Check That You Qualify First

Before filling out the application, run through the four basic eligibility rules. You must live in Tennessee. Every person applying must be a U.S. citizen, U.S. national, or qualified immigrant with a Social Security number or proof of having applied for one.3Tennessee Department of Human Services. Supplemental Nutrition Assistance Program SNAP Eligibility Information Your gross monthly income must be at or below 130% of the federal poverty level, and net income at or below 100%. For a household of one, that is $1,696 gross and $1,305 net; for a household of four, $3,483 gross and $2,680 net. Add $596 gross and $459 net for each additional person.4Food and Nutrition Service. Most households also cannot hold more than $3,000 in countable assets, such as cash, bank balances, and stocks. The limit rises to $4,500 if anyone in the household is disabled or age 60 or older.3Tennessee Department of Human Services. Supplemental Nutrition Assistance Program SNAP Eligibility Information

Most adults between 18 and 54 also have to register for work and accept a suitable job if one is offered. Able-bodied adults without dependents face a stricter rule: at least 80 hours per month of paid work, volunteer work, or training to keep benefits past three months in any three-year stretch, unless they qualify for an exemption.6Food and Nutrition Service. Gather Your Documents

Having your paperwork ready before you start the application cuts down on back-and-forth with TDHS. Collect the following for each person in your household:

  • Full legal names, dates of birth, and Social Security numbers. A driver’s license, state ID, or birth certificate works for identity.
  • Proof of your Tennessee address, such as a utility bill, lease, or official mail.
  • Recent pay stubs, employer statements, tax returns, or award letters from Social Security or unemployment.
  • Bank statements and records of any other countable assets.
  • Rent or mortgage statements, utility bills, childcare receipts, and medical bills for elderly or disabled members. These support deductions that lower your net income.

You do not need every document in hand to submit. TDHS will accept the application and give you time to supply what is missing, but delays in verification delay your benefits.

Submit Your Application

TDHS offers three ways to apply. The online route is the fastest.

Online Through the One DHS Portal

Go to onedhs.tn.gov and create an account on the One DHS Customer Portal. From there you can complete the SNAP application, upload supporting documents, and track your case status.7ONE DHS. Consumer Service Portal This is the same portal you will use after approval to manage your case, so setting up an account early is useful even if you plan to submit paperwork another way.

By Mail

Download the application form (HS-0169) from the TDHS Forms and Applications page, print it, and complete it by hand. The form is available in English, Spanish, Arabic, Somali, Kurdish, Nepali, Farsi, Russian, Ukrainian, Swahili, Burmese, and Vietnamese.8Tennessee Department of Human Services. DHS Forms and Applications Mail the finished form to your local county TDHS office.

In Person

Any local TDHS office will give you a paper application, accept a completed one, or help you fill one out on the spot.9Tennessee Department of Human Services. Applying for SNAP in Tennessee

Whichever route you take, keep a copy of the application and every document you turn in. If something gets lost in processing, you will have your own record.

The Phone Interview

Within 7 to 10 days after TDHS receives your application, an eligibility counselor will call to go through your household information, income, and expenses. They may ask for additional documents during or after the call.1Tennessee Department of Human Services. Family Assistance Questions

Answer or return the call. If you miss it and do not reschedule, your application can stall out or be denied. Call the One DHS Contact Center at 1-833-772-TDHS (8347) to set a new time if you need to.

When You’ll Get a Decision

Standard processing takes up to 30 days from the date TDHS receives your application. The decision arrives by mail.2Food and Nutrition Service. SNAP Application Processing Timeliness

If your household is in immediate need, you may qualify for expedited processing and benefits within seven days. You are eligible if:10eCFR. 7 CFR 273.2

  • Your gross monthly income is under $150 and your liquid resources (cash, checking, savings) are $100 or less.
  • Your combined gross monthly income and liquid resources are less than your monthly rent or mortgage plus utilities.
  • You are a migrant or seasonal farmworker who is destitute with liquid resources of $100 or less.

Mention any of these circumstances when you apply so TDHS can flag your case for expedited handling.

After You’re Approved

TDHS mails your EBT card, called a Benefit Security Card, after approval. You set up a four-digit PIN before you can use it at authorized retailers.

Benefits are deposited monthly based on the last two digits of your Social Security number, staggered from the 1st through the 20th. If your SSN ends in 00 through 04, your deposit lands on the 1st; if it ends in 95 through 99, on the 20th.

Download the free ebtEDGE mobile app from FIS (Fidelity Information Services) to check your balance, change your PIN, freeze a lost or stolen card, block out-of-state purchases, and request a replacement.11Tennessee Department of Human Services. EBT Cards The real app is free, lists FIS as the developer, and spells the name “ebtEDGE” exactly. Apps that charge a fee or list a different developer are not legitimate.

One Tennessee-specific limit worth knowing: the state does not participate in the USDA’s Restaurant Meals Program, so your EBT card will not work at restaurants anywhere in Tennessee.12Food and Nutrition Service. SNAP Restaurant Meals Program

If You’re Denied

You have 90 days from the date of the denial notice to request a fair hearing. You can call the One DHS Contact Center at 1-833-772-TDHS and say you disagree with the decision, or submit a written appeal at your local county office. No formal legal language is required.13Tennessee Department of Human Services. SNAP Appeals and Fair Hearings

If you are already getting benefits and receive a notice that they will be reduced or stopped, requesting a hearing within 10 days of that notice keeps your current benefits going while the appeal is pending. Miss the 10-day window and your benefits drop to the new amount even if you later file an appeal.13Tennessee Department of Human Services. SNAP Appeals and Fair Hearings
