Who Can Enroll

Four basic requirements apply. You must be a U.S. citizen, U.S. national, or have a qualifying immigration status for the full period of coverage; live in Virginia; and not be currently incarcerated.4Virginia’s Insurance Marketplace Help. There’s no maximum age and no minimum income to buy an unsubsidized plan. Premium tax credits are a different question. To qualify for those in 2026, your household income has to fall between 100% and 400% of the federal poverty level: $15,960 to $63,840 for a single person, and $33,000 to $132,000 for a family of four.6HealthCare.gov. The upper end of that range is a hard cliff this year. The enhanced credits from the Inflation Reduction Act, which had removed the income cap, expired at the end of 2025. If your income exceeds 400% of the poverty level by a single dollar in 2026, you get no premium assistance at all. Estimate carefully if you’re near the line.

At the other end, if your income is below 138% of the poverty level — roughly $22,000 for a single person in 2026 — you’ll likely qualify for Virginia Medicaid instead. When to Apply

  • Enroll by December 31: coverage starts January 1.

Outside open enrollment, you can only enroll if you experience a qualifying life event: marriage, birth or adoption, involuntary loss of other health coverage, a move within Virginia, divorce, or loss of Medicaid eligibility. What to Gather Before You Start

For each adult who’ll be on the plan, have the following on hand:

  • Photo ID
  • Social Security number, or an immigration document number if you don’t have an SSN
  • Most recent tax return
  • Pay stubs from the last four weeks

The application asks you to estimate household income for the coverage year, so your W-2s, pay stubs, and prior return help you project.12Virginia’s Insurance Marketplace. Application for Health Coverage and Financial Assistance If anyone in your household has employer-sponsored coverage available, you’ll also need the cost of the employer’s lowest-priced plan. The marketplace uses that number to determine whether the employer offer is considered affordable under federal rules; if it is, you won’t qualify for a subsidy on a marketplace plan.

In Person With a Free Navigator

Paper Application

Picking a Plan and Paying the First Premium

After you submit, an eligibility notice showing your subsidy amount usually appears in your dashboard within minutes. You then choose from plans in four metal tiers based on how costs are split with the insurer:

  • Bronze: insurer covers about 60%, you pay 40%. Lowest premiums, highest out-of-pocket costs.
  • Silver: insurer covers about 70%, you pay 30%.
  • Gold: insurer covers about 80%, you pay 20%.

If your income is below 250% of the federal poverty level, look hard at Silver. Cost-sharing reductions that lower deductibles, copays, and your out-of-pocket maximum only apply to Silver plans, and they can effectively push a Silver plan’s coverage from 70% up to somewhere between 73% and 94% of your costs.15HealthCare.gov. Applicants under 30, or anyone with a hardship or affordability exemption, can also enroll in a catastrophic plan. Premiums are the lowest available, out-of-pocket costs are the highest, and premium tax credits do not apply to catastrophic plans.16HealthCare.gov. Catastrophic Health Plans

Selecting a plan does not activate coverage. You have to pay your first month’s premium, sometimes called a binder payment, directly to the insurance company. Until it clears, you’re not enrolled.3CMS. After You’re Enrolled

Verification Requests

The marketplace cross-checks your application against federal databases. If something doesn’t line up — income, citizenship, immigration status, or Social Security number — you’ll get a notice describing the mismatch. You have at least 90 days from your eligibility notice to upload supporting documents through your dashboard, and 95 days for citizenship or immigration issues.17HealthCare.gov. Reporting Life Changes

Once you’re enrolled, report household and income changes to the marketplace as they happen. Marriage, a new baby, a job change, or a meaningful income shift all affect your subsidy and can affect eligibility.19CMS. Reconciling Subsidies at Tax Time

If you received advance premium tax credits during the year, you have to file IRS Form 8962 with your return to reconcile what you got against what your actual income entitled you to.21IRS. 2025 Instructions for Form 8962 – Premium Tax Credit (PTC) Earn more than you estimated and you owe the difference. For 2026, there is no cap on how much excess advance credit you must pay back; the full amount is added to your tax bill.22CMS: Agent and Brokers FAQ.
