To apply for DOLA rental assistance in Colorado, you submit a pre-application to the Colorado Emergency Rental Assistance (CERA) program during a monthly window, then wait for a random drawing; if selected, you have about a week to upload a full application and supporting documents. The program is run by the Division of Housing inside the Department of Local Affairs and can pay up to seven months of rent or $10,000, whichever is less, directly to your landlord.1Division of Housing. Who Qualifies for CERA
Your household income has to sit at or below 60% of the Area Median Income for the county where you live. AMI changes by county, so the dollar cutoff that qualifies a family in one part of Colorado may not qualify the same family somewhere else; DOLA publishes updated county figures each year.2Division of Housing. You also need to be a current Colorado resident and show documented housing instability. In practice that means producing at least one of these:
- A demand for rent from your landlord
- A court summons or eviction notice
- A stipulation agreement, writ of restitution, or sheriff’s notice
- Mediation documentation related to your tenancy
These papers do double duty: they prove the risk is real and they qualify you to enter the random selection pools.1Division of Housing. Colorado Emergency Rental Assistance
One disqualifier catches people off guard. You cannot receive CERA for months another government source has already covered. If a city grant paid your April rent, CERA will not pay April again. Reviewers check for overlapping benefits during the review.
Documents to Have Ready Before You Apply
Pull everything together before a window opens. Once you are selected, the clock to finish the full application runs roughly a week, and hunting for paperwork during that stretch is the most common way applicants lose their place.
You need government-issued ID for the primary applicant. For income, you can use your most recent tax return (with W-2s) or one month of current income documentation from the month before you apply, which typically means 30 days of pay stubs or an unemployment letter showing the gross benefit amount.4Colorado Judicial Branch. You need a signed lease to prove you’re legally obligated to pay the rent, plus your landlord’s email and phone number so the agency can verify the debt and send payment. On the application itself, report gross household income before taxes and deductions, and make sure the figure matches your pay stubs. For the amount owed, use the exact balance from your most recent tenant ledger, including any late fees or utility charges the lease allows. If your landlord doesn’t keep a formal ledger, a written month-by-month breakdown of arrears from the landlord is generally accepted.
Be accurate. The information you provide is checked against other federal, state, local, and private records, and knowingly submitting false income, residency, or household details can lead to repayment, fines, and permanent disqualification from housing assistance.5U.S. Department of Housing and Urban Development Office of Inspector General. How the Application Process Works
CERA is not first-come, first-served. It runs on two random selection tracks, and understanding that changes how you should approach it.
Monthly Random Selection
A pre-application window opens for a few days each month. You submit a short pre-application and upload the required documents during that window. Everyone who applies has an equal chance; the first day gives you no edge over the last.6Division of Housing. Monthly Random Selection Information
When the window closes, a drawing takes place. You get an email telling you whether you were picked. Selected applicants receive an invitation to complete the full application and have roughly a week to finish it. Only one application per household is allowed per pre-application period, and landlords cannot apply on your behalf.6Division of Housing. Monthly Random Selection Information
Daily Random Selection
A second track, the Daily Random Selection, offers another route in. If you aren’t drawn in the monthly process, the daily option gives you more chances without waiting for the next monthly window. Details on how to enter are posted on DOLA’s “How to Apply for CERA” page.7Division of Housing. How to Apply for CERA
After You’re Selected
Once your full application is in, a case manager reviews it against program rules. During review the agency may message you through the portal or by email asking for extra documents or clarifications. Answer fast. Files that sit without a response get closed for inactivity, and you’d have to start over in a later window. When a decision is reached, both you and your landlord receive a formal notice of approval or denial.
What CERA Actually Pays
CERA pays rent arrears and, when applicable, utility arrears. Awards are capped at seven months of rent or $10,000, whichever is smaller, though exceptions may be considered case by case.1Division of Housing. Colorado Emergency Rental Assistance Payments almost always go directly to the landlord or property manager, not to you, and utility payments go to the utility company. The direct-payment setup both prevents fraud and ensures the money clears the debt that is actually putting your housing at risk.
One worry that comes up often: can a landlord simply refuse CERA money? Generally no. Since January 1, 2021, Colorado law has barred landlords from refusing to rent, changing lease terms, or advertising restrictions based on a tenant’s source of income, including government rental assistance. Narrow exemptions exist for very small landlords.8Colorado General Assembly. HB20-1332 Prohibit Housing Discrimination Source Of Income
If You’re Not Selected or Need Help Sooner
CERA is built for short-term rent crises, and the Division of Housing itself notes that it doesn’t provide immediate aid for every situation. If your eviction timeline won’t wait for the next drawing, 2-1-1 Colorado connects people to emergency shelter, utility help, rental assistance, food, healthcare, and crisis counseling. You can dial 2-1-1, call (866) 760-6489, text your ZIP code to 898-211, or search 211colorado.org.9Division of Housing. Division of Housing10211 Colorado. 211 Colorado
DOLA also runs a CARE Center that will walk you through your options and point you to other programs if CERA isn’t the right fit. Local non-profits and community action agencies around Colorado often keep their own emergency funds with different eligibility rules and faster turnaround than the state process.
For longer-term help rather than a one-time rescue, Housing Choice Vouchers (formerly Section 8) are the main program, but they aren’t administered through CERA. They run through Colorado’s 68-plus local Public Housing Authorities, most of which already have every voucher assigned; waiting lists commonly open for just two or three days per calendar year, with no central statewide database, so you have to contact PHAs individually and track which lists you’re on.11Division of Housing.
