How to Apply for Medi-Cal Dental: Eligibility, Documents, and Steps

To apply for Medi-Cal Dental, you apply for full-scope Medi-Cal: dental coverage is bundled in automatically, with no separate dental application. The fastest route is online through BenefitsCal or Covered California, and it takes about 20 minutes. You can also apply by phone, by mail, or in person at your county social services office. Once you’re approved, you’ll get a Benefits Identification Card and can book with any participating dentist.

For a single adult in 2026, the income cutoff is roughly $22,025 per year. The county has 45 days to decide (90 if a disability determination is involved).

Check That You Qualify First

Three things decide eligibility: income, California residency, and — for a narrow group — assets.

Income

Most adults qualify if household income is at or below 138% of the Federal Poverty Level, calculated using Modified Adjusted Gross Income. For 2026, that works out to roughly:1HealthCare.gov. Federal Poverty Level (FPL) – Glossary

  • 1 person: about $22,025
  • 2 people: about $29,863
  • 3 people: about $37,702
  • 4 people: about $45,540

Children under 19 qualify up to 266% of the federal poverty level, and pregnant people up to 213%, so families often get in well above the adult cutoff. If you’re over the limit, apply through Covered California anyway; it will screen you for both Medi-Cal and subsidized marketplace plans.

Residency

You have to live in California, but you don’t need to prove it with utility bills or a lease. You declare your California address on the application, and that’s enough.2California Department of Health Care Services. What Proof Do I Need Flyer Under state regulations, residency is established by being physically present in California with the intention to remain, or by entering the state with a job commitment or to look for work.3Cornell Law School. Assets

If you’re applying through the standard income-based (MAGI) rules, there’s no asset test. Starting January 1, 2026, California reinstated asset limits for people 65 and older, people with disabilities, and nursing home residents: $130,000 for one person, plus $65,000 for each additional family member. Your primary home, your main vehicle, and household belongings don’t count.4Department of Health Care Services. Asset Limits FAQs People on SSI are subject to the separate $2,000 SSI asset limit.

One Boundary on Immigration Status

Starting January 1, 2026, immigration status affects what you can receive. Children and youth under 19, pregnant people through one year after pregnancy ends, and former foster youth under 26 remain eligible for full-scope Medi-Cal (including dental) regardless of immigration status. For other undocumented adults previously covered under California’s expansion, regular dental services end July 1, 2026, though emergency dental care remains available.5Department of Health Care Services. Documents to Gather Before You Start

The paperwork is lighter than most people expect.

Identity. The county will tell you if it needs proof. If asked, a driver’s license or photo ID, your Social Security number, or immigration documentation all work. Legal citizenship is not required for identity verification.2California Department of Health Care Services. What Proof Do I Need Flyer

Income. If you’re employed, pull your most recent pay stub showing gross income, pay period, date, and hours. A recent 1040 or an employer statement also works. If you’re self-employed, be ready to show net income after business expenses.

Residency. Just your address. No lease, no utility bill.

Four Ways to Apply

All four routes lead to the same place: dental coverage once Medi-Cal is approved.6Department of Health Care Services. Apply for Medi-Cal

Online

The fastest option is BenefitsCal, the state benefits portal. You can complete the application, upload documents, and track your case from one account.7BenefitsCal. Application Process Overview You can also apply through Covered California, which will screen you for Medi-Cal and hand your file to the county if you qualify.

By Phone

Call your county social services office and apply over the phone.

By Mail

Download a paper application from the DHCS website and mail it to your county office.8California Department of Health Care Services. Medi-Cal Eligibility Division Forms

In Person

Walking into the county office lets you hand over documents on the spot and ask questions in real time.

However you apply, get a confirmation number or a date-stamped receipt. That submission date matters if there’s ever a dispute, and it anchors your three-month retroactive coverage window.

Filling Out the Application

The form is called the Single Streamlined Application. It asks about everyone in your household, including spouses, registered domestic partners, and children under 21 who live with you. List household members even if they aren’t applying, as long as they file taxes with you or are your dependents.9California Department of Health Care Services / Covered California. Application for Health Insurance – Single Streamlined Application

Report wages, salary, tips, and bonuses as gross amounts, before taxes and deductions. Report self-employment income as net (revenue minus business expenses). Report unearned income too: Social Security, pensions, unemployment, investment income. Don’t include child support, VA payments, or SSI/SSP.9California Department of Health Care Services / Covered California. Application for Health Insurance – Single Streamlined Application

Every number on the form should match your supporting documents. Mismatches are the most common reason applications get kicked back for more information.

What Happens After You Submit

Your county has 45 days to make a decision. If eligibility depends on a disability determination, that stretches to 90 days.10eCFR. 42 CFR 435.912 – Timely Determination and Redetermination of Eligibility

You’ll get a Notice of Action in the mail stating whether you’re approved or denied, the effective date, and, if denied, the specific reason and the regulation behind it. The notice also explains your right to a state hearing.11New York Codes, Rules and Regulations. 22 CCR 50179 – Notice of Action, Medi-Cal-Only Determinations or Redeterminations

If approved, you’ll receive a plastic Benefits Identification Card (BIC) with a 14-character ID number. Your dentist needs this card to confirm your enrollment and bill the state.12Medi-Cal Manual. Eligibility – Recipient Identification Cards New cards feature a California poppy design; older designs still work.13Department of Health Care Services. Medi-Cal Help Center

Retroactive Coverage for Bills You Already Paid

Medi-Cal can pay for covered dental services you received up to three months before you applied, if you would have been eligible during those months. If you already paid out of pocket, you may be able to get reimbursed. Contact your county social services office to request retroactive coverage within one year of the month the services were provided.14Department of Health Care Services. Important Information for SSI/SSP Applicants Worth checking if you’ve been paying for dental work while putting off the application.

If You’re Denied

A denial isn’t the end. You have 90 days from the date on the Notice of Action to request a state fair hearing, an independent review of the county’s decision.15eCFR. Subpart E – Fair Hearings for Applicants and Beneficiaries The usual reasons for denial are income miscalculations, missing documents, or errors in how the household was described. Before filing a hearing request, call the county and ask what went wrong; the fix is often a single missing pay stub.

Keeping Your Coverage After Approval

Medi-Cal has to be renewed every year. Missed renewals are the single biggest reason people lose coverage they still qualify for.

The state first tries to renew you automatically using tax records and other data it already has. If that works, you stay enrolled without doing anything. If it doesn’t, the county mails you a prepopulated renewal form; you confirm or correct it and send back any missing documents. You get at least 30 days to return it.16Centers for Medicare & Medicaid Services. Implementation of Eligibility Redeterminations under the Working Families Tax Cut Legislation

Miss the deadline and your coverage ends, but you still have 90 days to submit the renewal. The state must treat it as a new application and restore eligibility without making you start over, as long as you still qualify.17eCFR. 42 CFR 435.916 – Regularly Scheduled Renewals of Medicaid Eligibility After that, you file fresh. Watch your mail during renewal season.

Finding a Dentist Who Takes Medi-Cal

The card isn’t much use without a dentist who accepts it, and in some rural parts of the state provider availability is thin. Search the DHCS Medi-Cal Dental provider directory by county and zip code.18Department of Health Care Services. Medi-Cal Dental In Sacramento and Los Angeles counties, dental benefits run through managed care plans, so you’ll choose a plan and pick a dentist from that plan’s network. Use the plan’s own directory in that case.19Department of Health Care Services. Medi-Cal Dental Managed Care

When you call, confirm the office is currently taking new Medi-Cal Dental patients; directories aren’t always current. Community health centers and federally qualified health centers tend to be the most reliable option. Bring your BIC card and a photo ID to every appointment.
