more than 15 passengers, including the driver, with no compensation involved
  • Any vehicle transporting hazardous materials in quantities requiring placarding

Those thresholds come from the federal definition of a commercial motor vehicle.2eCFR. 49 CFR 390.5 – Definitions New York goes further: if you operate a truck for business purposes with a GVWR or GCWR of 10,001 pounds or more, you need a USDOT number even if you never leave the state.3New York State Department of Transportation. One point of confusion worth clearing up before you start: there is no separate “NYSDOT number.” New York once processed these at the state level, but NYSDOT can no longer issue new USDOT numbers. Every applicant now registers directly through the federal portal.3New York State Department of Transportation. Registration and Licensing for Truck and Motor Carriers

What to Gather Before You Apply

The online system does not let you save a partial application and come back later, so pull everything together first:

  • Legal business name, any DBA, physical address, and mailing address
  • Your Employer Identification Number, or Social Security Number if you are a sole proprietor
  • Whether you are a for-hire carrier (hauling other people’s goods for pay) or a private carrier (hauling your own goods), plus the type of cargo
  • Number of commercial vehicles, each vehicle’s type, and each vehicle’s gross weight rating
  • How many drivers you employ or plan to employ

The FMCSA’s MCS-150 form lists every field you will encounter, and reading its instructions in advance is the easiest way to avoid hunting for numbers mid-application.4Federal Motor Carrier Safety Administration. Form MCS-150 and Instructions – Motor Carrier Identification Report

Filing Through the FMCSA Portal

All USDOT applications now flow through the Unified Registration System.5Federal Motor Carrier Safety Administration. Unified Registration System The process has four steps.

First, create a Login.gov account and pass identity verification. FMCSA now requires identity proofing for every new registrant.6Federal Motor Carrier Safety Administration. FMCSA Registration

Second, complete the application. The system walks you through business information, operation type, cargo classification, and fleet data. For New York intrastate-only operations, select “intrastate” when prompted about the type of commerce.

Third, provide a valid credit card as your electronic signature. There is no charge for an intrastate USDOT number, but the card is still required.3New York State Department of Transportation. Registration and Licensing for Truck and Motor Carriers

Fourth, submit. Most applicants get their USDOT number on the spot and can print the confirmation immediately.

What You Still Need Before You Can Haul

Having the number does not mean you can start driving commercially. Depending on what you plan to do, several other pieces have to be in place.

New York Intrastate Operating Authority

If you plan to haul property for hire within New York, you need state intrastate operating authority on top of your USDOT number. The USDOT number must already be issued before you apply. New York no longer accepts paper applications; everything goes through the Carrier Certification System using a NY.gov ID. Starting operations before your certificate is issued can trigger denial of your application along with civil or criminal penalties.3New York State Department of Transportation. Registration and Licensing for Truck and Motor Carriers

Each vehicle running under intrastate property authority also needs a New York State Intrastate Vehicle Identification Receipt, which costs $10 per vehicle and must be renewed annually.3New York State Department of Transportation. Registration and Licensing for Truck and Motor Carriers

Federal MC Number for Interstate For-Hire Work

A USDOT number alone does not authorize interstate for-hire hauling. You also need a Motor Carrier (MC) number, filed through the same FMCSA portal. Each type of operating authority costs a non-refundable $300 filing fee; applying for multiple types at once means $300 per type.7Federal Motor Carrier Safety Administration. What Is the Cost for Obtaining Operating Authority? Processing a complete application for long-haul authority runs roughly four to six weeks, which includes a 10-day protest period after FMCSA publishes the application.8Federal Motor Carrier Safety Administration. Insurance and a Process Agent

For-hire property carriers must file proof of minimum liability insurance before they can operate. Vehicles under 10,001 pounds GVWR require $300,000 in bodily injury and property damage coverage; vehicles at 10,001 pounds or more require $750,000. Hazmat carriers face higher thresholds.9Federal Motor Carrier Safety Administration. Insurance Filing Requirements

For-hire carriers also file a BOC-3 form designating a process agent in every state where they operate. The agent accepts legal documents on your behalf, must physically reside in the state covered, and cannot use a P.O. box. Only a process agent can file the BOC-3 with FMCSA, so most carriers hire a commercial service that covers all states for an annual fee of roughly $30 to $75.10Federal Motor Carrier Safety Administration. Form BOC-3 – Designation of Agents for Service of Process

Markings on the Vehicle

Federal rules require every self-propelled commercial vehicle to display the operating carrier’s legal or trade name and USDOT number on both sides, in a color that contrasts sharply with the background, legible during daylight from 50 feet away while the vehicle is stationary. If a name other than the operating carrier appears on the vehicle, add “operated by” before the carrier’s name and USDOT number. Magnetic signs are acceptable as long as they stay in place whenever the vehicle is being operated commercially.11eCFR. 49 CFR 390.21 – Marking of Self-Propelled CMVs and Intermodal Equipment

The 18-Month New Entrant Period

Every new motor carrier enters an 18-month monitoring window after receiving its USDOT number. FMCSA conducts a safety audit within the first 12 months, tracks roadside inspection performance, and checks that you are keeping proper records and maintaining vehicles.12Federal Motor Carrier Safety Administration. New Entrant Safety Assurance Program

This is where new carriers run into trouble more than anywhere else. Fail the safety audit and you get a list of corrective actions with a deadline. Miss that deadline and your USDOT registration is revoked, not suspended, meaning you start the entire application process over. Keeping driver qualification files organized and inspection records clean from day one makes the audit far less stressful.

Keeping the Number Active

Every USDOT number holder files a biennial update with FMCSA every two years. Your filing month is set by the last digit of your USDOT number, and whether you file in odd or even years is set by the next-to-last digit.13eCFR. 49 CFR 390.19 – Motor Carrier Identification Reports The update is free and filed through the FMCSA portal. You should also update your registration any time your legal name, address, or other details change; FMCSA does not fix a day count but expects timely updates.14Federal Motor Carrier Safety Administration. Updating Your Registration or Authority

Miss the biennial update and FMCSA deactivates your USDOT number, with civil penalties of up to $1,000 per day capped at $10,000. A deactivated number means you are legally prohibited from operating any commercial vehicle until you bring the filing current.14Federal Motor Carrier Safety Administration.
