If your car is outside the Chicago-area emissions testing zone when renewal comes due, you can apply for an Illinois emissions extension online through the Illinois AirTeam website at illinoisairteam.net. The form most people need is the Out of Area Exemption. If the vehicle is sitting in another state or county that runs its own emissions program, you use a different online path called Out of State Compliance instead.1Illinois Air Team. Pick the Right Online Application
Three different requests live on the AirTeam site, and choosing the wrong one is the most common reason an application gets denied.
The Out of Area Exemption is for a vehicle that is located and primarily used outside the Illinois testing area, in a state or county where no emissions testing is available. The Illinois EPA can issue an annual exemption certificate without inspection when it determines the vehicle meets that description.2Illinois General Assembly. 625 ILCS 5/13C-15 A college student who took the car out of state, or a worker on a long assignment somewhere without a program, is the typical case.
Out of State Compliance is the right form if the vehicle is somewhere that does require emissions testing. Illinois will accept proof that your car passed inspection, received a waiver, or otherwise complied with the testing requirements in the jurisdiction where it is currently located. The documentation cannot be dated more than four months before your Illinois test-by date.3Illinois Air Team. Out of State Compliance
The Economic Hardship Extension is a separate request for vehicles that already failed the test but whose owners cannot afford the repairs. It gives a one-year window to fix the car and either retest or qualify for a waiver.1Illinois Air Team. Waivers, Exemptions and Extensions People searching for an “emissions extension” sometimes land here by mistake. It has nothing to do with being out of the area.
What To Have Ready Before You Start
The online form is short, but you’ll stall out without a few pieces of information in front of you.
- Your full 17-character VIN. The test notice postcard the Illinois EPA mails replaces the last three digits with asterisks for privacy, so don’t copy from it. Pull the VIN from the dashboard plate or your registration card.3Illinois Air Team. Out of State Compliance
- Your license plate number.
- The Registration ID or PIN from the Secretary of State renewal notice.
- Supporting documentation. For an Out of Area Exemption, that means something showing the vehicle is located outside the testing area in a jurisdiction without emissions testing. For Out of State Compliance, it means proof of a passing test (or waiver) from that other state, dated within the four-month window.
Submitting Through AirTeam
Go to illinoisairteam.net and open the section for waivers, exemptions, and extensions. Select the application type that matches your situation, fill in the vehicle and registration details, upload your supporting documents, and submit. When you apply electronically there is no separate paper application to complete and mail.3Illinois Air Team. Out of State Compliance
Once the exemption is approved, you can renew your license plate stickers through the Secretary of State online or in person. The exemption covers the current registration period and keeps the vehicle legally registered while it is away from the testing area.
Timing and Why You Shouldn’t Wait
The Illinois EPA mails a test notice roughly four months before your plate expiration. That is the only notice from the EPA. The Secretary of State then sends a renewal notice about 45 days out that reminds you about the emissions requirement.4Illinois.gov. Enforcement is tied directly to your plates. The Secretary of State will not renew the registration until the vehicle has met the emissions test requirement, so you cannot just pay a fine and keep driving.4Illinois.gov. Vehicles That Don’t Need Any Of This
Some vehicles never need an extension because they’re not subject to testing in the first place. Diesel and electric vehicles, motorcycles, antique and street rod vehicles, anything from model year 1967 or earlier, farm vehicles, and vehicles used exclusively for parades or ceremonial purposes by veterans, fraternal, or civic organizations are all exempt by statute.2Illinois General Assembly. 625 ILCS 5/13C-15 Gasoline passenger vehicles from model year 1996 and newer get their first test at four years old, so a 2022 model is first due in 2026.5Illinois Air Team.
