How to Apply for Cash Aid in Los Angeles County

To apply for cash aid in Los Angeles County, you file a single intake form (the SAWS 1) with the Department of Public Social Services and ask for either CalWORKs if you have children in the home or General Relief if you’re a single adult or childless couple. A family of three on CalWORKs receives roughly $1,175 per month; a single adult on General Relief receives $221.1Los Angeles County Department of Public Social Services. General Relief You can submit online through BenefitsCal, by mail, or in person at any DPSS district office, and if you’re in a crisis you can request an immediate need payment of up to $200 that must be decided within one business day.2Los Angeles County Department of Public Social Services. Which Program You Should Apply For

CalWORKs is the family program. It covers households with at least one child who has been deprived of parental support because a parent is absent, disabled, deceased, or unemployed.3California Department of Social Services. California Work Opportunity and Responsibility to Kids (CalWORKs) You must live in Los Angeles County, be a U.S. citizen or have legal immigration status, and fall under the income and resource limits. For a family of three in 2026, the Tier Two income reporting threshold is $2,888 per month. The grant runs about $1,175 for non-exempt households and about $1,314 for exempt households, and the state adjusts those figures periodically, so confirm the current number with DPSS when you file.

General Relief is the county’s safety net for adults who don’t qualify for CalWORKs or federal aid. California law requires every county to support indigent residents with no other means of survival.4California Legislative Information. California Code WIC 17000 – County Aid and Relief to Indigents In LA County the grant is $221 a month for an individual and $375 for a couple. Eligibility is tight: your monthly net income must be below the grant amount, and at the moment you apply you can have no more than $50 in cash or in bank accounts. The program is funded entirely by the county, which is why the benefit sits well below CalWORKs.

You apply for both through the same office and the same intake form. If you aren’t sure which fits, start the application and let the eligibility worker route you.

Documents to Gather Before You Start

Pulling these together up front keeps your case from stalling at the verification step:

  • Social Security numbers for every household member seeking aid. If someone’s SSN is still pending, proof of the pending application works.5California Department of Social Services. CalWORKs and CalFresh Program – Important Information Regarding Social Security Administration Changes
  • Proof of income: recent pay stubs, a profit and loss statement if you’re self-employed, or an unemployment benefit letter.
  • Housing costs: rent receipts, a mortgage statement, or a letter from whoever you live with explaining the arrangement.
  • Bank statements for all checking and savings accounts.
  • Photo ID for each adult applicant (driver’s license, state ID, or equivalent).
  • Immigration documents if applicable: permanent resident card, work permit, or asylum documentation.

The intake document itself is the SAWS 1, a single form that opens the door to CalWORKs, CalFresh, and Medi-Cal. To start a cash aid case, you only need to complete questions 1 through 5 and sign it.6California Department of Social Services. SAWS 1 – Initial Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs The deeper questions about household composition, property, and finances come on the SAWS 2 Plus, which the worker will walk through during your interview. You can also request the paper SAWS 2 Plus and fill it out ahead of time if you’d rather.

Three Ways to Submit Your Application

All three carry equal weight with the county. Use whichever fits your situation.

Online Through BenefitsCal

This is the fastest route. BenefitsCal lets you complete the application and upload supporting documents (pay stubs, bank statements, ID scans) as images, PDFs, or Word files up to 8 MB each.7BenefitsCal. Ready to Upload a Document? Here’s How It Works The system issues a confirmation receipt once you submit. The older YourBenefitsNow portal now redirects to BenefitsCal, so don’t waste time looking for a separate site.8Los Angeles County Department of Public Social Services. BenefitsCal

In Person at a DPSS District Office

DPSS runs district offices across the county, from Belvedere to Compton to the Civic Center. Hand your completed packet to the front desk or drop it in the box outside the main entrance, which staff empty daily. The DPSS website lists the office closest to you.

By Mail

Send the completed forms and copies of your supporting documents by U.S. mail. Certified mail gives you a delivery receipt, which matters because the date DPSS receives your application generally sets the start date for any benefits.

If You Have an Emergency

If you’re facing eviction, have no food, or are dealing with a utility shutoff, don’t wait for the full case to be processed. CalWORKs applicants can request an immediate need payment of up to $200, and DPSS must decide eligibility within one business day of the request.2Los Angeles County Department of Public Social Services. CalWORKs 40-129 Immediate Need

To qualify, your family has to appear eligible for CalWORKs, have less than $100 in liquid resources, and face a need that can’t be resolved through CalFresh or community resources. The payment is an advance on your grant, not an extra benefit. If the emergency is an eviction specifically, you may instead receive your full CalWORKs grant on an expedited basis within three working days. A second immediate need payment is possible the following month if the case still isn’t approved and the emergency continues, but the combined total of the two payments can’t exceed $200. Only applicants in the intake process can request these payments; current recipients can’t.

What Happens After You Submit

DPSS will schedule a mandatory eligibility interview, usually by phone, though you can ask for in-person at a district office. The worker reviews your finances, confirms who’s in the household, and asks about any barriers to employment. Have your documents in front of you.

The county has 45 calendar days from the date it receives your CalWORKs application to approve it, deny it, or issue a notice explaining the decision.9California Department of Social Services. Application Processing Time Frame Requirements General Relief decisions often come faster, sometimes within days. If you asked for an immediate need payment, the full case must be approved within 15 working days of that request.2Los Angeles County Department of Public Social Services. CalWORKs 40-129 Immediate Need

The decision comes as a Notice of Action: a formal letter stating whether you were approved or denied, the benefit amount, and the reasoning.10Los Angeles County Department of Public Social Services. CalFresh 63-504.2 Notices of Action Read it closely. Any appeal deadline runs from the date you receive it.

Approved benefits load onto a Golden State Advantage EBT card mailed to your address. You can withdraw cash at most California ATMs and use it at authorized retailers nationwide, including Puerto Rico, the Virgin Islands, and Guam.11California Department of Social Services. Electronic Benefits Transfer (EBT) Card You set a PIN when you activate the card. If you’re also approved for CalFresh, both benefits share the same card.

If Your Application Is Denied

You have the right to a state hearing. The request must reach the state within 90 days of your receiving the Notice of Action, though sooner is better.12California Department of Social Services. State Hearing Requests Three ways to file:

  • Online through the CDSS appeal portal at acms.dss.ca.gov.
  • By phone to the State Hearings Division at (800) 743-8525.
  • In writing, using the hearing request form on the back of the Notice of Action or a letter explaining why the county’s action was wrong, mailed to the county welfare department or directly to the State Hearings Division in Sacramento.

One timing point most applicants miss. If you file the hearing request before the county’s action actually takes effect, your cash aid continues at the current level while you wait for the decision. This is called aid paid pending.13California Department of Social Services. Public Appeal Request – ACMS If the hearing goes against you, you’ll have to repay whatever extra you received during the appeal.

Keeping Your Case Honest and Current

What you tell DPSS on the application and on later reports is sworn information. Under California law, obtaining aid through false statements or fraudulent means is a crime, with penalties that can reach 20 years imprisonment, fines up to $250,000, mandatory repayment, and disqualification from future aid.14California Legislative Information. California Code Welfare and Institutions Code WIC 11483 For discrepancies involving less than $2,000 in unreported income or resources, the county may pursue restitution rather than criminal charges. Honest mistakes are treated differently from fraud; if you catch an error after submitting, contact your caseworker right away.

Once you’re approved for CalWORKs, you file a Semi-Annual Report (SAR 7) every six months covering any changes to income, household, address, employment, or assets.15California Department of Social Services. SAR 7 Eligibility Status Report Sign it after the last day of the report month and return it by the 5th of the following month. Between filings, if your earnings cross the income reporting threshold ($2,888 for a family of three in 2026), you have 10 days to tell DPSS. General Relief has its own redetermination interviews on a similar rhythm.
