To apply for Section 8 housing in Columbus, Ohio, you submit an application to the Columbus Metropolitan Housing Authority (CMHA) through its online portal when the Housing Choice Voucher waitlist is open, after confirming your household income falls within HUD’s limits and gathering identity, income, and asset documents for everyone who will live in the unit.1Columbus Metropolitan Housing Authority. Apply for Housing CMHA runs the program for roughly 40,000 residents across Franklin County, and demand consistently outpaces supply, so the application window and your preference categories matter as much as the paperwork itself.2Columbus Metropolitan Housing Authority. Check Whether You Qualify
Your household’s gross income is the first filter. Federal rules require applicants to qualify as “very low income,” meaning earnings at or below 50 percent of the Area Median Income for the Columbus metro area. At least 75 percent of families newly admitted each year must also be “extremely low income,” at or below 30 percent of AMI.3GovInfo. 24 CFR 982.201 – Eligibility and Targeting In practice, that targeting rule sends most vouchers to the lowest-income applicants.
The current HUD income limits for the Columbus HUD Metro FMR Area are built on a median family income of $109,000. The thresholds by household size:4City of Columbus. 2025 HUD Income Guidelines for Columbus MSA
- 1 person: $22,900 (30% AMI) / $38,150 (50% AMI)
- 2 people: $26,200 (30% AMI) / $43,600 (50% AMI)
- 3 people: $29,450 (30% AMI) / $49,050 (50% AMI)
- 4 people: $32,700 (30% AMI) / $54,500 (50% AMI)
- 5 people: $37,650 (30% AMI) / $58,900 (50% AMI)
- 6 people: $43,150 (30% AMI) / $63,250 (50% AMI)
HUD updates these numbers annually, so check CMHA’s website for the current figures before you apply. Income counts wages, Social Security, pensions, child support, and most other recurring payments received by anyone 18 or older. Earned income of children under 18, foster care payments, and insurance settlements for personal losses are among the categories that do not count.5eCFR. 24 CFR 5.609 – Annual Income
Every applicant must also be a U.S. citizen or a noncitizen with eligible immigration status, such as a lawful permanent resident, refugee, or asylee. Households with a mix of eligible and ineligible members may receive prorated assistance rather than a full denial.6Office of the Law Revision Counsel. 42 USC 1436a – Restriction on Use of Assisted Housing by Noncitizens
Every household member 18 and older goes through a criminal background check. CMHA must deny the application if any member is subject to a lifetime sex offender registration requirement in any state where they have lived, or has been convicted of manufacturing methamphetamine on federally assisted housing property.7eCFR. 24 CFR 982.553 – Denial of Admission and Termination of Assistance for Criminals and Alcohol Abusers CMHA can also deny based on recent drug-related or violent criminal activity. A prior eviction from federally assisted housing for drug activity triggers a three-year waiting period, which CMHA can waive for someone who has completed an approved rehabilitation program.
Gather Your Documents
Pulling your paperwork together before you start the online application prevents the back-and-forth that stalls files for weeks. CMHA requires documentation of identity, income, and assets for every person who will live in the assisted unit.8Columbus Metropolitan Housing Authority. Requirements
- Birth certificates and Social Security cards for every household member, adults and children. Adults also need a current state ID or driver’s license.
- Recent pay stubs for anyone employed, Social Security benefit letters, pension statements, and documentation of any other recurring income. Self-employed members need federal tax returns and a self-employment verification.
- Current bank statements for checking and savings accounts, plus tax statements or appraisals for any real estate you own.
- A copy of your current lease, or documentation of displacement or homelessness if that applies.
If household assets exceed $50,000, HUD may impute income on them even when no actual return can be calculated.5eCFR. 24 CFR 5.609 – Annual Income Report everything accurately. Discrepancies discovered later can get you terminated from the program.
Submit the Application Through CMHA’s Portal
Applications go through CMHA’s online portal.1Columbus Metropolitan Housing Authority. Apply for Housing You create an account with an email address and password, work through screens that capture household composition, income, and other details, and upload scanned copies of your supporting documents before submitting. A successful submission produces a confirmation screen with a unique tracking number. Save it.
Here is the part that catches people off guard. The waitlist is not always open. CMHA periodically closes it to new applicants when demand outpaces available funding. As of mid-2025, CMHA’s website indicates that waitlist selections are being processed and applicants can check their position online.9Columbus Metropolitan Housing Authority. Housing Choice Voucher If the list is closed when you check, there is nothing to do but watch for a reopening announcement, which CMHA posts on its website and social media. Missing that window could mean waiting years for the next opening.
Keep your email and mailing address current in the portal at all times. CMHA sends notifications by mail and email, and a missed notice can knock you off the list entirely.
How Your Position on the Waitlist Is Determined
Getting on the waitlist is not first-come, first-served. CMHA ranks applicants using local admission preferences set out in its Administrative Plan:10Columbus Metropolitan Housing Authority. CMHA Administrative Plan
- Households below 30 percent of AMI, matching the federal 75-percent targeting requirement.
- Families with two or more people; families that include a person with disabilities; households headed by someone disabled or 62 or older; and single persons who are elderly, displaced, homeless, or disabled.
- Families living in or hired to work in the eight-county Columbus metropolitan area (Franklin, Delaware, Fairfield, Licking, Madison, Pickaway, and Union counties).
- Active-duty military members and veterans, who receive preference under Ohio law.
- Families not already receiving federal, state, or local rental subsidies. Temporary or transitional assistance does not count against you.
- Referrals from CMHA’s partner organizations, including Columbus Community Shelter Board agencies and the Franklin County ADAMH Board.
An applicant who qualifies for multiple preferences moves up faster. Someone with no preferences and a later application date could sit on the list for years. CMHA does not publish average wait times.
What Happens When You Are Pulled From the List
A voucher is not an apartment. It is authorization to search for one. Federal rules give you at least 60 calendar days from voucher issuance to find an eligible rental unit. CMHA can grant extensions at its discretion, and must grant them as a reasonable accommodation for a household member with a disability.11eCFR. 24 CFR 982.303 – Term of Voucher If your search time expires without a signed lease, you lose the voucher.
Any unit you select must pass a Housing Quality Standards inspection before CMHA will approve the lease, and the unit must be ready for immediate occupancy at the time of inspection. More than six HQS violations is recorded as non-compliant, and CMHA can refuse to approve a unit whose owner has unresolved building code violations that endanger occupant safety.12Columbus Metropolitan Housing Authority. Housing Quality Standards Non-Compliance Common failures include missing smoke detectors, broken locks, plumbing leaks, and inoperable utilities. Walk through the unit yourself before CMHA schedules the inspection; obvious problems waste your search window.
Once you are housed, your share of the rent is based on 30 percent of your adjusted monthly income, with CMHA paying the balance up to its payment standard for a unit of that size.2Columbus Metropolitan Housing Authority. CMHA Housing Choice Voucher Program Press Release
If Your Application Is Denied
If CMHA denies your application, you have the right to request an informal hearing. The request must be in writing and received by CMHA within ten calendar days of the date on the notification letter. Miss that deadline and CMHA will reject the appeal, with the burden of proving non-receipt falling on you.13Columbus Metropolitan Housing Authority. CMHA Administrative Plan
Your written request must identify the basis for your appeal and the outcome you are seeking. Mail it to the Housing Choice Voucher Program at 880 East Eleventh Avenue, Columbus, OH 43211. CMHA sends written confirmation with the hearing date, time, and location once the request is accepted.
The hearing is informal. A hearing officer who was not involved in the original decision reviews the case and listens to both sides. You can bring documents, witnesses, and a representative or attorney. The officer can reverse, modify, or uphold CMHA’s decision, provided the outcome does not conflict with federal regulations. This is the real opportunity to explain circumstances the initial review may have missed, such as a completed drug rehabilitation program, an expunged record, or a factual error in the background check. Bring supporting paperwork.
