How to Apply for an LVN License in California

To apply for an LVN license in California, you complete an approved vocational nursing program (or qualify through equivalent experience or an out-of-state license), submit an application and fingerprints to the Board of Vocational Nursing and Psychiatric Technicians (BVNPT), and pass the NCLEX-PN examination. Budget around $850 or more in combined fees, and expect the full process to take anywhere from a few weeks to roughly six months depending on your pathway.

Basic Eligibility

You must be at least 17 years old and have completed the 12th grade or its equivalent.¹ Beyond that, you have to qualify through one of the BVNPT’s approved pathways, which is determined by where and how you got your nursing education or experience.

Choose Your Pathway

The route that applies to you drives which forms you file, who files them, what they cost, and how long you wait.

Graduated From a California Vocational Nursing Program

This is the most common path and the fastest. You do not submit your own application. Your program director sends it to the BVNPT on your behalf, so coordinate with the school’s nursing director about forms and timing.² The evaluation fee is also lower than for out-of-state applicants.

Graduated From an Out-of-State Program

If your practical or vocational nursing program was in another state and approved by that state’s board of nursing, you apply individually under the equivalency/non-California school category.¹ Official transcripts have to come to the BVNPT directly from the school; transcripts you hand over yourself will likely be rejected.

Equivalent Paid Nursing Experience

You can qualify without a vocational nursing degree if you have 51 months of paid bedside nursing in an acute care facility, verified skill competency, and 54 theory hours of pharmacology.² The BVNPT sends verification forms directly to your employer, and the employer has to send them back directly. If you have some formal nursing education, submit those transcripts too; the Board may give you credit toward the experience requirement.

Endorsement From Another State

Already hold a current practical or vocational nursing license somewhere else in the U.S.? You can apply by endorsement and skip the exam, as long as you passed the NCLEX or the older National League for Nursing SBTPE with a score meeting California’s minimum.³ Foreign licensing exams don’t qualify unless the country used one of those two specific tests.

One thing to know if you’re coming from a compact state: California is not a member of the Nurse Licensure Compact.⁴ A multistate license does not let you practice here. You still need a California license.

What It Costs

The fees stack up quickly because they’re split among the BVNPT, the testing company, and the fingerprinting agencies.

Application/exam evaluation fee: $300 for California school graduates, $330 for out-of-state and equivalency applicants.⁵
Initial license fee: $300, paid after you pass the exam.⁵
NCLEX-PN registration: $200, paid directly to the National Council of State Boards of Nursing.⁵
Fingerprint processing: $32 for the Department of Justice, $17 for the FBI, plus a rolling fee of roughly $5 to $25 charged by the Live Scan operator.⁵

A California school graduate should expect somewhere around $854 to $874 total. Out-of-state or equivalency applicants pay about $30 more because of the higher evaluation fee. Live Scan fees are due at the time of fingerprinting. BVNPT fees can go on a credit card if you apply online.

Documents and Fingerprints

Have everything ready before you file. Incomplete applications don’t move; the Board contacts you for missing items, and weeks disappear.

Completed application forms from the BVNPT website (California school graduates get theirs through the program director).
Official transcripts sent directly from your nursing school.
Proof of 12th grade completion or equivalent, unless a military pathway waives it.¹
Fingerprint forms.

Every applicant has to be fingerprinted for a criminal history background check, and the prints stay on file with the California Department of Justice, which reports any future convictions to the BVNPT on an ongoing basis.⁶ Two methods are available:

Live Scan is the recommended option. Download the Request for Live Scan Service form from the BVNPT website and take it to any Live Scan location. Results typically reach the Board in one to two weeks.
Manual fingerprint cards are for people who can’t access Live Scan. Processing takes one to two months.⁶

Get fingerprinted early. Your license won’t be issued until the BVNPT receives your criminal history report and finishes its review, and delays at the DOJ or FBI can push everything back even when the rest of your file is in order.

If You Have a Criminal Record

A conviction does not automatically disqualify you. If you meet the education or experience requirements, the BVNPT allows you to apply and sit for the exam, but the Board makes its final licensure decision only after you pass. Being allowed to test is not an approval.⁷ The Board evaluates each case, looking at whether the conviction is substantially related to LVN duties and any evidence of rehabilitation. If it denies your application, you get a written Statement of Reasons and have 60 days to request an administrative hearing. The Board will not give you an advance opinion on how it will treat a particular conviction.

Submitting the Application

California school graduates: your program director submits for you.² Everyone else can file by mail to the BVNPT or online through the Department of Consumer Affairs BreEZe portal. Online is generally faster and lets you pay by card. Whichever route you use, make sure every field is filled in and every required document is attached. Incomplete submissions are the single most common reason applications stall.

How Long It Takes

Processing times vary sharply by pathway. As of mid-2025, the BVNPT’s target windows are:

California school graduates, exam pathway: 4 to 6 weeks⁸
Equivalency applicants, exam pathway: 26 weeks⁸
Endorsement applicants: 3 to 4 weeks⁸
NCLEX-PN results processing: 3 to 4 weeks⁸
Initial license issuance after you pass: 3 to 4 weeks⁸

The 26 weeks for equivalency applicants catches people off guard. If you’re qualifying through work experience, plan for roughly six months of waiting before you even reach the exam. Check your status through the BreEZe online portal rather than calling; the BVNPT warns that contacting the Board about your status while still inside the published timeframe can actually cause delays.⁸

The NCLEX-PN Exam

The National Council Licensure Examination for Practical Nurses is the licensing exam required for California LVNs on every pathway except endorsement.¹ A passing score on the registered nurse version does not count.

It’s a computer-adaptive test. The number of questions you see depends on how you’re performing, and there is no fixed passing percentage; the exam measures whether your ability meets the minimum standard for safe entry-level practice.⁹ Expect scenario-based questions alongside traditional ones, including three case study item sets designed to measure clinical judgment.

Once the BVNPT reviews your application and finds you eligible, you’ll get written notification to register. Registration is with Pearson VUE, the testing company, and costs $200. You then receive an Authorization to Test with scheduling instructions for a Pearson VUE testing center. Results go to both you and the BVNPT.

If you don’t pass, you can retake the NCLEX-PN up to eight times a year with a minimum 45-day wait between attempts. Each retake means a new application to the BVNPT plus another $200 NCLEX registration fee.¹⁰

After You’re Licensed

An LVN in California provides basic bedside nursing care under the direction of a physician or registered nurse: measuring vital signs, performing basic patient assessments, giving prescribed medications, carrying out ordered treatments, and documenting care.¹¹ Starting non-medicated IV therapy and drawing blood require a separate BVNPT certification beyond the standard LVN license.

Your license has to be renewed every two years, with 30 hours of continuing education per cycle to keep it active.¹² The 30-hour CE requirement is waived for your first renewal after initial licensure. A $5 education fund fee is added to each renewal on top of the standard renewal fee. If you don’t need to practice, you can request an inactive license, which has no CE requirement. Don’t let it lapse for four years, though: at that point the license expires permanently, and getting back in means a new application and retaking the exam.²
